Abstract
จากการศึกษาเรื่องลักษณะภาวะผู้นำของข้าราชการฝ่ายปกครองระดับอำเภอ กรณีศึกษา ปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีวัตถุประสงค์เพื่อศึกษาว่าปลัดอำเภอฝ่ายปกครองและฝ่ายความมั่นคง จังหวัดนครปฐม มีรูปแบบภาวะผู้นำรูปแบบใด มีสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญเป็นรูปแบบใด และรูปแบบภาวะผู้นำสอดคล้องกับสถานการณ์กลุ่มตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์หรือไม่ โดยผู้วิจัยใช้ทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ (Fiedler’s contingency model) ในการศึกษา และผู้วิจัยอาศัยการศึกษาข้อมูลภาคสนามด้วยระเบียบวิธีวิจัยเชิงคุณภาพด้วยการสนทนากลุ่ม ซึ่งผู้ให้ข้อมูลสำคัญคือผู้ใต้บังคับบัญชาของปลัดอำเภอในจังหวัดนครปฐม ประกอบด้วย เจ้าหน้าที่ปกครอง สมาชิกกองอาสารักษาดินแดนอำเภอ (อส.) และกำนันผู้ใหญ่บ้าน โดยผลการศึกษาพบว่า ปลัดอำเภอฝ่ายปกครอง มีรูปแบบภาวะผู้นำแบบมุ่งเน้นความสัมพันธ์ (Relationship-Oriented Leadership) และ ปลัดอำเภอฝ่ายความมั่นคงมีรูปแบบภาวะผู้นำแบบมุ่งเน้นงาน (Task-Oriented Leadership) ประกอบกับรูปแบบภาวะผู้นำของปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคงนั้นมีความสอดคล้องกับสถานการณ์กลุ่มที่ปลัดอำเภอทั้งสองเผชิญ ตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์ จึงกล่าวได้ว่า รูปแบบภาวะผู้นำที่ปลัดอำเภอฝ่ายปกครองและปลัดอำเภอฝ่ายความมั่นคง จังหวัดนครปฐม แสดงออกในการปฏิบัติงานร่วมกับผู้ใต้บังคับบัญชาหรือภายในพื้นที่ที่ปฏิบัติงานนั้น มีความเหมาะสมต่อบริบทหรือสถานการณ์ที่เกิดขึ้นระหว่างการปฏิบัติงานเพื่อให้เกิดประสิทธิภาพในการปฏิบัติงานในพื้นที่อำเภอต่อผู้ใต้บังคับบัญชาตามหลักประสิทธิภาพของทฤษฎีตัวแบบผู้นำตามสถานการณ์ของฟิดเลอร์แล้ว
Other Abstract (Other language abstract of ETD)
Regarding this study, the objectives are to find the leadership styles of the assistant chief district officers, the group situation which they encounter, and the consistency of their leadership styles with group situation according to Fiedler’s Contingency Model theory. The researcher used Fiedler’s contingency model for the study and collected data using the qualitative research method by conducting focus groups. The key informants are the subordinate of the Assistant Chief District Officer in Nakhon Pathom province including the assistant governing officer, district territorial defense volunteer, subdistrict headman, and village headman. The findings revealed that the leadership style of the assistant chief district officers of administration section was Relationship-Oriented, and the leadership style of the assistant chief district officers of security affairs section was Task-Oriented. Moreover, the leadership styles of both sections were consistent with the group situation they were facing, which is based on the efficiency principle of Fiddler's Contingency Model theory. From these results, the leadership styles of both sections are appropriate to work with subordinates or within the working area. In terms of the efficiency principles of Fiddler's Contingency Model theory, the styles, also, appropriate to the context or situation that occurs during the operation to achieve working efficiency with the subordinates in the district.
