Abstract

วิเคราะห์ ออกแบบและพัฒนาระบบบริหารความเสี่ยง เพื่อใช้สนับสนุนการปฏิบัติงานและการบริหารงานด้านการความเสี่ยงของการประปาส่วนภูมิภาค การออกแบบและพัฒนาระบบบริหารความเสี่ยงสำหรับการประปาส่วนภูมิภาคในการวิจัยนี้ ผู้วิจัยได้พัฒนาระบบโดยใช้ระบบจัดการฐานข้อมูล Oracle Database 10g และภาษาพีเอชพีเป็นเครื่องมือในการพัฒนา โดยระบบที่พัฒนาขึ้นจะอยู่ในรูปแบบของเว็บเบสแอพพลิเคชัน และรองรับการใช้งานของหน่วยงานทั้งจากส่วนกลางและส่วนภูมิภาค ซึ่งระบบที่พัฒนาขึ้นประกอบด้วย 3 ระบบย่อย ได้แก่ 1) ระบบกำหนดข้อมูลพื้นฐาน เป็นส่วนจัดการข้อมูลหน่วยงาน คณะทำงานบริหารความเสี่ยงและผู้ใช้งานระบบ ซึ่งเป็นข้อมูลพื้นฐานของระบบ 2) ระบบจัดทำแผนบริหารความเสี่ยง เป็นส่วนจัดการข้อมูลเกี่ยวกับการวิเคราะห์หาความเสี่ยง การกำหนดเกณฑ์การประเมินความเสี่ยง การกำหนดกรอบการบริหารความเสี่ยง การบันทึกข้อมูลความเสี่ยง การประเมินความเสี่ยง และการจัดทำแผนบริหารความเสี่ยง 3) ระบบติดตามและประเมินผล เป็นส่วนจัดการเกี่ยวกับการติดตามความก้าวหน้าของแผนบริหารความเสี่ยง และผลการดำเนินงานที่เกิดขึ้น รวมทั้งการออกรายงานสารสนเทศเพื่อใช้ในการวิเคราะห์ วางแผนและบริหารจัดการความเสี่ยง นอกจากนั้นระบบยังครอบคลุมการทำงานในเรื่องของการดูแลควบคุมความปลอดภัยในการใช้งานระบบ โดยการกำหนดสิทธิการใช้งานตามกลุ่มผู้ใช้งาน เพื่อให้สามารถเข้าใช้งานได้เฉพาะในส่วนที่ได้รับอนุญาตเท่านั้น ผลการทดสอบระบบบริหารความเสี่ยงสำหรับการประปาส่วนภูมิภาคพบว่า ระบบสามารถปฏิบัติงานได้ถูกต้องและตรงตามวัตถุประสงค์ของผู้ใช้งาน

Other Abstract (Other language abstract of ETD)

To analyze, design and improve risk management system to support the Provincial Waterworks Authority's risk management and operation. To design and improve this risk management for Provincial Waterworks Authority in this research, the researcher uses Oracle Database 10g and PHP variable as a development tools. The system was developed as a web-based application and can be used by both Metropolitan and Provincial. This system consists of 3 sub-systems. The first module is a base module to manage data of working-unit, risk management team and system user of Provincial Waterworks Authority. These data are fundamental data for the system. The second, risk management plan system is for risk analysis, criteria definition, risk management framework, risk data recording, risk and risk management plan. The last, tracking system is for follow up the result of the plan. It also issue information report to use in risk analysis, plan and management. Moreover, it covers the system security for assigning the user and authorization in order to access allowed section. The test of the risk management system for Provincial Waterworks Authority indicates that it works correctly and suit to user's objective
