Abstract
ศึกษาผลกระทบของการย้ายอู่เรือจากบริเวณชายฝั่งแม่น้ำเจ้าพระยา สู่นิคมอุตสาหกรรมอู่เรือแหลมฉบัง โดยในการวิจัยครั้งนี้ได้แบ่งการศึกษาออกเป็น 2 ส่วนหลักๆ คือ 1) การศึกษาผลกระทบทางด้านกายภาพโดยทั่วไป ของการก่อสร้างโครงการนิคมอุตสาหกรรมอู่เรือแหลมฉบัง และ 2)การศึกษาถึงทัศนคติของเจ้าของอู่เรือที่มีต่อโครงการนิคมอุตสาหกรรมอู่เรือแหลมฉบัง ในการศึกษาครั้งนี้ได้แบ่งการเก็บข้อมูลออกเป็น 2 ส่วน ส่วนแรกเป็นการศึกษาข้อมูลทุติภูมิจากหน่วยงานต่างๆ ที่เกี่ยวข้อง เอกสารอ้างอิงต่างๆ และการศึกษาอื่นๆ ที่เกี่ยวข้องกับโครงการ ในส่วนที่สอง ใช้วิธีการออกสำรวจสถานที่ก่อสร้างจริง รวมไปถึงการรวบรวมข้อมูลโดยใช้วิธีการสัมภาษณ์เจ้าของอู่เรือ และการตอบแบบสอบถาม โดยอู่เรือกลุ่มเป้าหมายประกอบด้วย อู่เรือขนาดกลางและขนาดใหญ่ นั่นคือ อู่เรือต้องมีความสามารถในการต่อหรือซ่อมเรือตั้งแต่ 500 ตันกรอสขึ้นไป สำหรับ วิธี AHP (Analytical hierarchy process) และการจัดลำดับ (Rating) ถูกนำมาใช้เป็นวิธีในการวิเคราะห์ผลกระทบ จากผลการวิจัยพบว่า การก่อสร้างโครงการนิคมอู่เรือแหลมฉบังให้ผลกระทบในทางบวกมากกว่าในทางลบ สำหรับสถานการณ์ในปัจจุบันของอู่เรือตามชายฝั่งแม่น้ำเจ้าพระยา พบว่า สิ่งแวดล้อมมีระดับของผลกระทบสูงสุด รองลงมาคือ ด้านคุณค่าต่อคุณภาพชีวิตและด้านการคมนาคมขนส่งวัสดุและอุปกรณ์ ตามลำดับ สำหรับโครงการนิคมอู่เรือแหลมฉบังเชื่อว่าสามารถลดระดับ ของผลกระทบด้านสิ่งแวดล้อมได้มากที่สุด รองลงมาคือ ด้านคุณค่าต่อคุณภาพชีวิต และด้านการคมนาคมขนส่งวัสดุและอุปกรณ์ ตามลำดับ
Other Abstract (Other language abstract of ETD)
To investigate the impact of relocating shipyards along the Chao Phraya River to Leam Chabang Shipyard Industrial Estate. The paper is divided into 2 parts, the first part deals with an impact on constructing infrastructure of the shipyard and the second part deals with the attitude expressed by shipyard owners toward the Leam Chabang Shipyard Industrial Estate. Data collection was divided into 2 parts, first being secondary data from literatures, documents and studies. Second was a site survey, face-to-face interviews followed up by questionnaires of medium and large shipyards, capability to repair or build ships not less than 500 ton gross were undertaken. The Analytical hierarchy process (AHP) and rating technique were used in the analysis of the data. The results revealed that having the Leam Chabang Shipyard Industrial Estate poses more positive than negative effects. Moreover, the environmental impact is more important than the quality of life and the transportation of raw materials respectively. In addition, the project is anticipated to relieve the environmental impact more than the quality of life and the transportation of raw materials respectively.
