Abstract

วิทยานิพนธ์เรื่องอิทธิพลของผู้นำทางการเมืองที่มีผลต่อนโยบายหาบเร่ แผงลอยของกรุงเทพมหานคร ศึกษาระหว่าง พ.ศ. 2528-2544 นี้ มุ่งเน้นศึกษาอิทธิพลของผู้ว่าราชการกรุงเทพมหานครที่มีต่อรูปแบบและเนื้อหาของนโยบายเกี่ยวกับหาบเร่ แผงลอยเป็นสำคัญ โดยศึกษาเพื่อมุ่งเน้นตอบคำถามในช่วงที่พลตรีจำลอง ศรีเมือง เป็นผู้ว่าราชการกรุงเทพมหานครเรื่อยมา จนถึงสมัยนายสมัคร สุนทรเวช ในเชิงเปรียบเทียบ วิธีการในการศึกษาเน้นการวิจัยเชิงประวัติศาสตร์ การวิจัยเอกสาร และการวิจัยเชิงประจักษ์ โดยใช้แบบสอบถามเป็นหลัก ซึ่งผลที่ได้จากการศึกษาสอดรับกับสมมุติฐานที่ตั้งไว้ กล่าวคือ นโยบายการจัดระเบียบหาบเร่ แผงลอยของกรุงเทพมหานครกำหนดขึ้นบนพื้นฐานของความเป็นระเบียบเรียบร้อยหรือประโยชน์ของผู้ค้า ขึ้นอยู่กับความพึงพอใจของผู้นำทางการเมืองเป็นสำคัญ และยังขึ้นอยู่กับสภาพแวดล้อมทางการเมือง เศรษฐกิจ และสังคมอื่นด้วยแต่ทั้งนี้ทั้งนั้นรูปแบบของระบบการเมือง การปกครอง ก็เป็นสิ่งสำคัญที่เอื้ออำนวยให้ความพึงพอใจของผู้นำทางการเมือง มีอิทธิพลต่อรูปแบบและเนื้อหาของนโยบายมากน้อยเพียงใด กล่าวคือ หากรูปแบบของระบบการเมือง การปกครอง เป็นแบบปิดกั้นการมีส่วนร่วมทางการเมืองการปกครองของประชาชน ความพึงพอใจของผู้นำทางการเมืองระดับประเทศจะมีอิทธิพลสำคัญต่อรูปแบบและเนื้อหาของนโยบาย ส่วนผู้นำทางการเมืองท้องถิ่นจะมีอิทธิพลสำคัญต่อรูปแบบและเนื้อหาของนโยบายก็ต่อเมื่อผู้นำทางการเมืองระดับประเทศมีความสนใจในนโยบายนั้นในระดับต่ำ แต่ทั้งนี้ทั้งนั้นก็ยังขึ้นอยู่กับบุคลิกภาพทางการเมืองของผู้นำทางการเมืองท้องถิ่นเองด้วย ว่ามีบุคลิกภาพแบบใด และสนใจนโยบายนั้นๆหรือไม่เพียงใด ในทางกลับกัน หากรูปแบบของระบบการเมือง การปกครอง เป็นแบบเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมทางการเมือง ความพึงพอใจของผู้นำทางการเมืองระดับประเทศและระดับท้องถิ่น อาจมีอิทธิพลสำคัญต่อรูปแบบและเนื้อหาของนโยบายในช่วงเริ่มแรกแต่จะเปลี่ยนแปลงเป็นเพียงปัจจัยองค์ประกอบหนึ่งของการก่อกำเนิดนโยบายในภายหลัง หากปรากฎว่าความพึงพอใจนั้นไม่สอดคล้องกับกระแสความต้องการของคนส่วนใหญ่ในสังคมการเมืองนั้น

Other Abstract (Other language abstract of ETD)

Research into the influence of the political leaders on the Bangkok Metropolitan Administration’s policies on street venders and hawkers from 1985-2001. This thesis is a comparative study processing primarily on the BMA Governor’s influence on the form and content of the policies during the period the terms of Major General Chamlong Srimuong to that of Mr.Smak Suntoravej. The research method used are historical, documentary and impirical, using questionnaires as main source. The result agreed with the hypothesis, that the policies were based on law and order or the venders’ interests, on the political leaders’ wishes, as well as on the political, economic and social environments. Nevertheless, the systems of government and policies played an important role in determining the extent of the influence of the political leaders. If the governmental system did not allow for public participation, the wishes of the national political leaders would have much influence on the from and content of the policies. As for the local political leaders, they would have major influence on the policies only when the country’s leaders paid little attention to the policies. The personality and the extent of interest of the local political leaders were also important. On the contrary, if the system was opened to public participation in politics, the wishes of the local and national political leaders would have initial influence on the policies.
