Abstract

วิทยานิพนธ์นี้ศึกษาผลกระทบทางเศรษฐกิจและสังคมของท่าเรือน้ำลึกแหลมฉบังต่อชุมชน บ้านแหลมฉบัง ตำบลทุ่งสุขลา อำเภอศรีราชา จังหวัดชลบุรี เพื่อเข้าใจถึงความสัมพันธ์ของท่าเรือน้ำลึกกับชุมชนมุ่งเน้นโดยเฉพาะสภาพทางเศรษฐกิจและสังคมภายในชุมชนพื้นที่หลังท่าเรือน้ำลึกแหลมฉบัง วิธีการศึกษาใช้ข้อมูลปฐมภูมิและทุติยภูมิเพื่อทราบถึงข้อมูลที่เกี่ยวข้อง เปรียบเทียบสภาพทางเศรษฐกิจและสังคมของชุมชนก่อนและหลังการเปิดดำเนินการท่าเรือน้ำลึก ตลอดจนทัศนคติของชุมชนต่อท่าเรือน้ำลึกแหลมฉบัง ประเด็นการศึกษาแบ่งเป็นสองส่วน ส่วนแรก ได้แก่ ด้านกายภาพผ่านการสำรวจภาคสนามและภาพถ่ายทางอากาศเพื่อศึกษาการใช้ประโยชน์ที่ดินที่เชื่อมโยงกับสภาพเศรษฐกิจและสังคม โดยเน้นในส่วนที่สอง ได้แก่ ด้านเศรษฐกิจและสังคมที่ประยุกต์ใช้จากกรอบแนวคิดการประเมินผลกระทบทางเศรษฐกิจ - สังคม ตัวแปรประกอบด้วยการเปลี่ยนแปลงสภาพเศรษฐกิจและสังคมของชุมชน โอกาสการจ้างงาน การเปลี่ยนแปลงวิถีชีวิต ทัศนคติต่อสภาวะแวดล้อมของชุมชนและท่าเรือน้ำลึก การเก็บข้อมูลอาศัยแบบสอบถามเป็นเครื่องมือหลักในการวิจัย จำนวน 157 ชุด ของกลุ่มตัวอย่างในหมู่ที่ 3 ชุมชนบ้านแหลมฉบัง มีหน่วยการวิเคราะห์เป็นระดับครัวเรือน ประกอบกับการสัมภาษณ์เชิงลึกผู้มีส่วนเกี่ยวข้อง จากการสำรวจพบว่าสามารถแบ่งกลุ่มผู้อยู่อาศัยเป็นสองกลุ่มหลัก คือ กลุ่มผู้อยู่อาศัยดั้งเดิม และกลุ่มที่มีการย้ายถิ่นมาอยู่อาศัยไม่เกิน 10 ปี การทดสอบทางสถิติ Pearson Chi-Square พบว่า ระยะเวลาอยู่อาศัยครัวเรือนมีความสัมพันธ์กับรายได้ รวมทั้งทัศนคติครัวเรือนต่อรูปแบบผลดีด้านการประกอบอาชีพและรูปแบบผลเสียด้านสภาพแวดล้อมชุมชนมีความสัมพันธ์กับระยะเวลาอยู่อาศัยของครัวเรือนในชุมชน ผลการศึกษาสรุปได้ว่า ผลกระทบเกิดขึ้นในด้านบวก ได้แก่ รายได้ครัวเรือนเพิ่มขึ้น เกิดโอกาสการเปลี่ยนแปลงการประกอบอาชีพ โดยเฉพาะกลุ่มผู้ได้ประโยชน์ คือ กลุ่มที่ค้าขายและประกอบอาชีพในภาคบริการ เกิดการตอบสนองทางสังคมกับภายนอกและการปรับตัวด้านอาชีพ รวมทั้งส่วนงานสนับสนุนที่เกี่ยวข้องกับท่าเรือ แต่ไม่เกิดการจ้างงานโดยตรงกับส่วนปฏิบัติการท่าเรือน้ำลึกและผลกระทบด้านลบ ได้แก่ ปัญหาสภาพแวดล้อมในชุมชน การเปลี่ยนแปลงวิถีชีวิตและอาชีพจากการเวนคืนที่ดิน นอกจากนี้ การเพิ่มขึ้นของประชากรในพื้นที่ยังส่งผลให้ผู้อยู่อาศัยดั้งเดิมต้องการย้ายถิ่นออกจากชุมชน อย่างไรก็ตาม แนวทางของการดำเนินงานท่าเรือน้ำลึกที่ครบประสิทธิภาพควรมีมาตรการดูแลด้านคุณภาพชีวิตและผลกระทบที่อาจเกิดขึ้นเพื่อการดำเนินงานในระยะยาวและตอบสนองการมีส่วนร่วมของชุมชน

Other Abstract (Other language abstract of ETD)

The research study focuses on how the Laem Chabang deep sea port affects the socio–economic environment of Moo 3 Laem Chabang community. According to the port development plan drafted by the Port Authority of Thailand under a land expropriation scheme, the Laem Chabang community is directly affected by the presence and activities of the deep sea port. This study investigates socio–economic relationships between port and local residents, and examines socio–economic conditions and characteristics of the hinterland community. Data was collected from questionnaires completed by local people from 157 households, and from in-depth interviews with stakeholders. Study issues classified into two categories (1) Physical; land use and community settlement were researched using map compilations and a field survey. (2) Socio–economic; economic and social changes, demographic transition, occupation, household income and expenses, and attitudes of local people toward the port and community environment. Analytical terms are based on socio–economic impact assessment framework to investigate the advantages and disadvantages of port development into the local people.Empirical results indicate the creation of the port, facilities, and associated industries drive the transition to industrialization and urbanization; this has both positive and negative impacts on the local population. Positive impacts include increases in household income and new occupation opportunities. However, the local population generally works for the port’s support services, rather than in the primary business area. Negative impacts include social pollution and environmental pollution. The land expropriation by the port affected a group of local residents to relocate and changes occupation. In addition, an influx of workers in the project area has put pressure on local people to relocate. These research findings can be of use in preparing port policy for a sustainable approach to the port and its surrounding community.
