Abstract

บริษัท ท่าอากาศยานไทย จากัด มหาชน (ทอท.) มีพนักงานทั้งหมด 3,973 คน ประกอบด้วย 44 หน่วยงาน โดยมีอาคารสานักงานทั่วทั้งประเทศจานวน 8 หลัง ที่ผ่านมาไม่มีข้อมูลการใช้ประโยชน์พื้นที่อาคารสานักงานแต่ละหลัง การบริหารพื้นที่อาคาร เป็นเรื่องหนึ่งที่ทาให้อาคารใช้ประโยชน์ได้สูงสุด และคุ้มค่า เพื่อการจัดสรรและจัดหาทรัพยากรกายภาพให้เพียงพอต่อการทางานขององค์กร โดยเป็นงานที่ต้องดาเนินการสาหรับการบริหารทรัพยากรกายภาพ ให้มีความสมดุลกันอย่างมีประสิทธิภาพทั้งด้านปริมาณและคุณภาพ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและลักษณะการใช้พื้นที่ปัจจุบันในอาคารสานักงาน และนาเสนอแนวทางการใช้พื้นที่ในอาคารสานักงาน โดยเลือกศึกษาเฉพาะการใช้พื้นที่ทางานบุคคลระดับ 1-6 ของอาคารสานักงาน บริษัท ท่าอากาศยานไทย จากัด มหาชน ในเขตกรุงเทพมหานคร จานวน 4 หลังโดยการรวบรวมข้อมูลและสังเกตการณ์ลักษณะการใช้พื้นที่ทางานมาลงที่แบบผังพื้น เพื่อวิเคราะห์รูปแบบ การจัดพื้นที่ ปัญหา และปัจจัยที่ส่งผลต่อการจัดพื้นที่ทางาน จากการศึกษาพบว่า อาคารกรณีศึกษาทั้ง 4 หลัง ซึ่งผู้ใช้อาคารมีจานวนทั้งหมด 1,280 คน จาก 32 หน่วยงาน 55 ตาแหน่งงาน มีรูปแบบการจัดพื้นที่ทางานบุคคลทั้งหมด 26 รูปแบบ มีขนาดตั้งแต่ 2.40 - 11.60 ตารางเมตร/คน/ชุด ซึ่งมีพื้นที่ทางานเฉพาะส่วนบุคคลรวมกันประมาณ 2,602 ตารางเมตร โดยลักษณะครุภัณฑ์อาคารกรณีศึกษามีโต๊ะ 8 แบบ ตู้ 3 แบบ และเก้าอี้ 2 แบบ โดยต้นทุนของชุดสานักงานที่พบมีราคาประมาณตั้งแต่ 7,000 – 36,310 บาท/คน/ชุด ซึ่งมีต้นทุนรวมกันประมาณ 17,079,150 บาท ทั้งนี้พบว่าแต่ละอาคารมีจานวนรูปแบบการจัดพื้นที่ทางานบุคคลที่พบแตกต่างกันไปจากการศึกษาพบว่า รูปแบบการจัดพื้นที่ทางานบุคคล ที่มีโต๊ะทางานลักษณะรูปตัว L 1 ตัว ตู้เก็บเอกสารวางอยู่ใต้โต๊ะ 1 ตู้ และเก้าอี้ทางาน 1 ตัว มีการใช้มากที่สุดร้อยละ 49.25 โดยพบลักษณะการทางาน 4 แบบ คือ ทางานเอกสารอย่างเดียว ทางานเอกสารและมีผู้มาติดต่อ ทางานเอกสารโดยใช้คอมพิวเตอร์ และทางานเอกสารโดยใช้คอมพิวเตอร์และมีผู้มาติดต่อ การศึกษานี้มีข้อสังเกตว่า ระเบียบพัสดุปัจจุบันกาหนดเฉพาะลักษณะของครุภัณฑ์ แต่ขาดรายละเอียดของการจัดรูปแบบการจัดพื้นที่ทางาน ทาให้มีรูปแบบการจัดพื้นที่ทางานบุคคลหลากหลาย ซึ่งส่งผลกระทบต่อการจัดหาครุภัณฑ์ รวมถึงการควบคุมงบประมาณในการจัดซื้อ และการวางแผนการใช้พื้นที่ในอนาคตที่ยุ่งยาก ดังนั้นบริษัท ท่าอากาศยานไทย จากัด มหาชน จึงควรกาหนดมาตรฐานการจัดพื้นที่ทางานให้สมดุลกันอย่างมีประสิทธิภาพ ข้อเสนอแนะของการศึกษานี้ คือ ฝ่ายพัสดุควรกาหนดนโยบายในการจัดหาครุภัณฑ์ โดยควรมุ่งเน้นเรื่อง การจัดหาครุภัณฑ์กับการกาหนดรูปแบบการจัดพื้นที่ให้เหมาะสมกับความลักษณะการทางาน เพื่อให้ผู้ใช้งานเกิดความสะดวกสบาย มีประสิทธิภาพการทางานให้ดีขึ้น

As Airports of Thailand Public Company Limited (AOT) employs 3,973 people working in 44 departments and has 8 office buildings throughout the country, however, these is still a lack of workspace utilization. Theoretically, systematic workspace management will lead to better cost effective means of space utilization and office furniture procurement as well as higher quality of working condition. The objectives of this study were to investigate the conditions and the use of workstation of levels 1 – 6 staff, in four AOT buildings located in Bangkok Metropolitan Area, and to look for more effective ways of workstation arrangement. The study adopted an empirical approach by undertaking site survey and observation method to collect data at existing workstation arrangement. In following patterns of area management, problems and factors of workstation arrangement were analyzed. As the study investigated the arrangements of workstation of 1,280 staff from 32 departments, it found 26 patterns of workstation with sizes ranging from 2.40 to 11.60/sq. square meter per set, costing from 7,000 to 36,310 Baht per set. In addition, there were 8 types of tables, 3 types of cabinets and 2 types of chairs. The total cost of the workstation found in this study was estimated to approximately 17,079,150 Baht. The study also found the patterns of workstation arrangement in each of 4 buildings were varied. The most used type of workstation (49.25% of the total) was the L-shaped workstation comprised of table with a filing cabinet underneath. Types of working patterns were found including: paper-work, paper-work with contact, paper-work with computer, and paper-work with computer and contact. The findings indicated that the present office furniture procurement regulations were not up to date. To improve the efficiency of space utilization and furniture provision, this study suggested AOT establishing a specific workstation standard for its own use in particular. Moreover, the procurement department needs to formulate an office furniture procurement policy based on actual the working conditions, patterns and requirements.
