Abstract
งานวิจัยชิ้นนี้มีวัตถุประสงค์เพื่อศึกษาพลวัตและพฤติกรรมทางการเมืองที่เกิดขึ้นในอำเภอปากพนังตั้งแต่ พ.ศ. 2544 – 2566 งานวิจัยชิ้นนี้ใช้วิธีการศึกษาโดยการวิจัยเอกสารที่เกี่ยวข้อง และการสัมภาษณ์เชิงลึก โดยมีกลุ่มตัวอย่างทั้งหมด 5 กลุ่ม อันประกอบไปด้วยนักการเมือง นักวิชาการท้องถิ่น สื่อท้องถิ่น หัวคะแนน และประชาชนในพื้นที่อำเภอปากพนัง ข้อค้นพบคือพลวัตทางการเมืองของคนอำเภอปากพนังจะแบ่งออกเป็น 3 ช่วงโดยช่วงแรกเป็นช่วงพรรคประชาธิปัตย์ตั้งมั่น (พ.ศ. 2544–2554) ปัจจัยสำคัญในการตัดสินใจในช่วงเวลานี้คือชวน หลีกภัย และความเป็นตัวแทนคนใต้ ต่อมาในช่วงเปลี่ยนแผ่นดินทางการเมือง (พ.ศ. 2562) ช่วงเวลานี้เป็นช่วงเวลาเปลี่ยนผ่านจากพรรคประชาธิปัตย์ มาเป็นพรรคพลังประชารัฐ ภายใต้การนำพลเอกประยุทธ์ จันทร์โอชา ระบบเลือกตั้งแบบจัดสรรปันส่วนผสม ซึ่งใช้บัตรเลือกตั้งหนึ่งใบแต่ได้สส. ทั้งในระบบเขตและบัญชีรายชื่อ โดยการตัดสินใจเลือกเกิดขึ้นผ่านบารมีบุคคลของพลเอกประยุทธ์ จันทร์โอชา รวมถึงนโยบายประชารัฐ จนถึงการเลือกตั้งช่วงที่ 3 เรียกได้ว่าเป็นช่วงการเมืองปากท้อง (พ.ศ. 2562-2566) กติกาบัตรเลือกตั้งกลับมากลับมาเป็นระบบคู่ขนาน ผสมกันระหว่างระบบเขตกับระบบบัญชีรายชื่อ โดยใช้บัตรเลือกตั้งสองใบอีกครั้ง และครั้งนี้แม้ว่าพรรคประชาธิปัตย์ได้หวนคืนที่นั่งอีกครั้ง แต่ไม่อาจกล่าวได้ว่าเป็นชัยชนะของพรรคประชาธิปัตย์ เเต่เพราะกลไกและเครือข่ายทางการเมืองของตระกูล “เดชเดโช” ในขณะที่พลเอกประยุทธ์ จันทร์โอชา ยังคงมีบทบาทในการเลือกตั้งครั้งนี้มาอย่างต่อเนื่อง โดยได้รับชัยชนะในคะแนน สส.แบบบัญชีรายชื่อ ทำให้เห็นว่าพฤติกรรมทางการเมืองของคนอำเภอปากพนังเปลี่ยนแปลงจากการที่ตัดสินใจทางการเมืองผ่านอุดมการณ์และตัวบุคคล เป็นให้ความสำคัญกับนโยบาย และชีวิตความเป็นอยู่มากขึ้น กล่าวคือ คนปากพนังต้องการมีนายกคนดีเช่นเดิม หากแต่จะต้องควบคู่ไปกับเรื่องปากท้องโดยจะขาดอย่างหนึ่งอย่างใดไปไม่ได้
Other Abstract (Other language abstract of ETD)
The goal of this research is to examine the political behavior and dynamics of the residents of the Pak Phanang district between 2001 and 2023. The research methodologies are in-depth interviews and document research. There are five groups for in-depth interviews, i.e., politicians, local scholars, local media, political networks at the district level, and residents of Pak Phanang. The research's finding reveals that there are three periods of political dynamics in Pak Phanang district, i.e., the stable time under the Democrat Party (2001-2011), the victory of Palang Pracharath Party with General Prayuth Chan-o-cha as prime minister candidate (2019), and the shared power of the United Thai Nation Party' with General Prayuth as prime minister candidate (for party list vote) and the Democrat Party as constitutional vote with Phitakdet Detdecho as an elected MP (2019-2023). The return of the Democrat Party’s victory in Pak Phanang, however, is driven by the local political network of the ‘Detdecho’ family, not the party's ideology. Thus, the current political behavior and dynamics of Pak Phanang’s residents are based on a combination of everyday economic concern and the morality of the candidate, not a pure morality of the candidate like the old time of the Democrat Party’s dominance in the 2000s.
