Abstract

วัตถุประสงค์ของการวิจัยครั้งนี้ เพื่อศึกษาถึงจำนวนเงินที่รัฐบาลได้จัดสรรให้แก่การศึกษาระดับมัธยมศึกษา ในปีงบประมาณ 2507 – 2521 ซึ่งข้อมูลที่ผู้วิจัยนำมาศึกษานั้น ผู้วิจัยได้รวบรวมมาจากเอกสารทางการเงินของส่วนราชการที่เกี่ยวข้อง นำข้อมูลที่ได้มาวิเคราะห์ในรูปของร้อยละ และค่าเฉลี่ย แล้วนำเสนอในรูปตารางประกอบคำอธิบาย ผลการศึกษาพบว่า (1) ในปีงบประมาณ 2507 – 2521 รัฐบาลให้ความสำคัญแก่งานด้านการศึกษาเป็นอันดับ 2 รองจากงานด้านเศรษฐกิจ สำหรับการศึกษาระดับมัธยมศึกษา ได้รับเงินจากรัฐบาลประมาณร้อยละ 2.34 ของเงินงบประมาณแผ่นดินรวม (2) ในปีงบประมาณ 2507- 2521 รัฐบาลได้จัดสรรเงินให้แก่การศึกษาระดับมัธยมศึกษา อันดับ 3 หรือประมาณร้อยละ 12.33 ของงบประมาณการศึกษา อันดับ 1 ได้แก่ การศึกษาระดับประถมศึกษา ได้รับเงินจัดสรรประมาณร้อยละ 54.94 ของงบประมาณการศึกษา (3) ในปีงบประมาณ 2507- 2521 รัฐบาลได้จัดสรรเงินให้แก่การศึกษาระดับมัธยมศึกษาในหมวดเงินเดือนมากที่สุด ประมาณร้อยละ 49.21 ของงบประมาณการศึกษา อันดับ 2 ได้แก่ หมวดค่าที่ดินและสิ่งก่อสร้างประมาณร้อยละ 39.89 และอัตราส่วนระหว่างงบดำเนินการกับงบลงทุน เท่ากับ 1.38 : 1(4) ค่าใช้จ่ายเฉลี่ยรายคนต่อปีของนักเรียนมัธยมศึกษาในปีการศึกษา 2507 – 2520 อยู่ในระหว่างจำนวนเงิน 1,200 - 2,800 บาท ค่าใช้จ่ายเฉลี่ยรายคนต่อปีของนักเรียนมัธยมศึกษาในปีการศึกษา 2520 มีจำนวนสูงสุด ประมาณคนละ 2,769.34 บาท และในปีการศึกษา 2508 มีจำนวนต่ำสุดประมาณคนละ 1,196.98 บาท (5) ในปีการศึกษา 2518 – 2520 เขตกรุงเทพมหานคร มีจำนวนนักเรียนมากที่สุด อันดับ 2 ได้แก่ เขตการศึกษา 10 และอันดับสุดท้ายได้แก่ เขตการศึกษา 2 (6) ในปีการศึกษา 2519 – 2521 รัฐบาลได้จัดสรรเงินให้แก่โรงเรียนมัธยมศึกษาในเขตกรุงเทพมหานคร เป็นจำนวนมากที่สุด และโรงเรียนมัธยมศึกษา ในเขตการศึกษา 2 ได้รับเงินน้อยที่สุด สำหรับค่าใช้จ่ายเฉลี่ยรายคนต่อปีของนักเรียนมัธยมศึกษา พบว่า ค่าใช้จ่ายเฉลี่ยรายคนต่อปีของนักเรียนมัธยมศึกษาในเขตกรุงเทพมหานคร มีจำนวนต่ำสุด และค่าใช้จ่ายเฉลี่ยรายคนต่อปีของนักเรียนมัธยมศึกษาในเขตการศึกษา 2 มีจำนวนสูงสุด

Other Abstract (Other language abstract of ETD)

The purpose of this study is to investigate the pattern of public expenditure on secondary education, over the period1964-1978. Data collected are analyzed by means of percentage and arithmetic mean. The resulting analysis shows that, (1) During the fiscal years of 1964 – 1978, public expenditure on education was next to that on economics in size. Public expenditure on secondary education was 2.34% of the total budget. (2) of the total budget on education, secondary education budget ranked third while primary education budget first. The former constituted 12.33% and the latter 59.44% of the education budget. (3) Of the budget allocation for secondary education, the parttern was as followed, on teacher salary, the largest item, constituted 49.21% the next largest was capital expenditure on land and buildings, constituting 39.89%. The ratio of recurrent to capital expenditure was 1.38 : 1 (4) During the academic years of 1964 – 1977, annual cost per student ranged from 1,200 to 2,800 baht. The highest annual cost per students was 2,769.34 baht in 1977, and the lowest was 1,196.98 baht in 1965. (5) During the academic years of 1975 -1977, Bangkok Metropolis had the largest students population, the tenth educational region the next largest, and the second educational region the smallest. (6) Bangkok Metropolis received the largest budget for secondary education from the government during the fiscal years of 1976 – 1978 while the second educational region the smallest. However in terms of annual cost per student the lowest was found for Bangkok Metropolis and the highest for the second educational region.
