Abstract

งานวิจัยนี้ทำขึ้นเพื่อปรับปรุงห่วงโซ่อุปทานในส่วนของการจัดซื้อจัดหา การบริหารพัสดุคงคลังและการจัดการคลังพัสดุในเรื่องของการรับพัสดุ การจัดเก็บและการเบิกจ่ายพัสดุ ซึ่งแต่ละส่วนมีความเกี่ยวข้องและส่งผลกระทบต่อกันเป็นอย่างมาก ดังนั้นเมื่อทำการปรับปรุงในส่วนใดส่วนหนึ่งก็จำเป็นต้องปรับปรุงในส่วนที่เกี่ยวข้องไปพร้อม ๆ กัน เพื่อให้การดำเนินงานหลังจากการปรับปรุงมีประสิทธิภาพเพิ่มมากขึ้นอย่างแท้จริง จากการศึกษาการดำเนินนงานพบปัญหาหลัก ได้แก่ ปัญหาประสิทธิภาพในการจัดซื้อ ปัญหามูลค่าพัสดุคงคลังโภคภัณฑ์สูง และปัญหาประสิทธิภาพการจัดการคลังพัสดุ การปรับปรุงประสิทธิภาพการจัดซื้อ ได้ใช้ดัชนีวัดคุณภาพเป็นตัวช่วยในการประเมินผลการดำเนิน งานในด้านต่างๆ จำนวน 4 ค่า ได้แก่ ค่าดัชนีความพึงพอใจของลูกค้า ระยะเวลาที่ใช้ในกระบวนการจัดซื้อ ข้อร้องเรียนเนื่องจากคุณภาพของสินค้า และ %ยอดประหยัด โดยตั้งค่าเป้าหมาย จากนั้นวิเคราะห์ปัญหาโดยการวิเคราะห์ขั้นตอนการทำงานและหาสาเหตุ หลังจากนั้นดำเนินการโดยใช้กลยุทธ์ในการปรับปรุง การปรับปรุงปัญหามูลค่าพัสดุคงคลังโภคภัณฑ์สูง เริ่มจากการจำแนกกลุ่มพัสดุตามความสำคัญโดยใช้เทคนิค ABC และ XYZ และจัดการกับพัสดุแต่ละกลุ่มตามความเหมาะสม โดยมีการกำหนดนโยบายในการจัดการพัสดุประเภท Sleeping Stock และ Dead Stock ส่วนพัสดุกลุ่ม A และ B ได้นำนโยบายระบบควบคุมแบบจุดสั่งซื้อ - ระดับสั่งซื้อ (s,S) มาใช้ในการคำนวณหาค่าจุดสั่งซื้อ ระดับสั่งซื้อและระดับคงคลังเพื่อความปลอดภัยที่เหมาะสม การปรับปรุงปัญหาประสิทธิภาพการจัดการคลังพัสดุ จะดำเนินการปรับปรุงด้วยวิธีการออกแบบ 1.การปรับปรุงผังการจัดเก็บและระบบตำแหน่งจัดเก็บ 2. การกำหนดตำแหน่งจัดเก็บ และ 3. การปรับปรุงวิธีการปฏิบัติงานให้สอดคล้องกับระบบที่จัดทำขึ้น ผลการปรับปรุงประสิทธิภาพการจัดซื้อทำให้อัตราการบริการของการจัดซื้อจัดหาเพิ่มขึ้น 2.7% ค่าดัชนีความพึงพอใจของลูกค้าเพิ่มขึ้น 4.27% ระยะเวลาที่ใช้ในกระบวนการจัดซื้อลดลง 25.32% ข้อร้องเรียนเนื่องจากคุณภาพของสินค้าลดลง 40% และ %ยอดประหยัดเพิ่มขึ้น 29.4% ผลการปรับปรุงมูลค่าพัสดุคงคลังทำให้มูลค่าคงคลังพัสดุโภคภัณฑ์ลดลง 7,969,612.36 บาท ผลการปรับปรุงประสิทธิภาพการจัดการคลังพัสดุทำให้เปอร์เซ็นต์ความผิดพลาดในการตรวจนับพัสดุลดลง 55.23% เวลาเฉลี่ยในขั้นตอนการรับพัสดุลดลง 41.53% และเวลาเฉลี่ยในขั้นตอนการเบิกจ่ายพัสดุลดลง 21.39%

Other Abstract (Other language abstract of ETD)

The objectives of this research are to improve the supply chain in the parts of procurement, inventory and warehouse management that each part has effect and relation especially. When a part is improved, it will effect to other parts that will give the supply chain can be managed efficiently. The study discovers the major problems such as the procurement efficiency, high consumable inventory value and efficiency of warehouse management. The procurement efficiency improvement is evaluated by 4 KPIs (customer satisfaction index, PO processing time, customer complaint, saving percentage index). Then setup the target of improvement, analyze problem by task analysis, and find out the root causes, and set the improving strategies for changing those KPIs. The improvement of high consumable inventory value problem is classifying the consumable items by ABC and XYZ techniques, then manage each category suitably by setup the policies for managing the sleeping and dead stocks. For the category A and B are used the (s,S) policy to determine the optimal Ordering Point(s), Order Level(S) and Safety Stock respectively. The efficiency of warehouse management are designing storage layout, location assignment system and work procedure according to the system. After the improvement, the procurement service rate increases to 2.7%, customer service rate increases to 4.27%, PO processing time decreases 25.32%, customer complaint decreases 40%, saving percentage increases 58.27%, consumable inventory value decreases 7,969,612.36 THB. The percentage error the stock count decreases 55.23%, receiving processing time decreases 41.53%, withdrawing processing time decreases 21.39%
