Abstract

วิทยานิพนธ์ฉบับนี้มีจุดมุ่งหมายเพื่อศึกษาความร่วมมือระหว่างเยอรมนี และฝรั่งเศส ในการผลักดันให้สนธิสัญญามาสทริชท์ประสบความสำเร็จ และสามารถเริ่มบังคับใช้อย่างเป็นทางการในปี ค.ศ. 1993 ได้ในที่สุดความร่วมมือระหว่างสองประเทศในการนี้ เกิดขึ้นจากจุดมุ่งหมายเพื่อต้องการรักษา และเพิ่มพูนผลประโยชน์แห่งชาติของตน ซึ่งได้รับผลกระทบอย่างมากจากการเปลี่ยนแปลงทางการเมืองในยุโรปในช่วงปลาย ทศวรรษ 1980 ต่อต้นทศวรรษ 1990 การศึกษาในที่นี้ มุ่งเน้นที่จะแสดงให้เห็นว่า ท่ามกลางอุปสรรคนานาประการที่เกิดขึ้น ความร่วมมือระหว่างทั้งสองประเทศนี้นับเป็น "แกนหลัก" ที่สำคัญที่สุดของกระบวนการการผลักดันสนธิสัญญามาสทริชท์ที่ช่วยให้กระบวน การเจรจาสนธิสัญญาฉบับนี้ลุล่วงไปได้ในที่สุด แม้ว่าผลประโยชน์ที่ทั้งสองฝ่ายคาดหวังจากสนธิสัญญาฉบับนี้ที่มีทั้งผล ประโยชน์ที่สอดคล้อง และผลประโยชน์ที่แตกต่างกันก็ตาม ผลของการศึกษาพบว่า การเปลี่ยนแปลงทางการเมืองที่เกิดขึ้นอย่างกระทันหันในยุโรปในช่วง ค.ศ. 1989-1992 เป็นแรงกระตุ้นที่สำคัญที่สุดที่มีผลต่อบูรณาการยุโรป และต่อการผลักดันสนธิสัญญามาสทริชท์ ทั้งนี้ ความร่วมมืออย่างใกล้ชิดยิ่งระหว่างเยอรมนี และฝรั่งเศส กลายเป็นปัจจัยสำคัญที่ช่วยให้กระบวนการการผลักดันดังกล่าวประสบผลสำเร็จ โดยความร่วมมืออย่างใกล้ชิดดังกล่าว เกิดจากการที่ทั้งฝ่ายตระหนักว่า ความร่วมมือร่วมกัน และความสัมพันธ์ที่แน่นแฟ้นนั้น จำเป็นอย่างยิ่งสำหรับการปกป้อง และเพิ่มพูนผลประโยชน์แห่งชาติของตนโดยผ่านทางสนธิสัญญามาสทริชท์ อย่างไรก็ตาม แม้ว่าในที่สุดสนธิสัญญามาสทริชท์จะเริ่มบังคับใช้อย่างเป็นทางการในปี ค.ศ. 1993 แต่ในอนาคต สหภาพยุโรปภายใต้สนธิสัญญามาสทริชท์ อาจต้องเผชิญปัญหาอีกหลายประการที่จะส่งผลต่อเสถียรภาพ และความร่วมมือภายในกลุ่ม ทั้งนี้ ปัญหาที่สำคัญที่สุดประการหนึ่ง คือปัญหาความรู้สึก "ชาตินิยม" ที่กำลังขยายตัวอย่างต่อเนื่องในกลุ่มสมาชิกของสหภาพยุโรปในปัจจุบันนั่นเอง

Other Abstract (Other language abstract of ETD)

The objective of this thesis is to study the german-franco cooperation and the accomplishment of the Maastricht Treaty to the formal beginning in 1993. This cooperation was based on the deep desire to protect and increase their national interests which were significantly affected by big changes on high politics context in Europe in late 1980s to the start of 1990s. This thesis, therefore, focused on the points that among so many obstacles, the bilateral cooperation between them was absolutely the significant "cornerstone" of the process, though there were both the differeces and compromise on their interests which they expect form the treaty. From this study, it is concluded that the political changes in Europe in 1989-1992 are the decisive motives for European integration process and the pushing force of the treaty. However, the german-franco cooperation is utmost factor that helps the process. These cooperation bases on their belief that the close understanding and good relationship between Kohl and Mitterrand and between Paris-Bonn proved crucial and it is necessary for interests protection and multiplication. Although the treaty could formally begin in 1993, in near future the European Union may face so many problems which will affect the whole union's internal cooperation. One of the crucial problem for them is the constantly raise of the "nationalism" in many member countries.
