Abstract

ศึกษาสภาพปัญหาและวิเคราะห์การปฏิบัติงานข่าวกรอง ของกองตำรวจสันติบาล 1 ซึ่งเป็นหน่วยงานในสังกัดสำนักงานตำรวจสันติบาล ทำหน้าที่ผลิตข่าวกรองให้กับสำนักงานตำรวจแห่งชาติ จากนั้นได้นำข้อมูลสภาพปัญหาที่ได้จากการวิเคราะห์ ไปออกแบบและพัฒนาระบบสารสนเทศข่าวกรอง ตามทฤษฎีวงจรการพัฒนาระบบ โดยออกแบบฐานข้อมูลข่าวกรองเพื่อจัดเก็บข้อมูลแฟ้มข่าวกรอง พัฒนาโปรแกรมประยุกต์เพื่อเป็นเครื่องมือช่วย ในการปฏิบัติงานข่าวกรอง ออกแบบการเชื่อมโยงเครือข่ายคอมพิวเตอร์ และระบบรักษาความปลอดภัยของข้อมูลในเครือข่าย โดยแบ่งกลุ่มผู้ปฏิบัติงานข่าวกรองตามหน้าที่ความรับผิดชอบ ให้สามารถปฏิบัติงานร่วมกันได้อย่างมีประสิทธิภาพ ผลของการวิจัยได้ระบบฐานข้อมูลข่าวกรองประกอบด้วยตารางข้อมูล จำนวน 40 ตาราง โปรแกรมประยุกต์ระบบสารสนเทศข่าวกรอง ประกอบด้วยฟอร์ม จำนวน 33 ฟอร์ม ได้ระบบรักษาความปลอดภัยการใช้งานโปรแกรมประยุกต์ และระบบรักษาความปลอดภัยของข้อมูลในระบบเครือข่าย โดยใช้เทคโนโลยีการรักษาความปลอดภัยด้วยโพรโทคอลอินเตอร์เน็ต โดยโปรแกรมประยุตก์สามารถนำข้อมูลความสัมพันธ์ของบุคคล และองค์กรจากฐานข้อมูลไปสร้างความสัมพันธ์ แสดงผลในรูปแบบตารางความสัมพันธ์แบบเมตริกซ์ และสามารถนำข้อมูลเหตุการณ์จากฐานข้อมูล ไปสร้างเป็นแผนภาพเหตุการณ์ความเคลื่อนไหวที่สื่อความหมาย สามารถอธิบายความสัมพันธ์ของข้อมูลและลำดับการเกิดเหตุการณ์ได้ดีกว่าการอธิบายด้วยตัวอักษร เมื่อนำข้อมูลตัวอย่างไปทดสอบการทำงานของโปรแกรมประยุกต์ ปรากฎว่าโปรแกรมประยุกต์สามารถประมวลผลได้เป็นที่น่าพอใจ ผู้ปฏิบัติงานข่าวกรองสามารถปฏิบัติงานร่วมกันได้ อย่างมีประสิทธิภาพ ทั้งยังสามารถนำผลการวิจัยนี้ไปประยุกต์ใช้ กับหน่วยงานข่าวกรองอื่น ที่มีลักษณะการปฏิบัติงานที่คล้ายคลึงกัน และใช้เป็นแนวทางในการพัฒนาระบบสารสนเทศข่าวกรองได้ต่อไปในอนาคต

Other Abstract (Other language abstract of ETD)

To study and analyze intelligence performance of Special Branch 1 under the Royal Thai Police. The Special Branch 1 provides intelligence information to the Royal Thai Police and, based on the analysis, designs the intelligence information system. The intelligence information system was designed in accordance with the theory of System Development Life Cycle. The system was initiated by designing intelligence database system, implementing an application program to assist intelligence conduct, and providing a computer network for database security system. The system was implemented in such a way that the intelligence was properly conducted and assigned to proper staffs for the efficient and effective intelligence performance. From this study, the intelligence information system was successfully developed. The system consists of intelligence database system with 40 tables, an application program for 33 forms of the intelligence system, and security systems for both the application program and information network using the technology of Internet Protocol Security. The application program is used to correlate persons and their organization in forms of matrix charts and create event charts from the database system. The matrix charts and event charts can be used to illustrate relationships among the data and the order of events better than word expression. Upon results tested with sample information, the application program showed to be satisfactory for meeting user requirements, resulting in the effective performan within the intelligence units. Moreover, the application program can also be used for other intelligence units that have similar intelligence conduct and may be used as a base program to further develop the intelligence information system in the near future.
