Abstract
วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษากระบวนการให้บริการเรือสินค้าตู้เข้า-ออกที่ท่าเรือกรุงเทพและวิเคราะห์กระบวนการตั้งแต่จุดทิ้งสมอ เรือผ่านร่องน้ำ และเข้าเทียบท่าเรือ ด้วยการใช้สายธารคุณค่า (Value Stream Mapping : VSM) เป็นเครื่องมือในการวิเคราะห์ ซึ่งทำให้สามารถวิเคราะห์กิจกรรมสูญเปล่า (Non Value Added : NVA) เพื่อดำเนินการลดหรือขจัดออกจากกระบวนการ การดำเนินการวิจัยใช้การเก็บข้อมูลด้วยแบบสอบถามจากกลุ่มตัวอย่างผู้ใช้บริการเรือสินค้า จำนวน 10 บริษัทระหว่างเดือนมกราคม 2560-พฤษภาคม 2561 จากการวิเคราะห์ VSM พบว่า กรณีเรือไทย (ขาเข้า) ค่า NVA เท่ากับ 25.5% หากขจัดระยะเวลาที่สูญเปล่าออกทั้งหมดระยะเวลารวมลดลงจาก 10.34 เป็น 8 ชม. และขจัดค่า NVA แต่ละหน่วยงาน คือ หน่วยงานที่ 3 (7%), 2 (6%), 1 (5%), 4 (4%) และ 5 (3.5%) จะลดระยะเวลากระบวนการรวมเท่ากับ 9.68, 9.86, 9.84, 9.93 และ 10.05 ชม. กรณีเรือต่างชาติ (ขาเข้า) ค่า NVA เท่ากับ 22% หากขจัดระยะเวลาที่สูญเปล่าออกทั้งหมดระยะเวลารวมลดลงจาก 10.14 เป็น 8.53 ชม. และขจัดค่า NVA แต่ละหน่วยงาน คือ หน่วยงานที่ 3 (7%), 1 (5%), 2 (5%), 5 (3%) และ 4 (2%) จะลดระยะเวลากระบวนการรวมเท่ากับ 9.65, 9.64, 9.88, 9.92 และ 9.92 ชม. และกรณีเรือขาออก ค่า NVA เท่ากับ 10% หากขจัดระยะเวลาที่สูญเปล่าออกทั้งหมดระยะเวลารวมลดลงจาก 4.48 เป็น 3.98 ชม. และขจัดค่า NVA แต่ละหน่วยงาน คือ หน่วยงานที่ 4 (6%) และ 1 (5%) จะลดระยะเวลากระบวนการรวมเท่ากับ 4.22 และ 4.24 ชม. หมายเหตุ : ส่วนงานที่ 1 สำนักนำร่อง กรมเจ้าท่า, ส่วนงานที่ 2 ด่านควบคุมโรคติดต่อระหว่างประเทศ ท่าเรือกรุงเทพ, ส่วนงานที่ 3 สำนักงานศุลกากรท่าเรือกรุงเทพ, ส่วนงานที่ 4 แผนกเรือ กองบริการท่า ท่าเรือกรุงเทพ และ ส่วนงานที่ 5 ด่านตรวจคนเข้าเมืองท่าเรือกรุงเทพ
Other Abstract (Other language abstract of ETD)
This study aimed to analysis works flow process of import-export services at Bangkok Port start from anchorage area, entering in the channel, sailing to berth and berthing to determine the Value added (VA), Necessary value added (NNVA) and Non value added (NVA) activity in the maritime operations process by using the Value Stream Mapping (VSM). The data collection using the questionnaire from the most proportion customers used Bangkok Port during January 2018-May 2019. The result shows comprise with indicated that the result that Thai ship’s import has NVA is 25%, the total time decrease if NVA eliminated from 10.34 hrs. is 8 hrs. And then if NVA each of part eliminated comprised that part no.3 (7%), 2 (6%), 1 (5%), 4 (4%) and 5 (3.5%) as a result that the total time decrease are 9.68, 9.86, 9.84, 9.93 and 10.05 hrs. Foreigner ship’s import has NVA is 22%, the total time decrease if NVA eliminated from 10.14 hrs. is 8.53 hrs. And then if NVA each of part eliminated comprised that part no.3 (7%), 1 (5%), 2 (5%), 5 (3%) and 4 (2%) as a result that the total time decrease are 9.65, 9.64, 9.88, 9.92 and 9.92 hrs. Export all flag ship has NVA is 10%, the total time decrease if NVA eliminated from 4.48 hrs. is 3.98 hrs. And then if NVA each of part eliminated comprised that part no.4 (6%) and 1 (5%) as a result that the total time decrease are 4.22 and 4.24 hrs.
