Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อวิเคราะห์การเข้ามาให้ความช่วยเหลือด้านภัยพิบัติของญี่ปุ่นในภูมิภาคเอเชียตะวันออกเฉียงใต้โดยใช้แนวคิดการถ่วงดุลทางอำนาจอย่างอ่อน (Soft Balancing) เพื่อนำเสนอให้เห็นถึงยุทธศาสตร์ของญี่ปุ่นที่มีต่อเอเชียตะวันออกเฉียงใต้ในช่วงหลังสงครามเย็นที่แตกต่างไปจากช่วงหลังสงครามโลกครั้งที่สอง โดยญี่ปุ่นได้ให้ความสำคัญมากขึ้นกับการดำเนินยุทธศาสตร์ทหารในวิธีการที่ไม่เกี่ยวข้องกับการใช้อาวุธ (non-combat) มาเป็นเครื่องมือที่สำคัญที่ทำให้ประเทศในภูมิภาคไม่รู้สึกว่าญี่ปุ่นเป็นภัยคุกคาม ในขณะเดียวกันการดำเนินยุทธศาสตร์ด้านนี้ยังเป็นการส่งเสริมภาพลักษณ์ที่ดีของญี่ปุ่นให้ประเทศในภูมิภาคมีความรู้สึกไว้วางใจอย่างเป็นมิตรมากกว่าจีนที่กำลังมีอิทธิพลมากขึ้นในปัจจุบัน ซึ่งผลการศึกษาพบว่า บทบาทที่โดดเด่นขึ้นของจีนและความขัดแย้งของจีนที่มีต่อประเทศต่างๆในภูมิภาค รวมทั้งสถานการณ์ภัยพิบัติที่เกิดขึ้นอย่างต่อเนื่องรุนแรงในเอเชียตะวันออกเฉียงใต้ถือเป็นแรงผลักดันและเป็นโอกาสที่ดีสำหรับญี่ปุ่นที่จะแสดงบทบาทนำผ่านศักยภาพที่มีต่อการสร้างเครือข่ายหุ้นส่วนทางยุทธศาสตร์ทางอ้อม ทั้งยังเป็นบันไดขั้นสำคัญที่นำไปสู่การถ่วงดุลทางอำนาจต่อจีนทางอ้อม

Other Abstract (Other language abstract of ETD)

The objective of this research is to analyze the action of Japan’s disaster relief in Southeast Asia by using the concept of ‘Soft Balancing’ to propose that the strategy of the Japanese to Southeast Asia post Cold War period was different from the period after World War II. Japan has given more important tool through its military strategy by non-combat in order that countries in Southeast Asia do not feel that Japan is a threat to them. At the same time, this strategy will also promote a friendship image of Japan in comparative with China’s threat image. The result found that, China’s increasingly prominent role, conflict in region as well as disaster situations occurring continual in Southeast Asia are the driving force and opportunity for Japan to show a potential role in terms of network among spokes and enhance positive image of disaster relief in the region for soft balancing with China.
