Abstract
งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ความเหมาะสมแนวทางการส่งเสริมมาตรฐานโฮมสเตย์ไทยและปัจจัยอื่นๆ ที่มีผลต่อการสมัครเข้าร่วมการตรวจประเมินมาตรฐานโฮมสเตย์ไทย เพื่อเสนอแนวทางพัฒนากระบวนการส่งเสริมมาตรฐานโฮมสเตย์ไทยให้มีประสิทธิภาพ และเพื่อส่งเสริมและพัฒนามาตรฐานโฮมสเตย์ไทยให้ตอบสนองการท่องเที่ยวในยุควิถีใหม่ พื้นที่ศึกษาของงานวิจัยนี้คือจังหวัดเชียงใหม่ และเป็นงานวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึก จากหน่วยงานที่เกี่ยวข้องในการส่งเสริมมาตรฐานโฮมสเตย์ไทย ผู้บริหารและเจ้าหน้าที่จากกรมการท่องเที่ยว ผู้บริหารจากการท่องเที่ยวแห่งประเทศไทย สำนักงานเชียงใหม่ เจ้าหน้าที่จากสำนักงานการท่องเที่ยวและกีฬาจังหวัดเชียงใหม่ สมาชิกกลุ่มโฮมสเตย์ที่ได้รับการรับรองมาตรฐาน สมาชิกโฮมสเตย์ที่ยังไม่ได้รับการรับรองมาตรฐาน รวมถึงนักท่องเที่ยวที่เคยเข้าพักโฮมสเตย์ที่ได้รับการรับรองและนักท่องเที่ยวที่ได้เข้าพักโฮมสเตย์ที่ยังไม่ได้รับการรับรองมาตรฐานโฮมสเตย์ไทย ผลการศึกษาพบว่า กระบวนการส่งเสริมมาตรฐานโฮมสเตย์มีผลต่อการมีส่วนร่วมของชุมชน เนื่องจากการมีส่วนร่วมของชุมชนมีส่วนทำให้เกิดมาตรฐานในการดำเนินการ และเมื่อโฮมสเตย์เข้าสู่มาตรฐานเป็นการยกระดับโฮมสเตย์ให้มีคุณภาพในการให้บริการ ในขณะเดียวกันมีการดำเนินการการมีส่วนร่วม ในการดำเนินการท่องเที่ยวในรูปแบบโฮมสเตย์ของชุมชนอยู่แล้ว และภาครัฐได้เข้าไปช่วยสนับสนุนและส่งเสริมศักยภาพ สร้างทักษะให้กับชุมชนในการให้บริการหรือสร้างจุดขายของโฮมสเตย์ ซึ่งพบว่ามีแนวทางที่เหมาะสม แต่ยังต้องมีการประชาสัมพันธ์เพื่อ สร้างการรับรู้ถึงมาตรฐานโฮมสเตย์ และเผยแพร่สร้างความเข้าใจให้แก่นักท่องเที่ยวและโฮมสเตย์เพิ่มมากขึ้น รวมถึงพัฒนาด้านองค์ความรู้ของบุคลากรในการเผยแพร่ความรู้ที่เกี่ยวข้องกับมาตรฐานโฮมสเตย์ไทย เพื่อสร้างแรงจูงใจให้ทั้งโฮมสเตย์ในการเข้าสู่มาตรฐานและนักท่องเที่ยวในการเลือกเดินทางท่องเที่ยวในโฮมสเตย์ที่ได้รับมาตรฐานซึ่งจะเป็นสิ่งการันตีถึงการท่องเที่ยวอย่างปลอดภัยและถูกสุขอนามัย ในยุคการท่องเที่ยววิถีใหม่ (New Normal)

This research aims to study and analyze the usefulness of the guidelines for promoting Thailand’s homestay standards and other factors affecting tourism services to apply for assessment of the standard, therefore being able to propose this relevant result to develop Thailand’s homestay standards promotion in an effective way for tourism in the new era. This research was surveyed in Chiang Mai Province and aimed for qualitative research by collecting data from in-depth interviews within the field of local homestay standards promotion, executives and staffs from the Department of Tourism, executives from Tourism Authority of Thailand, Chiang Mai Office, staffs from the Chiang Mai Provincial Tourism and Sports Office, members of homestay standard both which has been certified and has not yet certified, tourists who have stayed at certified homestays and tourists who have stayed at homestays that have not been certified for Thailand’s homestay standard. The research found that homestay standard promotion process affects community participation because community participation contributes to the standardization of homestay they live. When the homestay has reached the standard, it upgrades the quality of services as well. Besides, the government has also supported and enhanced the skills of community members to have potentiality in providing services or creating trademark within the homestays they own; which the research found that is an appropriate approach. However, the approach still needs to be publicized in order to build awareness of homestay standards and create more understanding among tourists and homestays as well as to develop the knowledge of personnel in disseminating knowledge related to Thailand’s homestay standards, in order to incentivize homestays to meet standards and encourage tourists to choose a standardized homestay that guarantees safe and hygienic travel in the new era of tourism (new normal) as their first choice of stay.
