Abstract

การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์ เพื่อศึกษาลักษณะการเข้ามามีส่วนร่วมใช้สื่อวิทยุกระจายเสียงท้องถิ่นจังหวัดกาฬสินธุ์เพื่อวิเคราะห์รูปแบบและเนื้อหาในการสื่อสารเพื่อการพัฒนาคนและลังคม และเพื่อวิเคราะห์ปัจจัยที่มีผลต่อศักยภาพของสถานีวิทยุกระจายเสียงท้องถิ่นจังหวัดกาฬสินธุ์ ในการสื่อสารเพื่อการพัฒนาคนและสังคม ผลจากการวิจัยพบว่า รูปแบบของการใช้สถานีวิทยุกระจายเสียงท้องถิ่น จังหวัดกาฬสินธุ ทั้ง 3 สถานีมี การกระจายข้อมูลข่าวสารระหว่างแหล่งผู้ทำการสื่อสารจากส่วนกลางและผู้ทำการสื่อสารระดับท้องถิ่นในอัตราส่วน ที่ใกล้เคียงกันคือ สถานีวิทยุกระจายเสียงแห่งประเทศไทย จังหวัดกาฬสินธุ์ ได้จัดสรรเวลาแก่ส่วนกลาง ร้อยละ 47.22 ส่วนท้องถิ่น ร้อยละ 52.78 สถานีวิทยุกระจายเสียง กองทัพภาคที่ 2 จังหวัดกาฬสินธุ์ ให้ส่วนกลางร้อยละ 33.72 ส่วนท้องถิ่น ร้อยละ 66.28 และสถานีวิทยุ กระจายเสียง อ.ส.ม.ท. จังหวัดกาฬสินธุ์ให้ส่วนกลางร้อยละ 26.32 ส่วนท้องถิ่น ร้อยละ 73.68 รูปแบบของรายการประเภทรายการข่าวประจำวัน รายการสาระความรู้ รายการ เพลงและโฆษณา โดยรวมของทั้ง 3 สถานีเป็นเนื้อหาที่มุ่งกลุ่มผู้ฟังระดับประเทศ สำหรับรูปแบบและเนื้อหารายการที่เกี่ยวข้องกับผู้ฟังในระดับท้องถิ่นได้แก่ ข่าวบริการประชาชน การเผยแพร่และประซาสัมพันธ์องค์กรเป็นส่วนใหญ่ การแสดงออกซึ่งศักยภาพของการเป็นสถานีวิทยุท้องถิ่น ในแงjหลักการทั้ง 3 สถานี ได้กำหนดนโยบายให้สอดคล้องกับบทบัญญัติแห่งกฎหมายไว้อย่างชัดเจน แต่ในแง่ปฏิบัติลักษณะโครงสร้างและวัฒนธรรมในการทำงานของแต่ละองค์กรยังไม่พร้อมที่จะกระจายอำนาจในการบริหารจัดการไปสู่ส่วนท้องถิ่นอย่างแท้จริง

Other Abstract (Other language abstract of ETD)

The purpose of this research is to study popular participation in local radio in Kalasin province 1 to analyze the form and content of communication and its contribution to social development. Local factors affecting the potential of local radio in Kalasin will be studied as well. Results show that three local radio stations in Kalasin province distribute information that differs little from the content offered in metropolitan Bangkok. The national Broadcasting Service of Thailand in Kalasin provides content accounting for 47% of all programming, local content is 52% of the total. The Thai Army Second Region Radio Station in Kalasin in contrast broadcasts national programme 33.72% of the time and local 66.28% of the time. The Mass Communication Organization of Thailand in Kalasin national programme 26% of all programming and local programme 73% of all programming. Besides, the programme of daily news, documentary, music and advertisements of the three stations refects national level content rather than local content. Pattern and content focused on the local level is largely restricted to local news services and public relations. In principle, the policy of each of the three radio stations is to be local in practice more of the organization is distribute power to local management as stipulated by law.
