Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษากรอบแนวคิดการบริหารวิชาการของโรงเรียนประถมศึกษาและกรอบแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม 2) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์และความต้องการจำเป็นในการพัฒนาการบริหารวิชาการโรงเรียนประถมศึกษาตามแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม 3) เพื่อพัฒนากลยุทธ์การบริหารวิชาการโรงเรียนประถมศึกษาตามแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม ดำเนินการวิจัยโดยใช้ระเบียบวิธีวิจัยแบบผสมวิธีพหุระยะ (Multiphase Mixed Methods Design) ใช้วิธีเก็บรวบรวมข้อมูลเชิงคุณภาพ (Qualitative Data) และข้อมูลเชิงปริมาณ (Quantitative Data) กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้คือ โรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 393 โรงเรียน ผู้ให้ข้อมูลคือ ผู้บริหารโรงเรียน 281 คน และครูกลุ่มบริหารวิชาการ 429 คน เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถามและแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความต้องการจำเป็น และการวิเคราะห์เนื้อหาจากการสนทนากลุ่ม ผลการวิจัยพบว่า 1) กรอบแนวคิดการบริหารวิชาการโรงเรียนประถมศึกษา ประกอบด้วย 3 งาน คือ (1) การพัฒนาหลักสูตร (2) การจัดการเรียนรู้ และ (3) การวัดและประเมินผล กรอบแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม ประกอบด้วย 7 ด้าน คือ (1) สิทธิในการแสดงออกอย่างเสรีของปัจเจกบุคคล (2) สิทธิการมีกรรมสิทธิ์ในทรัพย์สิน (3) สิทธิทางการเมือง (4) สิทธิในความมั่นคงทางสังคมและได้รับบริการทางสังคม (5) ความยุติธรรมเชิงความเชื่อมโยง (6) ความยุติธรรมเชิงกระจายทรัพยากร และ(7) ความยุติธรรมเชิงวัฒนธรรม 2) สภาพปัจจุบันของการบริหารวิชาการของโรงเรียนประถมศึกษาตามแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก โดยด้านการพัฒนาหลักสูตรในสิทธิทางการเมืองมีค่าเฉลี่ยสูงที่สุด สภาพที่พึงประสงค์โดยภาพรวมอยู่ในระดับมาก โดยด้านการพัฒนาหลักสูตรในสิทธิทางการเมือง และสิทธิในความมั่นคงทางสังคมและได้รับบริการทางสังคมมีค่าเฉลี่ยสูงที่สุดเท่ากัน ทั้งนี้ค่าดัชนีความต้องการจำเป็นของการพัฒนาการบริหารวิชาการของโรงเรียนประถมศึกษาตามแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคมสูงที่สุด คือ ด้านการวัดและประเมินผลในสิทธิในการแสดงออกอย่างเสรีของปัจเจกบุคคล สิทธิการมีกรรมสิทธิ์ในทรัพย์สิน และสิทธิในความมั่นคงทางสังคมและได้รับบริการทางสังคม 3) กลยุทธ์การบริหารวิชาการของโรงเรียนประถมศึกษาตามแนวคิดความเป็นพลเมืองกับความยุติธรรมทางสังคม ประกอบด้วย 3 กลยุทธ์หลัก ดังนี้ (1) พลิกโฉมการวัดและประเมินผลที่เสริมสร้างความเป็นพลเมืองกับความยุติธรรมทางสังคม ประกอบด้วย 2 กลยุทธ์รอง (2) พลิกโฉมการจัดการเรียนรู้ที่เสริมสร้างความเป็นพลเมืองกับความยุติธรรมทางสังคม ประกอบด้วย 2 กลยุทธ์รอง และ (3) ยกระดับคุณภาพหลักสูตรที่เสริมสร้างความเป็นพลเมืองกับความยุติธรรมทางสังคม ประกอบด้วย 2 กลยุทธ์รอง
Other Abstract (Other language abstract of ETD)
The objectives of this research were: 1) to study the conceptual framework of academic management of primary schools and the conceptual framework of citizenship and social justice; 2) to study the current states and the desirable states and to explore the priority needs of developing primary schools academic management; 3) to develop academic management strategies of primary schools and the conceptual framework of citizenship and social justice. The methodology used in this research was multiphase mixed methods design. The sample population comprised 393 primary schools under supervision of the Office of Basic Education Commission. Data were collected from respondents, including 281 school directors, 429 teachers. The research instruments were questionnaire and assessment from. The statistics for data analysis were frequency, percentage, mean, S.D., PNImodified and content analysis. The research results revealed as follows. 1) The conceptual framework of academic management of primary schools consisted of 3 factors (1) curriculum development (2) learning management and (3) measurement and evaluation. The conceptual framework of citizenship and social justice consisted of 7 factors: (1) individual freedom rights; (2) the right to own property; (3) political rights; (4) social security and social service rights; (5) associational justice; (6) distributive justice; (7) cultural justice 2) the current states of academic management of primary schools to enhance citizenship and social justice was at high level. The highest average was curriculum development in political rights. The desirable states of academic management of primary schools to enhance citizenship and social justice was at the high level. The highest average was curriculum development in political rights and social security and social service rights. In addition, the highest priority needs index of academic management in primary schools to enhance citizenship and social justice was measurement and evaluation in individual freedom rights, the right to own property and social security and social service rights. 3) academic management strategies of primary schools to enhance citizenship and social justice consisted of 3 main strategies : (1) Transform measurement and evaluation to enhance citizenship and social justice, consisting of 2 sub-strategies (2) Transform learning management to enhance citizenship and social justice, consisting of 2 sub-strategies and (3) Raise the quality of curriculum development to enhance citizenship and social justice, consisting of 2 sub-strategies.
