Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1)ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมในโรงเรียนดีประจำตำบล 2)เพื่อพัฒนารูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล โดยมีขั้นตอนการวิจัย 4 ขั้นตอน คือ (1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมในโรงเรียนดีประจำตำบล ใช้กลุ่มตัวอย่าง 123 โรงเรียน โดยใช้แบบสอบถามมาตรประมาณค่า 5 ระดับ หาค่าเฉลี่ย หาความต้องการจำเป็นในการใช้รูปแบบการบริหารแบบมีส่วนร่วม (2) ร่างรูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล (3) ประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบ โดยผู้ทรงคุณวุฒิเป็นรายบุคคล 30 คน และประชุมกลุ่มผู้ทรงคุณวุฒิ 15 คน และ (4) ปรับปรุงและนำเสนอรูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล การวิเคราะห์ข้อมูลใช้สถิติเชิงบรรยาย และการวิเคราะห์เนื้อหา ผลการวิจัยมีดังนี้ (1) สภาพปัจจุบันของการบริหารแบบมีส่วนร่วมในโรงเรียนดีประจำตำบล ในภาพรวม ใช้รูปแบบโดยผู้บริหารโรงเรียนเป็นหลัก อยู่ในระดับปานกลาง (X-bar = 2.72) เมื่อพิจารณาเป็นรายด้าน การวางแผน อยู่ในระดับมาก (X-bar = 3.95) การนำแผนไปสู่การปฏิบัติอยู่ในระดับมาก (X-bar = 3.98) ส่วนการประเมินผลอยู่ในระดับปานกลาง (X-bar = 3.20) และสภาพที่พึงประสงค์ของการบริหารแบบมีส่วนร่วมในโรงเรียนดีประจำตำบล ในภาพรวม ใช้รูปแบบโดยผู้บริหารโรงเรียนเป็นหลัก อยู่ในระดับมาก (X-bar = 3.75) เมื่อพิจารณาเป็นรายด้าน การวางแผน อยู่ในระดับมากที่สุด (X-bar = 4.51) การนำแผนไปสู่การปฏิบัติ อยู่ในระดับมาก (X-bar = 4.26) ส่วนการประเมินผลโดยครูเป็นหลักอยู่ในระดับมาก (X-bar = 4.45) ความต้องการจำเป็นในการบริหารแบบมีส่วนร่วมโดยครูและชุมชนเป็นหลักเรียงลำดับ ดังนี้ การประเมินผล (PNI = .80) การนำแผนไปสู่การปฏิบัติ (PNI = .53) และการวางแผน (PNI = .49) (2) รูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำตำบล ควรใช้รูปแบบการบริหารแบบมีส่วนร่วมสำหรับโรงเรียนดีประจำโดยครูและชุมชนเป็นหลัก โดยมีหลักการ แนวคิด และวัตถุประสงค์ของรูปแบบ และองค์ประกอบของการบริหาร ประกอบด้วย การวางแผน การนำแผนไปสู่การปฏิบัติ และการประเมินผลโดยครูและชุมชนเป็นหลัก

Other Abstract (Other language abstract of ETD)

The purpose of this research were to 1) study degree of success and importance for a participative management of outstanding subdistrict school. 2) develop a participative management model for outstanding subdistrict school. It was processed by a research and development approach. Which consisted of 4 steps as follows: (1) study of 123 schools (2) a construction of the model (3) a verification of the model by 30 expert and an evaluation of the model by focus group 15 expert and the final improvement of the model. The research instruments were a questionnaire and an evaluation from. Data were analyzed by content analysis and descriptive statistics. The research results were as follow: 1)The model composed of 4 parts. The 1st part was a participative management model for outstanding subdistrict school is professional and community control. The 2nd part wasthe principle and objective of a participative management model. The 3rd part was an Implementation process which consisted of 4 factors. They were preparation, implementation process, evaluation and report. And the 4th part was conditions of a the participative management model which composed of successful and obstacle factors and there sources of factors (superordinate, subordinate and participants). 2) The developed model was evaluated at a high level by experts and school administrators to be suitable and possible for implementation.
