Abstract

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับคุณภาพชีวิตของประชาชนในระดับจังหวัดของประเทศไทย และ 2) ศึกษาในเชิงประจักษ์ถึงผลลัพธ์ของการใช้จ่ายภาครัฐและการจัดการเชิงสถาบันทางการคลังที่มีต่อคุณภาพชีวิตของประชาชนในระดับจังหวัดของประเทศไทย โดยในการวิจัยนี้ใช้หน่วยในการวิเคราะห์ระดับจังหวัด (provincial - level) ประกอบด้วย ข้อมูลขนาดภาครัฐ ข้อมูลทางการเงินการคลัง และข้อมูลทางเศรษฐกิจและสังคม ในปี 2553 และ 2555 ในการวิเคราะห์ผลลัพธ์ของการใช้จ่ายภาครัฐและการจัดการเชิงสถาบันทางการคลังที่มีต่อคุณภาพชีวิตของประชาชนในระดับจังหวัดของประเทศไทยใช้การวิเคราะห์แบบตามขวาง (cross-sectional analysis) และในการวิเคราะห์ความสัมพันธ์เชิงสาเหตุและผลลัพธ์ใช้การวิเคราะห์สมการถดถอยเชิงพหุ (multiple regression analysis) โดยแบ่งออกเป็น 3 ด้าน ประกอบด้วย 1) ด้านการพัฒนาเศรษฐกิจและการกระจายรายได้ 2) ด้านการพัฒนาทรัพยากรมนุษย์ (ด้านการศึกษาและการบริการด้านการแพทย์/สาธารณสุข) และ 3) ด้านการพัฒนาเชิงกายภาพและคุณภาพชีวิต ผลการวิจัยพบว่า โดยภาพรวมของแต่ละด้านผลลัพธ์ของการใช้จ่ายภาครัฐและการจัดการเชิงสถาบันทางการคลังมิได้มีความสัมพันธ์โดยตรงกับระดับคุณภาพชีวิตของประชาชนในระดับจังหวัดของไทย เนื่องจากหลักเกณฑ์ในการจัดตั้งหน่วยงานภาครัฐ การกำหนดจำนวนบุคลากร และการจัดสรรงบประมาณรายจ่ายของภาครัฐที่เกิดขึ้นในแต่ละจังหวัดยังไม่ได้สอดคล้องกับประเด็นปัญหาและความต้องการของประชาชนในระดับจังหวัด ในทางกลับกันการจัดตั้งหน่วยงานภาครัฐเพื่อมาทำหน้าที่ในการจัดบริการสาธารณะในระดับจังหวัดมีจำนวนมาก ปฏิบัติหน้าที่ซ้ำซ้อนกันและกระจัดกระจาย (fragmented) ทำให้ขาดประสิทธิภาพในการใช้จ่ายงบประมาณและไม่ได้เป็นไปเพื่อมุ่งสู่ประโยชน์สูงสุดของประชาชนในแต่ละจังหวัดแต่อย่างใด ความเข้าใจดังกล่าวนี้จึงนำไปสู่การทบทวนเพื่อปรับปรุงและพัฒนาโครงสร้างการบริหารและกระบวนการจัดสรรงบประมาณรายจ่ายแบบใหม่ในระดับพื้นที่จังหวัด

Other Abstract (Other language abstract of ETD)

The purposes of this thesis are 1) to study the quality of life at Thai provincial level and 2) to empirically study the effects of public spending and fiscal institutional arrangement on quality of life. A unit of analysis in this study is a provincial level. The data consist of public size data, fiscal data, and socioeconomic variables in the year of B.E. 2553 and 2555. Cross-sectional data and multiple regression analysis were used to examine statistical relationships between public spending and fiscal institutional arrangement and the province level quality of life. The analyses were divided into 3 dimensions consisting of 1) economic development and income distribution 2) human resource development (education and public health) and 3) physical development and quality of life. The overall results discovered that public spending and fiscal institutional arrangement had no statistical relationships on quality of life in Thai provincial level. This was because the establishment criteria of public organization, public personnel and public budget allocation are not conformed with emerging issues and needs of population in provincial level. In fact, the establishment of public organization to provide public services in a provincial level is over expansive, duplicated, and fragmented. The allocation of public budget is neither efficient nor beneficial to population in a province. The understanding of these issues leads to the review and improvement of public organization structure and new budgetary process at the provincial level.
