Abstract

การขุดคลองซึ่งเป็นโครงสร้างพื้นฐานที่มีความสำคัญต่อประเทศไทยในอดีต ถือเป็นโครงการก่อสร้างอีกรูปแบบหนึ่ง ซึ่งจะต้องอาศัยแนวคิดด้านการบริหารสัญญา และการบริหารงานก่อสร้างในการดำเนินการ ถึงแม้ว่าจะมีการศึกษาเกี่ยวกับคลองขุดในอดีต แต่ยังไม่ปรากฏว่ามีการศึกษาในเชิงการบริหารงานวิศวกรรมอย่างเด่นชัด จึงได้วิจัยเรื่อง การบริหารสัญญาและการบริหารงานก่อสร้างของงานขุดคลองในประเทศไทยในอดีต ซึ่งได้วิจัยศึกษาครอบคลุมเรื่องต่างๆ ได้แก่ ประวัติคลองขุดในประเทศไทย โครงสร้างการบริหารงานคลอง การบริหารสัญญา การบริหารงานก่อสร้าง เพื่อให้ทราบถึงลักษณะการนำแนวคิดเรื่องการบริหารสัญญา และการบริหารงานก่อสร้างมาใช้ในแต่ละยุคสมัย และเห็นถึงพัฒนาการของแนวคิดดังกล่าว รวมถึงทราบถึงพื้นฐานของแนวคิดในด้านการบริหารสัญญาและการบริหารงานก่อสร้าง ซึ่งอาจเป็นประโยชน์ต่อการพัฒนาแนวคิดในอนาคต การศึกษาวิจัยในหัวข้อนี้ได้ศึกษาโดยรวบรวมข้อมูลจากหลักฐานเชิงเอกสาร ซึ่งประกอบด้วยเอกสารปฐมภูมิและทุติยภูมิ จากนั้นจึงนำข้อมูลดังกล่าวมาเรียบเรียงให้สอดคล้องกับหัวข้อที่ศึกษา และนำมาวิเคราะห์เพื่อแสดงให้เห็นพัฒนาการ และความเปลี่ยนแปลงของแนวคิดด้านการบริหารสัญญา และการบริหารงานก่อสร้างสำหรับงานขุดคลอง จากการศึกษาวิจัยนี้ แสดงให้เห็นว่าแนวคิดดังกล่าวได้เริ่มมีมาตั้งแต่ในอดีต นับแต่สมัยอยุธยาจนถึงในสมัยรัตนโกสินทร์ ผลการศึกษาวิจัยได้แสดงให้เห็นว่า แนวคิดด้านการบริหารสัญญาและการบริหารงานก่อสร้างในอดีต มีความคล้ายคลึงและมีแนวคิดที่สอดคล้องกับรูปแบบที่ปรากฏในปัจจุบัน ทั้งในด้านการบริหารองค์กร การวิเคราะห์ความเหมาะสมของโครงการ การบริหารงานจ้าง การประกวดราคา สัญญาจ้าง และการบริหารงานก่อสร้างซึ่งประกอบด้วย การวางแผนจัดการงานก่อสร้าง การจัดการด้านการเงิน เทคนิควิธีการก่อสร้าง รวมถึงการวิเคราะห์ผลิตภาพในการขุดคลอง และการควบคุมและติดตามงาน แนวความคิดด้านต่างๆ ได้เกิดการพัฒนาปละปรับปรุง เพื่อแก้ไขข้อบกพร่องและปัญหาที่เคยเกิดขึ้นในอดีต ทั้งยังเป็นการปรับเพื่อให้สอดคล้องกับสภาวการณ์ในแต่ละยุค จนกระทั่งแนวความคิดได้ปรากฏรูปแบบดังเช่นในยุคปัจจุบัน เป็นการยืนยันได้ว่าแนวคิดด้านการบริหารสัญญาและการบริหารงานก่อสร้างในอดีต ถือเป็นพื้นฐานของแนวความคิดดังกล่าวในปัจจุบัน

Other Abstract (Other language abstract of ETD)

As canals are important infrastructure in Thailand in the former times, their contract and construction management concepts are important when dealt with their management. Although there are some research studies in canal digging in the former times, very little is carried out in the aspect of Civil Engineering. This research, contract and construction management for Thailand canal digging work in the former times, covers the following: history of canal digging in Thailand, organization, contract and construction management, in order to demonstrate the management concepts in different time periods, which reflect the development concepts and their basic principles which might be useful for future augmentation. The methodology of study consists of data collection from primary and secondary documents. The information is then edited and classified into topics. Finally, the analyses are performed to present the development and changes occurred to the contract and construction management concepts in canal digging. The result shows that the concepts which have existed since Ayutthaya times are similar to the present ones in several aspects : organization, analysis for project feasibility; procurement management, tendering, contract and construction management, all of which need the process of construction planning, financial management, construction techniques, productivity analysis and project control. The study also reveals that the concepts have been continually developed, improved and adapted to suit particular periods, leading to the current concepts seen today. The result indicates the fact that the concept and construction management in the former times founded the basics of such principles in the present days.
