Abstract
การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ 1) ลักษณะการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบัน 2) ปัญหาที่เป็นอุปสรรคในการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ที่เผชิญในอดีต ปัจจุบันและอนาคตและ 3) แนวทางการพัฒนากองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ให้เป็นองค์กรที่มีสมรรถนะในการปฏิบัติงานสูงและเป็นต้นแบบของสำนักงานตำรวจแห่งชาติ การศึกษาเป็นการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกโดยผู้ให้สัมภาษณ์คือเจ้าหน้าที่ตำรวจระดับต่าง ๆ ภายในกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ผลการวิจัยพบว่า 1) ลักษณะการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบัน “มีอำนาจหน้าที่และความรับผิดชอบสืบสวนคดีอาญาตามประมวลกฎหมายวิธีพิจารณาความอาญา การสืบสวนการกระทำผิดตามประมวลกฎหมายอาญา กฎหมายอื่นที่มีโทษทางอาญา รวมถึงพระราชบัญญัติตำรวจแห่งชาติ ตลอดจนคำสั่งจากผู้บังคับบัญชาซึ่งกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ในปัจจุบันมีเขตพื้นที่ที่รับผิดชอบ 8 จังหวัดภาคตะวันออกได้แก่ จังหวัดชลบุรี ระยอง จันทบุรี ตราด ฉะเชิงเทรา นครนายก ปราจีนบุรีและสระแก้ว 2) ปัญหาที่เป็นอุปสรรคในการปฏิบัติงานของกองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ที่เผชิญประกอบด้วยปัญหาด้านงบประมาณ ความเชี่ยวชาญ บุคลากร การบริหารและการทำงานเป็นทีมและ 3) แนวทางการพัฒนากองบังคับการสืบสวนสอบสวนตำรวจภูธรภาค 2 ให้เป็นองค์กรที่มีสมรรถนะในการปฏิบัติงานสูงและเป็นต้นแบบของสำนักงานตำรวจแห่งชาติประกอบด้วยด้านการพัฒนาการมุ่งผลสัมฤทธิ์ ด้านความเชี่ยวชาญในอาชีพ ด้านจริยธรรม ด้านการทำงานเป็นทีม ด้านการบริหาร (วิสัยทัศน์/นโยบาย) และด้านทรัพยากร (งบประมาณ/เครื่องมือ วัสดุและอุปกรณ์)

This research aims at studying and analyzing 1) the operation of Investigation Division 2 at present 2) the problems that have been obstructing the operation of Investigation Division 2 up to the present and in the future, and 3) the guidelines in developing Investigation Division2 in order to become the organization with high performance as the exemplary model for Royal Thai Police. This study is qualitative research depending on in-depth interview in which the interviewees are police officers at different levels within Investigation Division 2. Research findings indicated that 1) the current operation of Investigation Division2 “has authority and responsibility in investigating criminal cases according to Criminal Procedure Code”, and investigation of wrongdoing is based on criminal code with criminal penalties, including National Police Act as well as the orders from the police commander, commanding Investigation Division 2 to be responsible for 8 provinces-Chon Buri, Rayong, Chanthaburi, Trat, Chachoengsao, Nakhon Nayok, Prachin Buri, and Sa Kaeo, 2) the problems, which have been obstructing the operation of Investigation Division 2 up till now and in the future, compose of problem of budget, expertise, personnel, administration, and teamwork, the guidelines in developing Investigation Division 2 to be the organization with high performance as the exemplary model for Royal Thai Police compose of the aspects of achievement-oriented development, career expertise, ethics, teamwork, administration (vision/ policy), and resource (budget/ tools and devices).
