Abstract
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพมีวัตถุประสงค์ 2 ประการ คือ เพื่อศึกษาปัญหาและแนวทางการเพิ่มประสิทธิภาพการบริหารงบประมาณตามแผนปฏิบัติราชการประจำปีของกลุ่มจังหวัดภาคตะวันออก 1 โดยศึกษาจากเอกสารและสัมภาษณ์เชิงลึกจากกลุ่มเป้าหมาย 12 คน ได้แก่ ผู้บริหาร ผู้เชี่ยวชาญ และผู้ปฏิบัติงานด้านการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 และกลุ่มจังหวัดภาคตะวันออก 2 ผลการศึกษาภายใต้กรอบแนวคิดมาตรฐานการจัดการทางการเงิน 7 Hurdles ผู้วิจัยเลือกเฉพาะด้านการวางแผนงบประมาณ ด้านการจัดระบบการจัดซื้อจัดจ้าง ด้านการบริหารทางการเงินและควบคุมงบประมาณ และด้านการรายงานทางการเงินและผลการดำเนินงาน เพื่อศึกษาปัญหาและสาเหตุการบริหารงบประมาณของกลุ่มจังหวัดภาคตะวันออก 1 พบว่าปัญหาที่สำคัญ 2 ประการ ได้แก่ ปัญหาด้านการบริหารจัดการองค์กร ที่เกี่ยวข้องกับคน การบูรณาการระหว่างหน่วยงาน และการบริหารความเสี่ยงจากปัจจัยภายนอก ซึ่งสามารถแก้ไขปัญหาดังกล่าวได้ในระยะสั้น โดยการนำระบบการบริหารการจัดการองค์ความรู้ (Knowledge Management) มาพัฒนาบุคลากร การทำงานแบบบูรณาการระหว่างหน่วยงานภายในและภายนอกกลุ่มจังหวัด บทบาทผู้นำที่เข้ามามีส่วนร่วมในการกำกับการปฏิบัติงานของบุคลากรอย่างใกล้ชิด ส่วนปัญหาด้านสถาบันทางการคลังที่เกี่ยวข้องกับโครงสร้างองค์กร กฎระเบียบ และการรวมอำนาจ ซึ่งมีหน่วยงานสำคัญที่เกี่ยวข้อง คือ สำนักงบประมาณ กรมบัญชีกลาง และคณะอนุกรรมการบูรณาการนโยบายพัฒนาภาค (อ.ก.บ.ภ.) ถูกกำหนดให้แก้ไขในระยะยาว โดยการแก้ไขกฎระเบียบที่เกี่ยวข้องกับการบริหารงบประมาณให้ยืดหยุ่นและลดขั้นตอนการพิจารณา มีการกระจายอำนาจ ปรับโครงสร้างองค์กรของกลุ่มจังหวัด เพิ่มสวัสดิการแรงจูงใจในการทำงาน และนำเทคโนโลยีมาเพิ่มประสิทธิภาพการทำงานด้านเอกสาร
Other Abstract (Other language abstract of ETD)
The objective of this qualitative research was to study problems and guidelines for increasing the effectiveness of budget management according to the annual action plan for Eastern Provincial Cluster 1. This study was conducted by exploring related documents and in-depth interviews from 12 informants, namely: administrators, experts and practitioners in budget management of Eastern Provincial Cluster 1 and Eastern Provincial Cluster 2. Under Seven Financial Management Standards (7 Hurdles), budget planning, procurement management, financial management and fund control, and financial and performance reporting were selected to study the problems and causes of budget management in the Eastern Provincial Cluster 1. The results indicated that two main problems. Firstly, the organization management problem consisted of inefficiency working behaviors, lack of interdepartmental integration and external uncontrollable factors. The foresaid problems could be resolved in the short term by applying the knowledge management system in personnel development, integrated work between internal and external departments, and the role of a leader closely involved in directing the operations of personnel. Secondly, the problem of fiscal institutions, related to complicated organizational structure, regulations, and too centralization from the Budget Bureau, the Comptroller General's Department, and the Regional Development Policy Integration Sub-Committee, have been responsible to manage, and solve them in the long run. The solutions can be conducted by amending the rules related to budget management to be more flexible and reduce the process of consideration, promoting decentralization, adjusting the organizational structure of the Provincial Cluster, increasing welfare and work motivation and applying technology to increase the efficiency of documentary work.
