Abstract

งานวิจัยนี้ศึกษาการเมืองท้องถิ่นผ่านการกำหนดงบประมาณรายจ่ายขององค์การบริหารส่วนตำบลในอำเภอกันทรลักษ์ จังหวัดศรีสะเกษ โดยศึกษาในเชิงการเมืองและกระบวนการจัดทำงบประมาณเพื่อตอบคำถามว่ากระบวนการกำหนดนโยบายขององค์การบริหารส่วนตำบลในอำเภอกันทรลักษ์ จังหวัดศรีสะเกษ ถูกกำหนดขึ้นมาอย่างไร มีวิธีการ ขั้นตอน การตัดสินใจ มีตัวแสดงใดที่เข้ามาเกี่ยวข้องและมีการจัดสรรงบประมาณไปสู่นโยบายอย่างไร รวมทั้งศึกษาความสัมพันธ์ของนักการเมืองระดับชาติและนักการเมืองระดับท้องถิ่นว่ามีความทับซ้อนและเกื้อหนุนกันอย่างไร โดยทำการศึกษาวิเคราะห์จากเอกสาร เช่น ข้อบัญญัติงบประมาณรายจ่ายประจำปี พ.ศ. 2555 รายงานการประชุมสภา แผนพัฒนาตำบล และข้อมูลจากการสัมภาษณ์โดยใช้การสัมภาษณ์แบบเจาะลึก นักการเมือง ข้าราชการประจำและการสนทนากลุ่มกับประชาชนในแต่ละตำบล ในการวิจัยครั้งนี้ใช้การวิเคราะห์เอกสาร และการพรรณนาวิเคราะห์โดยอาศัยข้อมูลจากเอกสาร การสัมภาษณ์และการสังเกต เป็นส่วนประกอบในการวิเคราะห์ ผลการวิจัยพบว่า การกำหนดนโยบายการตัดสินใจในเชิงนโยบายขององค์การบริหารส่วนตำบลถูกกำหนดขึ้นมาจากความต้องการของนักการเมืองท้องถิ่น ได้แก่ ฝ่ายบริหารและฝ่ายสภาองค์การบริหารส่วนตำบล ประชาชนมีบทบาทเป็นผู้ที่เสนอปัญหาและความต้องการผ่านขั้นตอนประชาคมหมู่บ้าน ส่วนในขั้นตอนอื่น ๆ ของการจัดทำงบประมาณประชาชนไม่มีส่วนร่วมในแง่การตัดสินใจและการบริหารงบประมาณ อำนาจการตัดสินใจอยู่ที่นักการเมืองท้องถิ่นและข้าราชการประจำ การจัดสรรงบประมาณเป็นการกระจายผลประโยชน์แก่สมาชิกองค์การบริหารส่วนตำบลเพื่อให้เกิดความพึงพอใจ เพื่อลดปัญหาความขัดแย้งภายในสภาองค์การบริหารส่วนตำบล นักการเมืองระดับชาติและนักการเมืองท้องถิ่นระดับจังหวัดได้เข้ามามีบทบาทต่อองค์การบริหารส่วนตำบล เนื่องจากฐานคะแนนเสียงและผลประโยชน์ของนักการเมืองระดับชาติและนักการเมืองระดับท้องถิ่นทับซ้อนและเกื้อหนุนกัน

Other Abstract (Other language abstract of ETD)

The aim of this research was to study local politics through case studies of budget allocation policy of the Tambon Administrative Organization in Kantharalak district, Sisaket province. The research was conducted to answer the following questions : How is the budget allocation policy made? What are the processes of making decisions on the budget allocation policy? What actors may be involved in the policy? How does the budget allocation relate to the policy? How do national and local politicians share their interests? This Analysis Description Research aimed to describe the process of causes by studying the relevant documents and interviewing the residents. The research results showed that the policy and decisions of Tambon Administrative Organization are stipulated by the local politicians who are administration and legislation members. As a result, the residents do not have a chance to play their important roles in making decisions on the policy. However, the residents have played a role in proposing their problems and their needs to the village community leaders. The budget allocation helps benefit both the administration and legislation members in the organization, satisfy their needs, and reduce conflict between the members within the Council. Both national and local politicians at the provincial level have stepped into deciding on policy and played their roles in Tambon Administrative Organization due to their vote of confidence in the local areas and their interests in the organization.
