Abstract

ในการวิจัยครั้งนี้เป็นการวิเคราะห์ดอกเบี้ยที่เกิดขึ้นในกิจกรรมก่อสร้างสำหรับ การคำนวณราคากลาง ซึ่งในการคำนวณราคากลางของงานก่อสร้างของทางราชการได้กำหนดสูตรการคำนวณค่าดอกเบี้ยไว้ ทั้งนี้สูตรการคำนวณค่าดอกเปียของทางราชการ(2537) มีรายละเอียดบางอย่างที่ยังไม่สอดคล้องตามเงื่อนไขของสัญญาก่อสร้าง ในการวิจัยครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์หาสูตรการคำนวณค่าดอกเบี้ยที่สอดคล้องกับความเป็นจริงสำหรับใช้ในการคำนวณราคากลาง และเพื่อสร้างแบบจำลองความสัมพันธ์ระหว่างมูลค่างานกับ ระยะเวลาก่อสร้างของงานก่อสร้างทาง โดยในการวิจัยได้ทำการศึกษารายละเอียดของหลักเกณฑ์การคำนวณราคากลาง แนวคิดในการประมาณการกระแสเงินสด ค่าดอกเบี้ย และได้เก็บข้อมูลจำนวนเงินและระยะเวลาส่งมอบงานของงานก่อสร้างทาง ผลการวิจัยพบว่าสูตรการคำนวณค่าดอกเบี้ยที่ได้จัดทำขึ้นนั้น สามารถคำนวณหาค่าดอกเบี้ยได้ในทุกเงื่อนไขของการจ่ายเงินล่วงหน้า เงินประกันผลงาน ช่วงเลื่อนเวลาการรับเงิน อัตรากำไร ระยะเวลาก่อสร้าง และทุกลักษณะความสัมพันธ์ระหว่างมูลค่างานกับระยะเวลา ประโยชน์ดังกล่าวสามารถทำให้การคำนวณค่าดอกเบี้ยนั้นมีความสะดวกรวดเร็วกว่าการคำนวณโดยวิธีทั่วไป และเนื่องจากลักษณะความสัมพันธ์ระหว่างมูลค่างานกับระยะ เวลาแบบเส้นตรงจะมีค่าดอกเบี้ยที่เกิดขึ้น เช่น เดียวกับลักษณะความสัมพันธ์แบบ S-Curve จึงได้เลือกลักษณะความสัมพันธ์แบบเส้นตรงเป็นตัวแทน ซึ่งทำให้มีรูปแบบสูตรการคำนวณค่าดอกเบี้ยที่เข้าใจง่ายและนำไปใช้งานสะดวกยิ่งขึ้น และได้นำสูตรการคำนวณค่าดอกเบี้ยนี้ไปประยุกต์ใช้กับค่า Factor F ที่ราชการใช้เป็นหลักเกณฑ์ในการคำนวณราคากลางได้ด้วย นอกจากนี้จาก การวิจัยพบว่าแบบจำลองความสัมพันธ์ระหว่างมูลค่างานกับ ระยะเวลาก่อสร้างของงานก่อสร้างทาง มีแนวโน้มความสัมพันธ์เป็นสมการถดถอยโพลีโนเมียลแบบพาราโบลิก

Other Abstract (Other language abstract of ETD)

This research is about the analysis of interest expense incurred in construction projects for reference price calculation. The existing formula, published in 1994, has some defects need to be alleviated. The objectives of the research are to provide suitable formula for interest calculation incurred in construction projects for reference price calculation and to generate the simulation model expressing the relation between work value and duration in highway construction projects. The research was done by studying the details of existing reference price calculation and the concept of interest estimation in construction projects and collecting the amount of money and time the contractor receive in highway construction projects. The result of the research, the new formula, can be used to calculate an interest under various condition and combination of advance payment, retention, extension of lag time payment, profit and work value versus construction duration relationship. The new formula also makes the interest calculation faster than the current method. The result of the research shows that the interest generated from linear and S-curve relationship between work value and duration are equal. Thus, the linear form should be selected to be representative due to its ease to understand and convenience in application. The interest calculation formula can be applied with Factor F that is used as the standard formula for calculating the reference prices of public construction projects. Furthermore, the result of the research expresses that the relationship of the value of work and duration for highway construction projects are close to parabolic polynomial regression form.
