Abstract
งานวิจัยชิ้นนี้เป็นการศึกษาบทบาทด้านการพัฒนาชุมชนของธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) โดยใช้พื้นที่ชุมชนบ้านดอนสีนนท์ จังหวัดฉะเชิงเทรา เป็นกรณีศึกษา โดยมุ่งตอบคำถามที่ว่า โครงการชุมชนอุดมสุขของ ธ.ก.ส. ส่งผลกระทบต่อเศรษฐกิจของชุมชนบ้านดอนสีนนท์อย่างไร และทำให้เศรษฐกิจของชุมชนบ้านดอนสีนนท์เกิดการพัฒนาอย่างยั่งยืนตามเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) หรือไม่ งานวิจัยใช้เป้าหมายการพัฒนาที่ยั่งยืน (SDGs) ขององค์การสหประชาชาติเป็นเกณฑ์ชี้วัดผลการพัฒนาจากโครงการชุมชนอุดมสุขของ ธ.ก.ส. และใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่าง ได้แก่ กลุ่มคณะทำงานขับเคลื่อนโครงการฯ ของ ธ.ก.ส. กลุ่มผู้นำและคณะกรรมการชุมชน กลุ่มสมาชิกชุมชนทั้งที่เข้าร่วมและไม่ได้เข้าร่วมโครงการฯ รวมทั้งหมด 12 คน รวมทั้งการสังเกตสภาพความเป็นอยู่ภายในชุมชน งานวิจัยพบว่า โครงการชุมชนอุดมสุขของ ธ.ก.ส. ส่งผลกระทบด้านการลดรายจ่ายและเพิ่มเงินออม โดยเฉพาะผลกระทบที่เป็นการต่อยอดการทำงานของกลุ่มออมทรัพย์เพื่อการผลิตของชุมชน แต่ในด้านการเพิ่มรายได้และผลิตภาพการผลิตไม่สามารถเห็นผลได้ชัดเจนนัก ผลจากโครงการจึงเป็นไปตามเป้าหมายการพัฒนาที่ยั่งยืนด้านที่ 2 ในการเพิ่มการเข้าถึงความรู้และบริการทางการเงิน และเป้าหมายที่ 8 ในการเสริมความแข็งแกร่งและการเข้าถึงสถาบันการเงินและบริการทางการเงิน อย่างไรก็ตาม ข้อมูลจากการวิจัยสะท้อนว่า ผลลัพธ์เชิงบวกที่เกิดขึ้นกับชุมชนบ้านดอนสีนนท์เกี่ยวข้องอย่างมากกับระดับการพัฒนาเดิมของชุมชนที่มีพื้นฐานค่อนข้างดีอยู่แล้ว และยังมีข้อสังเกตเกี่ยวกับความขัดแย้งระหว่างบทบาทของ ธ.ก.ส. ในฐานะเจ้าหนี้กับบทบาทของ ธ.ก.ส. ในด้านการพัฒนาอย่างยั่งยืนด้วย ซึ่ง ธ.ก.ส. ควรเข้าให้ถึงความต้องการที่แท้จริงของชุมชน โดยคำนึงถึงบริบทชุมชนและความเป็นไปได้จากการพัฒนา รวมทั้งควรศึกษา กำหนดหรือให้ความสำคัญกับตัวชี้วัดเชิงคุณภาพที่สามารถนำมาใช้ประเมินผลโครงการพัฒนาชุมชนในครั้งต่อ ๆ ไป

This research is a study of the Bank for Agriculture and Agricultural Cooperatives’ (BAAC) role in community development, using Ban Don Si-non Community, Chachoengsao Province as the study case. This research aims to find the impact of BAAC’s the Happiness Society Project on Ban Don Si-non Community’s economy, and whether this project drives the community’s economy toward the accomplishment of Sustainable Development Goals (SDGs). This research is a qualitative research with in-depth interviews of 12 samples, which include BAAC’s project working group members, community leaders, community committee members, project participants, and non-participants, as well as researcher’s observation on the livelihood of the community, with the United Nations’ Sustainable Development Goals (SDGs) as the scoring criteria. This research finds that the Happiness Society Project decreases spending and increases saving, especially in support of the activities of the community’s saving group, whose goal is to increase productivity. On the other hand, the project’s impact on increasing income and productivity is less apparent. These results show that this project contributes to the completion of SDG number 2 by increasing the accessibility of financial knowledge and services, as well as SDG number 8 by strengthening financial institutions and services, and making them more accessible. Despite these results, this research also finds that the positive impact on Ban Don Si-non Community depends heavily on the level of development of the community, which in this case, is quite well-developed. This research also notes the conflict between BAAC’s role as the creditor and its role in developing the community toward sustainability. The researcher suggests that BAAC should further its understanding of the true needs of the community by taking the context of each community and the possibilities that would result from development into consideration, as well as studying and giving more priority to setting qualitative indicators that can be used to evaluate community development projects in the future.
