Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการบริหารงานของโรงเรียนสำหรับเด็กที่มีความบกพร่องทางการได้ยิน สังกัดกองการศึกษาพิเศษ กรมสามัญศึกษา ผลการวิจัยสรุปจากการสัมภาษณ์พบว่า สภาพการบริหารงานทั่วไป มีการจัดทำแผนภูมิโครงสร้างการบริหารโรงเรียน มีแผนงานการศึกษาสงเคราะห์และการศึกษาพิเศษเป็นแผนงานเฉพาะ มีการพัฒนาและบำรุงขวัญบุคลากร จัดบรรยากาศของโรงเรียนและระบบการรักษาความปลอดภัย การบริหารงานธุรการได้รับงบประมาณจากกรมและชุมชน การใช้จ่ายเงินและจัดซื้อจัดจ้างเป็นไปตามระเบียบ มีการจัดทำทะเบียนประวัติ และสถิติข้าราชการครูและลูกจ้าง การบริหารงานวิขาการ มีการปรับหลักสูตร การจัดแผนการเรียน เป็นไปตามโครงสร้างของหลักสูตร มีการประเมินความจำเป็นของนักเรียนและจัดกิจกรรมส่งเสริมการเรียนการสอนการจัดการเรียนการสอนมีแผน/บันทึกการสอน การวัดและประเมินผลการเรียนถูกต้องตามระเบียบการบริหารงานปกครองนักเรียน ไม่มีการสำรวจนักเรียน มีการจัดกิจกรรมส่งเสริมและพัฒนาความประพฤติ ระเบียบวินัย คุณธรรม จริยธรรม ความรับผิดชอบต่อสังคม การใช้เวลาว่างให้เป็นประโยชน์ การยกย่องนักเรียนผู้ประพฤติดี และส่งเสริมประชาธิปไตย การบริหารงานบริการ มีการตรวจสุขภาพนักเรียน จัดน้ำดื่ม น้ำใช้อย่างเพียงพอ จัดอาหารให้ฟรี จัดให้มีห้องสมุด โสตทัศนูปกรณ์ และครูแนะแนว การบริหารงานโรงเรียนกับชุมชนมีการวางแผนการให้บริการ จัดประชุมผู้ปกครอง และเผยแพร่ผลงานด้านวิชาการของโรงเรียนให้บริการล่ามภาษามือ นำนักเรียนเข้าร่วมกิจกรรมชุมชน และได้รับการสนับสนุนเงินทุนจากชุมชน ปัญหาที่มีผู้ระบุสูงสุดในแต่ละด้าน ได้แก่ บุคลากรไม่เพียงพองบประมาณที่ได้รับจัดสรรไม่เพียงพอ หลักสูตรไม่เหมาะสม การแก้ไขพฤติกรรมที่ไม่เหมาะสมของนักเรียนทำได้ยาก ขาดอุปกรณ์เครื่องนอนสำหรับ นักเรียนประจำ และผู้ปกครองนักเรียนให้ความร่วมมือไม่เต็มที่

Other Abstract (Other language abstract of ETD)

The purpose of this research was to study the state and problems of the administration of schools for hearing impaired children under the jurisdiction of Divison of Special Education. Department of General Education. Findings summarized from the interview revealed that: 1) In general administration. Organization structure was created. A welfare and special education program was designed in the school plan. Personnel development and morale support. School climate management and security system were organized. 2) In business administration. Financial support was from the Department and community donation. Disbursement and purchasing followed the regulations. Personnel records were kept and an information system was developed. 3) In academic affairs administration. Curriculum was modified. The study plan was prepared with regards to curriculum structure. Student needs assessment and activities to support instruction were conducted. As for instructional management. lesson plans were developed and student performance was evaluated based on regulations. 4) In student personnel administration there was no school census. Activities were organized to promote student behavior. discipline. moral and ethics. social responsibilities. use of leisure time. well-behaved students and democratic enhancement. 5) In school services. health check, water. Supplies free food. library service. Instructional media and guidance teachers were provided. 6) In school-community relations. schools conducted service planning parent meeting. dissemination of school academic performance. sign language translator service and participation in community activities Financial support was from community. Problems specified with highest frequencies in each area were: lack of personnel. Insufficient budget: inappropriate curriculum: difficulty in solving student undesirable behaviors: inadequate bedclothes for boarding students and inadequate cooperation from parents.
