Abstract
งานวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ (1) เพื่อศึกษาลักษณะและรูปแบบการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีนเพื่อการพัฒนาชุมชนให้เป็นแหล่งท่องเที่ยวเชิงวัฒนธรรม (2) เพื่อศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีน และ (3) เพื่อเสนอแนะแนวทางในการส่งเสริมให้ประชาชนในชุมชนกุฎีจีนให้มีความสนใจที่จะเข้ามามีส่วนร่วมในการพัฒนาชุมชนกุฎีจีนให้เป็นแหล่งท่องเที่ยวเชิงวัฒนธรรม โดยได้ทำการสัมภาษณ์เชิงลึกผู้ที่มีส่วนเกี่ยวข้อง จำนวน 15 คน ผลการวิจัย สรุปได้ ดังนี้ 1. กระบวนการมีส่วนร่วมของประชาชนในการพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรมชุมชนกุฎีจีน พบว่า โครงการที่จัดทำขึ้นไม่ตรงตามความต้องการที่แท้จริงของประชาชน ขาดการสำรวจความต้องการของประชาชนในชุมชน มีรายละเอียดโครงการและวัตถุประสงค์ของโครงการที่ไม่ชัดเจน ด้านระดับการมีส่วนของประชาชน พบว่า ภาครัฐเปิดโอกาสให้ประชาชนในชุมชนกุฎีจีนเข้ามามีส่วนร่วม อยู่ในระดับของการให้ข้อมูลข่าวสารแก่ประชาชนในพื้นที่ และระดับรับฟังความคิดเห็น 2. ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในชุมชนกุฎีจีน ประกอบด้วย 5 ปัจจัย ดังนี้ (1) ปัจจัยผลักดันจากบุคคลอื่นโดยเฉพาะผู้นำ เป็นปัจจัยที่มีผลมากที่สุด (2) ปัจจัยด้านเศรษฐกิจ (ฐานะการเงินและครอบครัว) พบว่า หากประชาชนกลุ่มใดที่มีฐานะค่อนข้างยากจน จะทำให้ไม่มีเวลาว่างที่จะเข้ามามีส่วนร่วมในการพัฒนาชุมชน (3) ปัจจัยภายในตัวบุคคล พบว่า การที่ประชาชนจะเข้ามามีส่วนร่วมส่วนใหญ่เกิดจากความรักความผูกพันในชุมชน (4) ปัจจัยด้านสภาพแวดล้อมชุมชน พบว่า ผู้คนต่างถิ่นอพยพเข้าอยู่อาศัยในชุมชนเข้ามามีส่วนร่วมน้อย (5) ปัจจัยด้านนโยบายภาครัฐ พบว่า มีการกำหนดนโยบายในการพัฒนาจากบนลงล่าง (Top Down) แนวทางการมีส่วนร่วมของประชาชนในการพัฒนาแหล่งท่องเที่ยวเชิงวัฒนธรรม มีดังนี้ (1) กำหนดนโยบายในการพัฒนาพื้นที่ชุมชนกุฎีจีนจากล่างขึ้นบน (Bottom up) (2) จัดตั้งคณะกรรมการขับเคลื่อนการท่องเที่ยวชุมชนกุฎีจีน (3) นโยบายของภาครัฐจะต้องมีความต่อเนื่อง (4) ปลูกฝังให้ประชาชนเห็นถึงความสำคัญของการพัฒนาชุมชน (5) จัดให้มีศูนย์ข้อมูลและแหล่งเรียนรู้ของชุมชน (6) จัดโครงข่ายการท่องเที่ยวชุมชนกุฎีจีน
Other Abstract (Other language abstract of ETD)
The objectives of this research, a case study of Kudee Jeen were (1) study the characteristics and model of a participation (2) study the factors affecting a participation and (3) suggest ways to encourage more attention to participate. The study conducted in-depth interviews with 15 partakers. The research results are 1. Participation process in cultural tourism development, besides previous projects were not the actual needs of the community, the government simply offer the community only providing information and listening to opinions stages on the level of public participation. 2. 5 factors affecting the community to participate were: (1) driving factor from others, especially the leader (2) economic factors; relatively poor people have no opportunity to get involved (3) internal factors; love and commitment in the community are significant (4) community environment factors; migrated residencies had less participation and (5) Government policy factors; a development policy was formulated from top down. Guidelines for promoting a participation of the community in cultural tourism development were: (1) determine the policy to develop the community from bottom up. (2) form a committee to drive the community tourism. (3) have a consistent government policy (4) raise awareness of the importance of community development (5) establish a community information and learning center and (6) organize a diversified Kudee Jeen community tourism network.
