Abstract

ศึกษาการจัดการมรดกทางวัฒนธรรมโดยการมีส่วนร่วมของชุมชน ปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมและผลของการจัดการมรดกทางวัฒนธรรม ต่อการคงอยู่ของมรดกทางวัฒนธรรมของชุมชนในเมืองท่องเที่ยวเชิงประวัติศาสตร์เชียงใหม่ การศึกษาแบ่งออกเป็น 2 ขั้นตอน ขั้นตอนแรกเป็นการศึกษาในภาพกว้างเกี่ยวกับการจัดการมรดกทางวัฒนธรรมของชุมชนเก่า ที่มีการพัฒนาการท่องเที่ยวในเขตเทศบาลนครเชียงใหม่จำนวน 27 ชุมชน ส่วนขั้นตอนที่สองเป็นการศึกษาในเชิงลึกของชุมชนกรณีศึกษาจำนวน 3 ชุมชน โดยใช้วิธีการสำรวจภาคสนาม แบบสอบถาม การสัมภาษณ์เชิงลึกและการประเมินโดยผู้เชี่ยวชาญ จากนั้นจึงนำมาวิเคราะห์ด้วยสถิติเชิงพรรณนา สถิติเชิงอนุมาน การวิเคราะห์ผู้มีส่วนได้ส่วนเสีย และการซ้อนทับแผนที่ ผลการศึกษาพบว่า การจัดการมรดกทางวัฒนธรรมโดยการมีส่วนร่วมของชุมชนในเมือง ท่องเที่ยวเชิงประวัติศาสตร์เชียงใหม่ที่มีประสิทธิภาพและส่งผลต่อการคงอยู่ของมรดกทางวัฒนธรรมในชุมชน ได้แก่ การจัดการมรดกทางวัฒนธรรมแบบไม่เป็นทางการผ่านกลไกทางสังคม ผู้มีบทบาทหลักในการจัดการ ได้แก่ คนในชุมชน กลุ่มที่เป็นทางการในชุมชน สถาบันศาสนาในชุมชน ภาครัฐ ขณะที่ผู้มีบทบาทส่งเสริม ได้แก่ กลุ่มไม่เป็นทางการในชุมชน กลุ่มสถานศึกษาในชุมชน ภาคเอกชนในชุมชน กลุ่มทางการนอกชุมชน กลุ่มนักวิชาการอิสระและกลุ่มไม่เป็นทางการนอกชุมชน ส่วนกระบวนการมีส่วนร่วมของชุมชนประกอบด้วยขั้นตอนการริเริ่ม การวางแผน การปฏิบัติและการประเมินผล สำหรับปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมในการจัดการมรดกทางวัฒนธรรมของชุมชน ได้แก่ ปัจจัยทางวัฒนธรรมด้านความศรัทธาในศาสนา ปัจจัยทางสังคม ด้านความสัมพันธ์ในระบบเครือญาติและการมีปฏิสัมพันธ์ของคนในชุมชน ปัจจัยการได้รับผลประโยชน์ทั้งด้านการอนุรักษ์อาคาร การรักษาสภาพแวดล้อมและการได้รับข้อมูลข่าวสาร ผลการศึกษาสามารถสรุปเป็นแบบจำลองการการจัดการมรดกทางวัฒนธรรมโดยการมีส่วนร่วมของชุมชนในเมืองท่องเที่ยวเชิงประวัติศาสตร์ที่เหมาะสมและสามารถนำไปใช้ประโยชน์ได้

To study the tangible cultural heritage management by community participation, the factors that influenced community participation and the affects of the tangible cultural heritage management to the existence of these heritages in the tourist-historic city of Chiang Mai. The study has 2 steps, the first step is the overall cultural heritage management of the 27 old communities with tourism development within the Chiang Mai Municipality and the second step is the detailed study of the three cases. The research methods are field surveys, questionnaires, deep interviews and assessments by experts then analyzes with descriptive and inferential statistics, stakeholder analysis and the overlay mapping technique. The study reveals that the effectiveness of the management and the existence of the of the community cultural heritage depend on the informal management through social mechanism. The key role players are local inhabitants, the formal community groups, religious institutions in the communities and the local government. The secondary role players are the informal community groups, the educational institutions in the communities, private sectors, the formal and informal groups outside the communities and independent scholars. The participation process consists of initiation, planning, implementation and evaluation stages. The factors influenced the community participation are the cultural factors that is the religious faith, the social factors in the relationship within kinship and the interaction of the communities’ members and the receiving benefit from building and environmental conservation factor as well as chances to receive information. The study suggests an appropriate model for the cultural heritage management by community participation in the tourist-historic city to be used in future.
