Abstract

จังหวัดระยองเดิมเป็นพื้นที่ที่ประชากรส่วนใหญ่ประกอบอาชีพเกษตรกรรมและมีพื้นที่ชายฝั่งทะเลสามารถทำการประมงชายฝั่งได้ เมื่อมีการตั้งนิคมอุตสาหกรรมตามโครงการพัฒนาชายฝั่งทะเลตะวันออกหรือ Eastern Seaboard Development จึงเกิดผลกระทบด้านมลภาวะต่อสุขภาพผู้อยู่อาศัยดั้งเดิม ซึ่งประเด็นปัญหาในปัจจุบันคือมีการพัฒนาโรงงานอุตสาหกรรมปิโตรเคมีและก๊าซธรรมชาติที่มีการขยายตัวส่งผลให้คุณภาพชีวิตของผู้อยู่อาศัยในพื้นที่ชุมชนละแวกใกล้เคียงกับนิคมอุตสาหกรรมตกอยู่ในระดับต่ำกว่ามาตรฐาน เกิดการร้องเรียนกับทางภาครัฐ มีการต่อต้านแหล่งอุตสาหกรรม การพยายามแก้ปัญหาในพื้นที่ก่อให้เกิด “โครงการพัฒนาชุมชนที่ได้รับผลกระทบจากนิคมอุตสาหกรรมมาบตาพุด" โดยมีความพยายามในการแก้ปัญหาด้วยแนวคิด “การรื้อย้ายชุมชน" เป็นแนวคิดที่ควรมีการศึกษาอย่างจริงจังเพื่อช่วยเหลือผู้อยู่อาศัยในชุมชนที่ได้รับผลกระทบทั้งหมดให้สามารถรื้อย้ายชุมชนออกจากพื้นที่ดังกล่าวโดยการวิจัยมีแนวทางศึกษาเหตุผลความจำเป็น เงื่อนไขและข้อจำกัดในการรื้อย้ายชุมชน จากพื้นที่ที่ได้รับผลกระทบจากนิคมอุตสาหกรรมมาบตาพุด เพื่อเสนอแนะแนวทางแก้ไขและความเป็นไปได้ โดยได้รวบรวมข้อมูลทุติยภูมิที่สามารถชี้วัดผลกระทบต่อสุขภาวะของผู้อยู่อาศัยในพื้นที่จริงเพื่อยืนยันความจำเป็นในการรื้อย้ายชุมชน แล้วจึงสำรวจเก็บข้อมูลชุมชนที่สมควรรื้อย้าย เพื่อทราบถึงความต้องการและเงื่อนไขความจำเป็นของผู้อยู่อาศัยในชุมชน เพื่อรวบรวมนำมาวิเคราะห์และแบ่งกลุ่มในแต่ละชุมชนว่ามีความต้องการเฉพาะอย่างไร โดยรูปแบบการดำเนินการรื้อย้ายชุมชนสามารถจัดได้เป็น3 กลุ่มคือกลุ่มอิงภาคอุตสาหกรรม กลุ่มประกอบอาชีพเกษตรกรรมหรือการประมง และกลุ่มพื้นที่อิสระ โดยจะมีเงื่อนไขทางกายภาพ เศรษฐกิจและสังคมที่แตกต่างกันในแต่ละกลุ่ม รวมถึงข้อจำกัดเฉพาะตามบริบทของชุมชน ซึ่งการประมวลผลทั้งหมดนี้เพื่อใช้เป็นเกณฑ์ในการดำเนินการสำหรับหน่วยงานที่เข้ามามีส่วนรับผิดชอบในการรื้อย้ายชุมชน และเพื่ออธิบายความเป็นไปได้ในกระบวนการดำเนินการรื้อย้ายที่สอดคล้องกับโครงการที่มีอยู่จริง

Other Abstract (Other language abstract of ETD)

Rayong province was once the agricultural and coastal fishery areas. After the industrial estates were developed according to Eastern Seaboard Development Project, people living in the areas have got the health impact affected from the air pollution. The development of petrochemical and natural gas industries, has worsened the inhabitants’ quality of life which has caused public opposition to the government and the industries. The effort to solve the conflicts between the residents and the industries leads to the Development Project for Community affected by Mabtaphut Industrial Estate, by using the method of community Relocation which will help the people moving out from the affected areas. The study of the reasons, the necessities, the conditions and the limitations of community relocation from Mabtaphut industrial areas will provide the proper solutions. Consequently the collection of the secondary data indicating the effect of the air pollution to the inhabitants’ health and suitable areas for the community relocation. The interview the inhabitants’ opinion and needs was then used these to analyze and divide the communities into 3 groups : the industry-based group | the agriculture and fishery based group, and the independent group. These groups differ in its physical, economic, and social contexts, and there are also the limitations for the community relocation. All the evaluation will be used as the criteria for those agencies that are responsible for the community relocation and for the process complying with the undertaking projects.
