Abstract
หัวข้อวิจัยนี้มีเป้าหมายเพื่อศึกษาผลกระทบของนโยบายฟรีวีซ่าต่อความมั่นคงของประเทศไทย โดยมุ่งเน้นที่ความเสี่ยงเชิงความมั่นคงที่เกิดขึ้นควบคู่กับความพยายามในการฟื้นฟูเศรษฐกิจผ่านการท่องเที่ยว ในปี พ.ศ.2557 จนถึงปัจจุบันที่ประเทศไทยดำเนินนโยบายฟรีวีซ่ากับหลายประเทศเพื่อดึงดูดนักท่องเที่ยว การศึกษานี้เริ่มต้นจากการสำรวจพัฒนาการของนโยบายส่งเสริมการท่องเที่ยวตั้งแต่แคมเปญ Amazing Thailand จนถึงนโยบายฟรีวีซ่าล่าสุด โดยมุ่งวิเคราะห์ความท้าทายในการสร้างสมดุลระหว่างการเติบโตทางเศรษฐกิจกับการรักษาความมั่นคงของรัฐพร้อมทั้งเปรียบเทียบกับกรณีศึกษาจากต่างประเทศ เช่น สหรัฐอเมริกา ที่เคยประสบปัญหาความมั่นคงจากการเปิดพรมแดนแบบไร้เงื่อนไขจากการศึกษา พบว่าแม้การใช้ฟรีวีซ่าจะช่วยเพิ่มจำนวนนักท่องเที่ยวและสร้างรายได้ในระยะสั้น แต่หากไม่มีโครงสร้างรองรับที่เพียงพอ เช่น ระบบประเมินความเสี่ยงล่วงหน้า ฐานข้อมูลร่วม หรือกลไกติดตามหลังการเข้าเมือง ก็อาจกลายเป็นช่องว่างที่เปิดโอกาสให้เกิดอาชญากรรมข้ามชาติการประกอบธุรกิจผิดกฎหมาย การใช้วีซ่าผิดประเภท หรือการตั้งถิ่นฐานแบบผิดกฎ ซึ่งล้วนเป็นความท้าทายใหม่ในมิติความมั่นคง ผลการวิจัยชี้ว่า ปัญหาหลักไม่ได้อยู่ที่ตัวนโยบายฟรีวีซ่า แต่เกิดจากความไม่สอดคล้องกันของหน่วยงานภาครัฐและข้อจำกัดด้านศักยภาพของกลไกสนับสนุนภายในประเทศ ดังนั้น แนวทางที่เหมาะสมคือการพัฒนาเครื่องมือเชิงนโยบาย เช่น ระบบข้อมูลร่วม ระบบติดตามที่มีประสิทธิภาพ และการวัดคุณภาพนักท่องเที่ยวควบคู่ไปกับการสร้างความร่วมมือกับประเทศต้นทาง เพื่อลดความเสี่ยงและเสริมความยั่งยืนให้นโยบายฟรีวีซ่าในบริบทของประเทศไทย

This research explores the implications of Thailand’s visa-free policy on national security, focusing on the period following the 2014 political transition. While the policy has proven effective in boosting tourism and short-term economic growth, the absence of adequate safeguards—such as pre-arrival screening, inter-agency data sharing, and post-entry tracking—has exposed the country to emerging threats including transnational crime, visa abuse, and unlawful settlements. Rather than viewing the visa-free policy as inherently flawed, the study argues that the true challenge lies in Thailand’s institutional limitations and lack of systemic coordination. Drawing on comparative insights, including the U.S. approach to visa waiver security, the research recommends the development of integrated digital infrastructure, risk-based assessment mechanisms, and stronger international cooperation. These measures would allow Thailand to balance economic goals with long-term national security in a rapidly evolving global landscape.
