Abstract

ในปัจจุบันการก่อสร้างโครงการรถไฟฟ้าทางยกระดับมีหลายโครงการที่กำลังเร่งดำเนินการก่อสร้างและอีกหลายโครงการที่กำลังริเริ่มตามนโยบายของภาครัฐ ซึ่งโครงการรถไฟฟ้าทางยกระดับนั้นจำเป็นต้องอาศัยพื้นที่สำหรับดำเนินการก่อสร้าง แต่เนื่องด้วยเส้นทางที่อยู่ระหว่างการก่อสร้างมีบริเวณพื้นที่ที่จำกัด จึงทำให้ประชาชนผู้ใช้เส้นทางต้องประสบความเสี่ยงต่อการเกิดอุบัติเหตุจากการใช้เส้นทางที่อยู่ระหว่างการก่อสร้างโครงการรถไฟฟ้าทางยกระดับอย่างหลีกเลี่ยงไม่ได้ งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพที่อาจก่อให้เกิดอุบัติเหตุจากการใช้เส้นทางที่อยู่ระหว่างการก่อสร้างโครงการก่อสร้างรถไฟฟ้าทางยกระดับ 2) วิเคราะห์ข้อจำกัดมาตรฐานกรมทางหลวงที่นำมาประยุกต์ใช้พร้อมทั้งเสนอแนวทางในการป้องกันอุบัติเหตุเพิ่มเติมในเบื้องต้น งานวิจัยนี้เริ่มทำการศึกษาจากสภาพที่อาจก่อให้เกิดอุบัติเหตุจากถนนที่อยู่ระหว่างการก่อสร้างโครงการรถไฟฟ้าทางยกระดับจำนวน 5 เส้นทาง โดยใช้วิธีการสังเกตสภาพพื้นที่โครงการตัวอย่าง และสัมภาษณ์ประชาชนผู้ใช้เส้นทาง ซึ่งสามารถรวบรวมได้ทั้งหมดจำนวน 57 รายการ ซึ่งจัดจำแนกได้ใน 6 ประเด็นหลัก 13 ประเด็นย่อย และ 27 หัวข้อในการสำรวจ เมื่อนำผลที่ได้ไปทำการวิเคราะห์ข้อจำกัดมาตรฐานกรมทางหลวงที่นำมาประยุกต์ใช้พบว่ามีความจำเป็นต้องเพิ่มเติมหัวข้อใหม่จำนวน 7 หัวข้อ เพิ่มเติมรายละเอียดในเนื้อหาจำนวน 42 รายการ และปรับเปลี่ยนรายละเอียดในเนื้อหาให้สอดคล้องกับสภาพโครงการที่ทำการศึกษาจำนวน 1 รายการ นอกจากนี้ยังนำผลที่ได้ไปทำการตรวจสอบกับกลุ่มผู้ชำนาญด้านความปลอดภัยจำนวน 5 ท่าน เพื่อทำการระบุสภาพที่อาจก่อให้เกิดอุบัติเหตุและรวบรวมข้อเสนอแนะแนวทางป้องกันเพิ่มเติมในเบื้องต้น ผลการวิจัยนี้สามารถใช้เป็นแนวทางการป้องกันในเบื้องต้นเพื่อเพิ่มเติมให้เกิดความครอบคลุมให้แก่มาตรฐานในการนำไปประยุกต์ใช้กับเส้นทางที่อยู่ระหว่างการก่อสร้างโครงการรถไฟฟ้าทางยกระดับ รวมถึงเป็นแนวทางในการพัฒนามาตรฐานความปลอดภัยให้เกิดประโยชน์แก่ประชาชนในการใช้เส้นทางที่อยู่ระหว่างการก่อสร้างโครงการรถไฟฟ้าในอนาคต

Other Abstract (Other language abstract of ETD)

At the present, the growth of elevated-train construction project in Metropolitan Bangkok is increasing progressively. However, the construction area is limited while the needs of work zone and transportation are still indispensable. As aforementioned reason, road users have to encounter with high potential risk of accident in transportation inevitably. Therefore, the purposes of this research are 1) to identify the hazardous conditions for road users in highways during the elevated-train construction period, 2) to analyse the limitations of provisions in safety standards employed from the Department of Highways and 3) to develop the additional guidelines to fulfill the lack of provisions in safety standards. The research explored the hazardous conditions along the road alignment of construction. A survey and observation including interviews of road users were employed. The case studies covered the 5 routes of elevated-train construction. The 57 hazardous conditions were identified and allocated into 6 main issues, 13 sub-issues, and 27 survey topics. These hazardous conditions were then used to indicate the limitations of provision in safety standards by applying the concept of work zone safety management. The results show that 7 topics need to be added in current implementation guidelines of safety standards, 42 details of provisions also need to be added and 1 provision does not conform to the current work zone condition. In addition, the results were verified by the 5 experienced safety officers and also collected the additional preliminary guidelines to fulfill the lack of provisions in safety standards.
