Abstract
การศึกษาบทบาทของเครือข่ายมหาวิทยาลัยอาเซียน หรือ AUN ต่อกระบวนการพัฒนาสู่ความเป็นนานาชาติด้านการศึกษาของจุฬาลงกรณ์มหาวิทยาลัย มีวัตถุประสงค์ในการศึกษา 2 ประการ คือ เพื่อศึกษากระบวนการดำเนินงานและบทบาทของเครือข่ายมหาวิทยาลัยอาเซียนต่อจุฬาลงกรณ์มหาวิทยาลัยในฐานะองค์กรระหว่างประเทศที่สนับสนุนทางด้านการศึกษาแก่สมาชิกในภูมิภาค และเพื่อศึกษาปัจจัยเกื้อหนุนและ/หรืออุปสรรคต่อการดำเนินงานของเครือข่ายมหาวิทยาลัยอาเซียนในการส่งเสริมกระบวนการพัฒนาสู่ความเป็นนานาชาติของจุฬาลงกรณ์มหาวิทยาลัย โดยใช้กรอบแนวคิดทฤษฎีว่าด้วยเรื่องของการสร้างเครือข่าย (Networking) การบูรณาการภายในภูมิภาค (Regional Integration) และ ความเป็นนานาชาติของสถาบันอุดมศึกษา (Internationalization of Higher Education) เป็นแนวทางในการวิเคราะห์ จากการศึกษาพบว่า AUN มีบทบาททางอ้อมในการส่งเสริมความเป็นนานาชาติของจุฬาลงกรณ์มหาวิทยาลัยผ่าน การสร้างเครือข่ายความร่วมมือระหว่างกันของสมาชิกที่มีเป้าประสงค์เดียวกันในหัวเรื่องต่างๆอย่าง AUN Thematic Network ที่นำมาสู่การเกิดขึ้นของบูรณาการในระดับภูมิภาคซึ่งได้สร้างมาตรฐานและแนวทางการพัฒนาสำหรับสมาชิกให้เป็นไปในรูปแบบเดียวกัน โดยเชื่อมโยงกับองค์ความรู้จากภายนอกภูมิภาคที่ได้รับการยอมรับในระดับสากล แต่ยังคงไว้ซึ่งความเป็นแกนกลางของอาเซียนในการดำเนินกิจกรรมและโครงการต่างๆ ผ่านกลไกที่มีอยู่แล้วหรือพัฒนาขึ้นเอง ทั้งนี้ ปัจจัยเกื้อหนุนที่สำคัญต่อการดำเนินงานของ AUN เพื่อส่งเสริมความร่วมมือของจุฬาลงกรณ์มหาวิทยาลัย คือเรื่องของทำเลที่ตั้ง ความสอดคล้องทางด้านนโยบายกับรัฐไทย และความเข้าใจของรัฐบาลไทยในการให้อิสระต่อการบริหารจัดการตนเอง ส่วนอุคสรรคสำคัญต่อการดำเนินงานของ AUN คือเรื่องของงบประมาณสนับสนุนที่มีจำนวนน้อยหากเทียบกับสัดส่วนของโครงการและกิจกรรมในแต่ละปี จึงทำให้เกิดความล่าช้าและการติดขัดในการบริหารจัดการ
Other Abstract (Other language abstract of ETD)
The objectives of this study were divided into two main parts. First, to study the working process and the role of the ASEAN University Network (AUN) in relations to Chulalongkorn University as an international agency that supports higher education in the region. Second, to investigate the positive and negative factors that affected the management of AUN in promoting the Internationalization of This study also applied Networking, Regional Integration, and Internationalization of Higher Education as a theoretical approach to analyze the issue. The study finds that the AUN also plays a part in promoting the Internationalization of Utilizing the AUN thematic network to create a regional integration with the aim to develop and standardize higher education in the region. AUN still maintained the ASEAN centrality by conducting various activities through an existing ASEAN-led mechanism. Accordingly, the positive factors that support the management of AUN are the location of the office, the conformities with Thailand’s educational policy, and the recognition of the Thai government to the AUN’s self-management. On the other hand, the key negative factor is the low financial support which highly affected the process and outcome of collaborative activities.
