Abstract
ระบบกำหนดนโยบายสั่งซื้อเวชภัณฑ์เพื่อการบริหารคงคลังเวชภัณฑ์แบบศูนย์กลาง ออกแบบเพื่อพัฒนาระบบการพยากรณ์ความต้องการใช้เวชภัณฑ์ และกำหนดนโยบายสั่งซื้อของกลุ่มโรงพยาบาลเครือข่าย เพื่อให้คงคลังเวชภัณฑ์ของโรงพยาบาลอยู่ในระดับที่เหมาะสม การออกแบบระบบได้นำความรู้และทฤษฎีการพยากรณ์เชิงสถิติสำหรับข้อมูลอนุกรมเวลา การบริหารคงคลังโดยใช้รอบการสั่งซื้อคงที่และการบริหารเวชภัณฑ์มาประยุกต์ใช้ โดยระบบแบ่งออกเป็น 2 ส่วน ในส่วนแรกเป็นส่วนการประมวลผลซึ่งมีหน้าที่หลัก 2 อย่าง คือ พยากรณ์ความต้องการเวชภัณฑ์และกำหนดปริมาณสั่งซื้อที่เหมาะสมให้กับโรงพยาบาลเครือข่าย ส่วนที่ 2 เป็นส่วนการการดำเนินการ คือ หน้าจอการทำงานและขั้นตอนการทำงานของเจ้าหน้าที่ ซึ่งประกอบไปด้วย การตั้งค่าข้อมูลนำเข้า การพยากรณ์ความต้องการเวชภัณฑ์ในกรณีที่ระบบไม่สามารถพยากรณ์ได้ และการปรับปริมาณสั่งซื้อเวชภัณฑ์ จากการทดสอบการทำงานของระบบและการประเมินโดยผู้เชี่ยวชาญพบว่า ระบบสามารถประมวลผลได้ตามตรรกะที่ออกแบบ และนำไปใช้ในการกำหนดปริมาณสั่งซื้อเวชภัณฑ์ได้ โดยระบบกำหนดนโยบายการสั่งซื้อเวชภัณฑ์ จะช่วยสนับสนุนการบริหารคงคลังเวชภัณฑ์แบบศูนย์กลาง โดยจะลดภาระในการกำหนดปริมาณสั่งซื้อเวชภัณฑ์ของโรงพยาบาลเครือข่ายแต่ละแห่ง ซึ่งจะช่วยลดต้นทุนในการบริหารคงคลังเวชภัณฑ์ในส่วนดังกล่าว และการกำหนดปริมาณสั่งซื้อที่เหมาะสม จะช่วยลดต้นทุนในการจัดเก็บเวชภัณฑ์ที่มากเกินความต้องการและลดปัญหาเวชภัณฑ์ขาดมือ

The medical supplies replenishing system for centralization management is designed to develop a demand forecasting system and a replenishing system in hospitals network. This system aims to maintain a proper level of medical supplies. The system is designed by applying statistical forecasting theory, inventory management (fixed interval system) and medical supplies management. The system consists of 2 parts. The first part is the processing system. Its function is to forecast the medical supplies demand and determine order quantity for hospital network. The second part is the operation system which is user interface windows and staff’s operation such as set up input data, manual forecast the medical supplies demand in some items, and adjust order quantity. The professional evaluation shows that the system can follows logical designed and can be applied to use in hospital network. This system can also reduce purchasing task duplication in hospital network which effects in reduction of purchasing cost in network and the determination of proper order quantity from system against overstock and shortage.
