Abstract

การวิจัยครั้งนี้ เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อ (1) ศึกษาพัฒนาการการจัดการความขัดแย้งในอาเซียน และ (2) ศึกษาความสัมพันธ์ระหว่างกลไกการจัดการความขัดแย้งกับการสร้างประชาคมการเมืองและความมั่นคงของอาเซียน อันจะเป็นแนวทางในการพิจารณาแนวโน้มการสร้างประชาคมการเมืองและความมั่นคงของอาเซียน จากการศึกษาพบว่า ตั้งแต่เริ่มก่อตั้ง จนพัฒนาแนวคิดไปสู่การเป็นประชาคมการเมืองและความมั่นคง อาเซียนค่อยๆ พัฒนากลไกการจัดการความขัดแย้งให้มีลักษณะเป็นทางการและมีความชัดเจนมากขึ้น อันเป็นผลมาจาก การเปลี่ยนแปลงในบริบทการเมืองระหว่างประเทศในภูมิภาค และโครงสร้างปฏิสัมพันธ์ระหว่างประเทศสมาชิกเอง เมื่อพิจารณากรอบแนวคิดประชาคมความมั่นคงของ Amitav Acharya และจากแผนงานการสร้างประชาคมการเมืองและความมั่นคงของอาเซียน ตลอดจนศึกษาแนวทางการจัดการความขัดแย้งขององค์การรัฐอเมริกัน พบว่า กลไกการจัดการความขัดแย้งอย่างเป็นทางการและมีรายละเอียดชัดเจน มีความส าคัญต่อการสร้างประชาคมการเมืองและความมั่นคง เพราะกลไกการจัดการความขัดแย้งจะช่วยจัดการข้อพิพาท และสร้างสันติภาพ อันเป็นเป้าหมายหลักของการสร้างประชาคมการเมืองและความมั่นคง ส าหรับอาเซียนนั้น แม้กลไกการจัดการความขัดแย้งที่เป็นทางการจะยังไม่มีบทบาทในการจัดการความขัดแย้ง แต่ความร่วมมือทางความมั่นคงที่ผ่านมา และการให้ความส าคัญกับการพัฒนากลไกการจัดการความขัดแย้งให้มีความชัดเจนยิ่งขึ้น ตลอดจนการมุ่งมั่นพัฒนาความร่วมมือตามแผนงานการสร้างประชาคมการเมืองและความมั่นคง ชี้ให้เห็นแนวโน้มว่า อาเซียนจะสามารถกระชับความร่วมมือไปสู่การเป็นประชาคมความมั่นคงได้ อย่างไรก็ตาม เพื่อที่จะเป็นประชาคมการเมืองและความมั่นคงที่มีความแข็งแกร่ง สามารถน าความสงบสุข และสันติภาพมาสู่ประเทศสมาชิกอย่างแท้จริง อาเซียนจ าเป็นต้องพัฒนากลไกการจัดการความขัดแย้งให้มีแนวทางที่ชัดเจนมากยิ่งขึ้น และประเทศสมาชิกจะต้องให้ความส าคัญกับการเลือกใช้กลไกภายในภูมิภาคดังกล่าว

Other Abstract (Other language abstract of ETD)

The purpose of this study is twofold. First, it examines the development of conflict mechanisms in ASEAN. Second, the study explores the relationship between conflict management mechanisms and the building of ASEAN Political Security Community, (APSC) the latter of which would reflect the possibility of the establishment of APSC. Since, its establishment, ASEAN has been developing the mechanisms of conflict management ranging from building trust among member states to creating a more formal mechanism as an important tool towards APSC. Considering Amitav Acharya’s concept of Security Community, APSC blueprint, and the guidelines for conflict management of the Organization of American States, the study shows that the mechanisms of conflict management, particularly the formal and detailed mechanisms are vital to the establishment of APSC. This is because the mechanisms are useful instruments in managing conflict and creating peaceful environment which are the main goal of Security Community. Although the formal mechanisms do not yet play a crucial role in conflict management in ASEAN, the existing security cooperation, the emphasis on the mechanisms improvement, including a commitment for cooperation in accordance with the APSC blueprint, indicate that a tendency towards APSC is possible. To achieve that purpose, ASEAN must improve upon its conflict management mechanisms by outlining definite mechanisms. The member states must also give priority to apply the existing mechanisms to solve conflict in the region.
