Abstract

ในการบริหารเงินทุนของธนาคารพาณิชย์ ปัจจุบันถือว่าการจัดสรรเงินทุนเป็นสิ่งสำคัญยิ่ง การจัดสรรเงินทุนอย่างมีประสิทธิภาพนั้นจำเป็นต้องมีการวางแผนที่เปลี่ยนแปลงตลอดเวลา และมีการดำเนินงานตามแผนนั้นอย่างมีหลักเกณฑ์ สิ่งที่สำคัญก็คือการวางแผนเพื่อจัดสรรเงินนั้นจะต้องคำนึงถึงแหล่งที่มาและใช้ไปของเงินทุนต่าง ๆ กัน ภายใต้ข้อจำกัดต่าง ๆ ในทางการธนาคาร รวมทั้งต้นทุนและอัตราผลตอบแทนของแหล่งที่มาและใช้ไปของเงินทุนด้วย นอกจากสิ่งต่าง ๆ ที่ต้องคำนึงถึงเหล่านี้แล้ว ปัญหาในเรื่องการจัดสรรเงินทุนโดยมุ่งหวังจะให้ได้รับผลตอบแทนที่ดีที่สุดก็เป็นเรื่องที่สลับซับซ้อนมากขึ้น เนื่องจากการขยายตัวของธนาคารพาณิชย์ สิ่งหนึ่งซึ่งสามารถจะนำมาใช้ได้กับปัญหาการจัดสรรเงินทุนธนาคารเพื่อให้ได้ผลเลิศก็คือ รูปแบบในทางคณิตศาสตร์ (Mathematical Model) ที่มีจุดประสงค์จะทำให้ตัว[เกณฑ์บาง]อย่างมีค่าสูงสุดหรือต่ำสุด (Maximize or Minimize) ภายใต้ข้อจำกัดจำนวนหนึ่ง วิทยานิพนธ์นี้ได้พยายามศึกษาและวิเคราะห์วิธีการจัดสรรเงินทุนของธนาคาร โดยทำการศึกษางบดุลธนาคาร รวมทั้งกฎและข้อบังคับที่มีผลต่อการจัดสรรเงินทุนเพื่อที่จะกำหนดเป็นข้อจำกัด มีการศึกษาโปรแกรมเชิงเส้นตรง เพื่อนำมาดัดแปลงใช้ในการวางแผนการจัดสรรเงินทุนธนาคารในระยะเวลา 3 เดือน จากปัญหาตัวอย่างในวิทยานิพนธ์นี้ ประกอบด้วยค่าตัวแปรผัน (Variables) จำนวน 112 ค่า และข้อจำกัด 23 ข้อ โดยมี[สม]การเป้าหมายเพื่อให้ได้กำไรอันเกิดจากการใช้เงินทุน (Direct Profit Contribution) สูงสุด ผลที่ได้จากวิทยานิพนธ์นี้ได้แสดงให้เห็นว่าการโปรแกรมเชิงเส้นตรงสามารถนำมาใช้เป็นเครื่องมือในการวางแผนระยะสั้นได้อย่างมีประสิทธิภาพและมีประโยชน์ยิ่งขึ้น เมื่อได้มีการ[ทดสอบ]เพื่อทราบผลของการเปลี่ยนแปลงค่าพารามิเตอร์ต่าง ๆ นอกจากนั้น ผลจากการคำนวณด้วยเครื่องคอมพิวเตอร์แสดงให้เห็นว่า ควรมีการวิจัยในเรื่องการคำนวณอัตราต้นทุนและผลตอบแทนของเงินทุนธนาคารรวมทั้งการใช้โปรแกรมเชิงเส้นตรงภายใต้สภาวะของความไม่แน่นอนอีกด้วย

The allocation of bank’s funds is considered nowadays as one of the most important tasks of commercial bank funds management. Effective funds allocation requires dynamic planning and systematic executions of the plan. Essentially, planning takes into account the various sources and uses of fund, the constraints that exist in the banking environment, and the costs and yields of liabilities and assets. Moreover, the whole problem of optimal fund allocation becomes more complex as commercial banks expand their operations. One applicable tool for the problem of optimal fund allocation which is a mathematical model with the objective of maximize (or minimize) certain criterion, subject to a set of constraints. This thesis is an attempt to study and [analyze] bank’s funds allocation. Bank’s balance sheet were [analyze]. Rules and regulations are studies to determine the constraints. A linear programming is then applied to obtain the optimal allocation for a planning horizon of 3 months. The linear programming model consists of 112 variables and 29 constraints, with the objective function being the direct profit contribution. The result obtained in this thesis indicates that linear programming can be an effective short-term planning device. Linear programming has proved particularly useful in testing the effects of various parameters. [Furthermore], computer results appear to support further research on the reliability of the cost rates and yield rates, and also the application of linear programming under uncertainty.
