Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาและวิเคราะห์ระบบประกันคุณภาพการศึกษาของโรงเรียนอาชีวศึกษาเอกชน กรุงเทพมหานคร กลุ่มตัวอย่างในการวิจัย คือ โรงเรียนอาชีวศึกษาเอกชนในกรุงเทพมหานคร 16 แห่ง ผู้ให้ข้อมูลแต่ละโรงเรียนประกอบด้วยผู้บริหารโรงเรียน ผู้ปฏิบัติงานในโรงเรียน ผู้ปกครองนักเรียน และนักเรียน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ผู้บริหารโรงเรียน แบบสอบถามผู้ปฏิบัติงานในโรงเรียน แบบสอบถามผู้ปกครองนักเรียน และแบบสอบถามนักเรียน การวิเคราะห์ข้อมูลจากการสัมภาษณ์ใช้การวิเคราะห์เนื้อหา จัดหมวดหมู่และหาค่าร้อยละ การวิเคราะห์ข้อมูลจากแบบสอบถามใช้การหาค่าร้อยละ มัชฌิมเลขคณิต และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. ระบบที่โรงเรียนอาชีวศึกษาเอกชนใช้ประกันคุณภาพการศึกษา คือ ระบบประกันคุณภาพที่เน้นการควบคุมการปฏิบัติงานตามสายการบังคับบัญชา และใช้ปฏิทินการศึกษาเป็นเกณฑ์วัดความสำเร็จในการปฏิบัติงาน มีการวางแผนปฏิบัติงานระยะ 1 ปีมากที่สุด ส่วนการกำหนดเกณฑ์และมาตรฐานของงาน ตลอดจนการทบทวนและปรับปรุงการปฏิบัติงานยังไม่พบแบบแผนที่ชัดเจน 2. ระบบประกันคุณภาพการศึกษาของโรงเรียนอาชีวศึกษาเอกชนขาดปัจจัยสำคัญตามแนวทางของระบบประกันคุณภาพการศึกษาตามทฤษฎี ทั้ง 3 ระบบย่อย คือ (1) ระบบการวางแผน บุคลากรมีส่วนร่วมน้อย และไม่มีเป้าหมาย มาตรฐาน และเกณฑ์การวัดที่ชัดเจน (2) ระบบการควบคุมคุณภาพขาดการตรวจสอบจากหน่วยงานภายนอก และ (3) ระบบการทบทวนและปรับปรุงการปฏิบัติงานขึ้นอยู่กับผู้รับใบอนุญาต บุคลากรไม่มีส่วนร่วมในการทบทวนผลการปฏิบัติงาน 3. ประสิทธิภาพผลของระบบประกันคุณภาพการศึกษา 3 ด้าน คือ ด้านคุณภาพของกระบวนการบริหารโรงเรียน ด้านคุณภาพของนักเรียน และด้านคุณภาพของการบริการ ไม่พบว่าโรงเรียนอาชีวศึกษาเอกชนแห่งใดมีประสิทธิผลครบทั้ง 3 ด้าน
Other Abstract (Other language abstract of ETD)
The objective of this study was to analyze the quality assurance system of private vocational schools, Bangkok metropolis. The 16 private vocational schools located in bangkok metropolis were sampling and grouping by the curriculums provided and its size. One constructed interview and 3 questionnaires were used to collect data from the administrators, colleagues, parents and students concerning the process of administration to assure the quality of schooling and its efficiency. Frequencies, percentage, arithmetic mean and standard deviations were used to analyze the data. Major findings were as follows: 1. The system used by private vocational schools to assure the quality of schooling was the hierarchical quality control system using academic year calendar as a criterion for the successful operation. 2. The system used by private vocational schools lacked of key factors in 3 sub-systems of the educational quality assurance system. They were (1) criteria and standards setting and the participation of subordinates in planning system, (2) the quality accreditation from outside institutions, and (3) the participation of subordinates in quality improvement system. 3. No private vocational schools achieved efficiency criteria: the quality of administrative process, the quality of students, and the quality of services.
