Abstract

งานวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาว่า ความคิดเห็นของคณะผู้บริหารองค์การบริหารส่วนตำบล สมาชิกสภาองค์การบริหารส่วนตำบล ผู้ปกครองท้องที่ และประชาชนที่มีต่อการยกฐานะองค์การบริหารส่วนตำบลขึ้นเป็นเทศบาลว่าเป็นอย่างไร และยังศึกษาถึงข้อเท็จจริงในด้านปัญหาความขัดแย้งระหว่างกลุ่มผู้นำท้องถิ่นกับกลุ่มผู้ปกครองท้องที่ที่มีผลต่อการยกฐานะขึ้นเป็นเทศบาลว่าเป็นอย่างไร โดยมีสมมติฐานว่า นายกฯ รองนายกฯ ปลัดฯ สมาชิกสภาองค์การบริหารส่วนตำบล และประชาชนจะมีความคิดเห็นไปในทางเดียวกันคือ สนับสนุนการยกฐานะขึ้นเป็นเทศบาล ส่วนกำนัน ผู้ใหญ่บ้านจะมีความคิดเห็นว่า คัดค้าน ซึ่งการแสดงความคิดเห็นที่แตกต่างกันของแต่ละฝ่ายมีผลมาจากความขัดแย้งในโครงสร้างทางการเมือง อำนาจ และผลประโยชน์ในพื้นที่ โดยการเก็บข้อมูลใช้วิธีการสัมภาษณ์และการระดมความคิดเห็นโดยการสนทนากลุ่มประกอบกัน โดยแบ่งกลุ่มผู้ให้ข้อมูลสำคัญออกเป็น 4 กลุ่ม คือ กลุ่มคณะผู้บริหารองค์การบริหารส่วนตำบล กลุ่มสมาชิกสภาองค์การบริหารส่วนตำบล กลุ่มผู้ปกครองท้องที่ และกลุ่มประชาชน ผลจากการศึกษายืนยันสมมติฐานเป็นบางส่วน กล่าวคือ ทั้งกลุ่มคณะผู้บริหารองค์การบริหารส่วนตำบล กลุ่มสมาชิกสภาองค์การบริหารส่วนตำบล กลุ่มผู้ปกครองท้องที่ และกลุ่มประชาชน ต่างก็มีความคิดเห็นตรงกันที่ต้องการให้มีการยกฐานะขึ้นเป็นเทศบาล จากการศึกษาพบว่า กลุ่มผู้ปกครองท้องที่ส่วนใหญ่ก็เห็นด้วยกับการยกฐานะขึ้นเป็นเทศบาล ซึ่งสาเหตุเกิดมาจากการยกฐานะขึ้นเป็นเทศบาลนั้นไม่ได้ทำให้ทางกลุ่มผู้ปกครองท้องที่สูญเสียอำนาจและผลประโยชน์แต่อย่างใด เพราะว่ามีการเปลี่ยนถ่ายอำนาจจากผู้ปกครองท้องที่ไปสู่นักการเมืองในองค์กรใหม่คือ เทศบาล ซึ่งสถานะของสมาชิกสภาเทศบาลหรือฝ่ายคณะผู้บริหารในเทศบาลมีสถานะที่สูงกว่าขององค์การบริหารส่วนตำบล จึงทำให้ทางกลุ่มผู้ปกครองท้องที่ไม่ได้ออกมาแสดงอาการต่อต้านหรือคัดค้านในการยกฐานะ ดังนั้นเรื่องปัญหาความขัดแย้งระหว่างกลุ่มผู้นำท้องถิ่นกับกลุ่มผู้ปกครองท้องที่จึงไม่เกิดขึ้น เป็นผลทำให้การยกฐานะขึ้นเป็นเทศบาลจึงราบรื่นไม่มีปัญหาหรืออุปสรรคแต่อย่างใด

Other Abstract (Other language abstract of ETD)

The purpose of this research was to study the opinion of the tambon administrative organizations (TAO) administrators, TAO members, local leaders and people the effects of the upgrading of TAO to municipality and study matters of fact in the sense of conflict problem between local elites group and local leaders group the effects of the upgrading to municipality. The hypothesis of this research is chairman, vice-chairman, deputy, TAO members and people will think to go to in the sense same of is support but kamnan and village headman’s official has will an opinion objects that different opinion of each be from the conflict in political structure, power and interests in the area. The data has been collected by depth interview and focus group by separate 4 groups of key informants : TAO administrators group, TAO members group, local leaders group and people group. The results of this study affirms some aspects of hypothesis that is to say TAO administrators group, TAO members group, local leaders group and people group think same at want to have upgrading to municipality. The results were local leaders group majority agree with upgrading goes up to municipality. The cause is from upgrading goes up can't is the municipality makes local leaders group loses power and interests because of there is the change transfers the power from local leaders to a politician in new organization is municipality. The position of member of the municipality assembly or management team faction in the municipality has high position more of TAO. Then make local leaders group no come out to act up resist or object upgrading. Thus about story conflict problem between local elites group and local leaders group then don't happen be make upgrading goes up to the municipality has no problem or obstacle.
