Abstract
การวิจัยครั้งนี้มีจุดประสงค์เพื่อ 1) เพื่อศึกษากรอบแนวคิดการบริหารวิชาการของโรงเรียนมัธยมศึกษาและแนวคิดความเป็นพลเมืองโลก 2) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารวิชาการของโรงเรียนมัธยมศึกษาตามแนวคิดความเป็นพลเมืองโลก 3) เพื่อพัฒนากลยุทธ์การบริหารวิชาการของโรงเรียนมัธยมศึกษาตามแนวคิดความเป็นพลเมืองโลก ใช้ระเบียบวิธีวิจัยแบบพหุระยะแบบผสานวิธี (Multiphase Mixed Methods Research) ประชากรได้แก่ โรงเรียนมัธยมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 2,358 โรงเรียน กลุ่มตัวอย่าง จำนวน 339 โรงเรียน ผู้ให้ข้อมูลได้แก่ ผู้อำนวยการโรงเรียนหรือรองผู้อำนวยการฝ่ายวิชาการ โรงเรียนละ 1 คน หัวหน้ากลุ่มสาระการเรียนรู้สังคมศึกษา ศาสนาและวัฒนธรรมและหัวหน้ากลุ่มสาระอื่นๆ โรงเรียนละ 2 คน และครูผู้สอนกลุ่มสาระการเรียนรู้สังคมศึกษา ศาสนาและวัฒนธรรมและครูผู้สอนกลุ่มสาระอื่นๆ โรงเรียนละ 2 คน เครื่องมือการวิจัย ได้แก่ แบบสอบถามและแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความต้องการจำเป็นด้วยเทคนิค PNIModified และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า (1) กรอบแนวคิดการบริหารวิชาการ ประกอบด้วย 1) การพัฒนาหลักสูตร 2) การจัดการเรียนการสอน 3) การวัดผลและประเมินผล 4) การพัฒนาและใช้สื่อเทคโนโลยีเพื่อการศึกษา กรอบแนวคิดความเป็นพลเมืองโลก ประกอบด้วย 1) ด้านความรู้ความเข้าใจ 2) ด้านอารมณ์ – สังคม 3) ด้านพฤติกรรม (2) สภาพปัจจุบันพบว่าอยู่ในระดับ ปานกลาง โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการจัดการเรียนการสอน และสภาพที่พึงประสงค์พบว่าอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการวัดและประเมินผล (3) กลยุทธ์การบริหารวิชาการของโรงเรียนมัธยมศึกษาตามแนวคิดความเป็นพลเมืองโลก ประกอบด้วย 4 กลยุทธ์หลัก คือ 1) เร่งรัดพัฒนาหลักสูตรตามแนวคิดความเป็นพลเมืองโลก มี 2 กลยุทธ์รอง ได้แก่ 1.1) เพิ่มการกำหนดจุดมุ่งหมายและพัฒนาหลักสูตรสถานศึกษาเพื่อพัฒนาความเป็นพลเมืองโลกด้านความรู้ความเข้าใจและด้านพฤติกรรมให้สอดคล้องกับสภาพเศรษฐกิจและประยุกต์ใช้เทคโนโลยีสารสนเทศในการจัดกิจกรรมการเรียนรู้ 1.2) ส่งเสริมการนำผลการพัฒนาหลักสูตรไปใช้ในเพื่อพัฒนาความเป็นพลเมืองโลกด้านความรู้ความเข้าใจและด้านพฤติกรรมตามสภาพเศรษฐกิจและเทคโนโลยีที่เปลี่ยนแปลงไป 2) ยกระดับการจัดการเรียนการสอนตามแนวคิดความเป็นพลเมืองโลก มี 3 กลยุทธ์รอง ได้แก่ 2.1) พัฒนาการจัดทำแผนการจัดการเรียนรู้เพื่อพัฒนาความเป็นพลเมืองโลกด้านพฤติกรรมโดยใช้เทคโนโลยีเข้ามาช่วยในการออกแบบกิจกรรมการเรียนรู้ให้สอดคล้องและเหมาะสมกับสภาพเศรษฐกิจและสังคมในปัจจุบัน 2.2) สนับสนุนการจัดกิจกรรมการเรียนรู้เพื่อพัฒนาความเป็นพลเมืองโลกด้านอารมณ์-สังคมตามสภาพเศรษฐกิจและใช้เทคโนโลยีการจัดการเรียนรู้ที่หลากหลาย 2.3) ส่งเสริมการจัดกิจกรรมการเรียนรู้เพื่อพัฒนาความเป็นพลเมืองโลกด้านพฤติกรรมด้วยการใช้เทคโนโลยีในการจัดการเรียนรู้ที่หลากหลายให้เกิดประสิทธิภาพสูงสุด 3) พลิกโฉมการวัดและประเมินผลตามแนวคิดความเป็นพลเมืองโลก มี 2 กลยุทธ์รอง ได้แก่ 3.1 ปรับปรุงและพัฒนาเครื่องมือการวัดและประเมินผลการเรียนรู้เพื่อพัฒนาความเป็นพลเมืองโลกด้านความรู้ความเข้าใจและด้านพฤติกรรมให้สอดคล้องกับสภาพเศรษฐกิจและเทคโนโลยี ได้อย่างมีประสิทธิภาพ 3.2) ปรับวิธีการนำผลการวัดและประเมินผลการเรียนรู้ไปใช้เพื่อพัฒนาความเป็นพลเมืองโลกด้านความรู้ความเข้าใจโดยการนำเทคโนโลยีสารสนเทศมาประยุกต์ใช้ให้สอดคล้องกับสภาพเศรษฐกิจในปัจจุบัน 4) ปฏิรูปการพัฒนาและใช้สื่อเทคโนโลยีเพื่อการศึกษาตามแนวคิดความเป็นพลเมืองโลก มี 2 กลยุทธ์รอง ได้แก่ 4.1) เร่งพัฒนาสื่อเทคโนโลยีเพื่อการศึกษาเพื่อพัฒนาความเป็นพลเมืองโลกด้านอารมณ์ – สังคมและด้านพฤติกรรมโดยประยุกต์ใช้ให้เข้ากับสภาพการเมืองและสภาพเศรษฐกิจ ให้เกิดประสิทธิภาพสูงสุด 4.2) ปรับปรุงการใช้สื่อเทคโนโลยีเพื่อการศึกษาเพื่อพัฒนาความเป็นพลเมืองโลกด้านอารมณ์ – สังคมและด้านพฤติกรรมโดยใช้เทคโนโลยีมาบูรณาการให้สอดคล้องกับสภาพเศรษฐกิจได้อย่างมีประสิทธิภาพ
Other Abstract (Other language abstract of ETD)
The objectives of this research were 1) to study the conceptual framework of develop academic Management and global citizenship; 2) to explore the current and desirable states of develop academic management strategies of secondary schools based on global citizenship concept, and 3) to develop academic management strategies of secondary schools based on global citizenship concept. Multiphase Mixed methodology was applied for this research. The populations were 2,358 secondary schools under the Office of the Basic Education Commissions. The sampling were gathered from 339 secondary schools. The informants were school director, head of subject department, and teachers. The research instruments were the questionnaires and the assessment form. The data was analyzed by frequency, percentage, mean, standard deviation, PNIModified, and content analysis. The findings were as follows. (1) The conceptual framework of academic management consisted of 4 elements which were 1) curriculum development, 2) instructional management, 3) measurement and evaluation and 4) multimedia and educational technology development. The conceptual framework for global citizenship consisted of 3 skills which were 1) cognitive 2) socio – emotional 3) behavioral. (2) The current states was at the moderate level. When considering each element of academic management strategies of secondary schools based on global citizenship concept, instructional management was the highest average. The desirable states was at the high level. When considering each element of academic management strategies of secondary schools based on global citizenship concept, measurement and evaluation was at the highest average. (3) The academic management strategies of secondary schools based on global citizenship concept consisted of 4 key strategies and 9 sub-strategies as follows. 1) Urgently develop the school curriculum to enhance skills for global citizenship consists of 2 sub-strategies 1.1) Increase objective setting and develop school’s curriculum, 1.2) Promote the use of curriculum development to support global citizenship in the areas of cognitive and behavioral according to changing economy and technology. 2) Upgrade the quality of instructional management to enhance skills for global citizenship consists of 3 sub-strategies 2.1) Develop instructional plan to support global citizenship in the areas of behavioral by implementing technology in learning design to be aligned with the current economy and society, 2.2) Support organizing learning activity to enhance global citizenship in the areas of socio - emotional according to economy, and utilize technology in various learning activity, and 2.3) Promote learning activity to support global citizenship in the areas of behavioral by utilizing technology to design various and effective learning activity. 3) Transform the measurement and evaluation based on the global citizenship concept consists of 2 sub-strategies 3.1) Improve and develop assessment tools to support global citizenship in the areas of cognitive and behavioral to be aligned with the condition of economy and technology, 3.2) Adjust the use of learning assessment result to develop global citizenship in the area of cognitive by integrating the use of technology to be aligned with the current state of economy. 4) To reform multimedia and educational technology development for global citizenship consists of 2 sub-strategies 4.1) Accelerate technology development to promote global citizenship in the areas of socio -emotional, and behavior by applying it to suit the political and economy states at the highest potential, 4.2) Improve the technology use for education to promote global citizenship in the areas of socio - emotional, and behavioral by integrating technology effectively to be aligned with economy state.
