Abstract
วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการรับรู้ต่อแนวคิดเศรษฐกิจหมุนเวียนเพื่อการจัดการขยะพลาสติกของบุคลากรทั้งในระดับนโยบายและปฏิบัติงานของเทศบาลนครนนทบุรี 2) จัดทำข้อเสนอแนะแนวทางในการขับเคลื่อนแนวคิดเศรษฐกิจหมุนเวียนเพื่อการจัดการขยะพลาสติกภายใต้บริบทของเทศบาลนครนนทบุรี ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ อาศัยการสัมภาษณ์ และการสังเกตการณ์อย่างไม่มีส่วนร่วม ดำเนินการคัดเลือกกลุ่มตัวอย่างแบบเจาะจง คือ บุคลากรทั้งในระดับนโยบายและปฏิบัติงาน จำนวน 8 คน วิธีดำเนินการวิจัย ใช้แบบสัมภาษณ์กึ่งโครงสร้าง เพื่อศึกษาการรับรู้แนวทางการขับเคลื่อนแนวคิดเศรษฐกิจหมุนเวียนเพื่อการจัดการขยะพลาสติกของเทศบาลฯ และจัดทำข้อเสนอแนะแนวทางการขับเคลื่อนแนวคิดเศรษฐกิจหมุนเวียนเพื่อการจัดการขยะพลาสติกของเทศบาลฯ ผลการวิจัยพบว่า 1) บุคลากรทั้งในระดับนโยบายและปฏิบัติงาน มีการรับรู้ต่อแนวคิดเศรษฐกิจหมุนเวียนเพื่อการจัดการขยะพลาสติกไปในทิศทางเดียวกัน โดยมีการรับรู้ว่าเศรษฐกิจหมุนเวียนมีหลักการดำเนินงานเช่นเดียวกับ 3Rs ซึ่งได้นำเข้ามาเป็นส่วนหนึ่งของนโยบายการวางแผน ตามหลักเกณฑ์และวิธีการที่กระทรวงมหาดไทยกำหนด ภายใต้แผนปฏิบัติการจัดการขยะมูลฝอยชุมชน จังหวัดสะอาด ให้ความสำคัญกับการมีส่วนร่วมทุกระดับ เสริมสร้างพลังในการนำหลัก 3Rs ไปปฏิบัติแบบปูพรมทุกพื้นที่ ก่อให้เกิดความสะดวกในการเก็บขน สำหรับร้านรับซื้อของเก่าหรือร้านรับซื้อขยะในพื้นที่เขตเทศบาลฯ เป็นอีกกลไกสำคัญที่เปลี่ยนขยะเป็นทรัพยากร เปลี่ยนของเหลือทิ้งให้เป็นรายได้ เป็นตัวต่อสำคัญที่กระจายรายได้ในอุตสาหกรรมรีไซเคิล 2) ข้อเสนอแนะสำหรับการขับเคลื่อนแนวคิดเศรษฐกิจหมุนเวียนในระบบบริหารจัดการขยะพลาสติกของเทศบาลฯ ประกอบด้วย ผลักดันและสร้างการรับรู้ให้แก่บุคลากรทั้งในระดับนโยบายและปฏิบัติงาน เพื่อให้มีความเข้าใจที่ถูกต้องเกี่ยวกับหลักการของแนวคิด ริเริ่มนำแนวคิดเข้ามาเป็นส่วนหนึ่งของนโยบายการวางแผน, กำหนดกลยุทธ์หรือมาตรการจัดการของเสียเพื่อนำกลับมาใช้เป็นวัตถุดิบอีกครั้ง, ผลักดันให้เกิดการจัดทำบันทึกข้อตกลงร่วมกัน ระหว่างหน่วยงานที่เกี่ยวข้องในการริเริ่มนำแนวคิดเศรษฐกิจหมุนเวียนมาปรับใช้ กับกระทรวงมหาดไทย เพื่อขับเคลื่อนการพัฒนาระบบการจัดการขยะพลาสติกขององค์กรปกครองส่วนท้องถิ่นด้วยหลักเศรษฐกิจหมุนเวียน ในการส่งเสริมการนำขยะพลาสติกกลับไปใช้ประโยชน์ในรูปแบบต่าง ๆ, ริเริ่มปฏิบัติการสนับสนุนการดำเนินงานของภาคเอกชน ได้แก่ สนับสนุนการดำเนินงานตามหลักความรับผิดชอบที่เพิ่มขึ้นของผู้ผลิต ให้มีส่วนร่วมในการพัฒนาระบบเก็บรวบรวมขยะบรรจุภัณฑ์ สนับสนุนการพัฒนานวัตกรรมการออกแบบผลิตภัณฑ์และกระบวนการผลิตเพื่อให้เกิดของเสียน้อยที่สุด สนับสนุนการพัฒนา CE Platform ในการสร้างผู้ประกอบการเศรษฐกิจหมุนเวียน และสนับสนุนการให้บริการดิจิทัลแพลตฟอร์มในการจัดการขยะรีไซเคิล เพื่อให้เกิดฐานข้อมูลขยะที่สามารถนำไปใช้ต่อยอดทางธุรกิจในหลายรูปแบบ
Other Abstract (Other language abstract of ETD)
This thesis aims to 1) study the perception of the circular economy concept for plastic waste management both at the policy and operational level of Nonthaburi Municipality. 2) Prepare proposals for driving the circular economy concept under the context of Nonthaburi Municipality using a qualitative research methodology based on interviews and non-participating observation. The process of selecting a specific sample group consisted of 8 personnel at both the policy and operational levels. Using a semi-structured interview to study the municipality's perception and drive the circular economy concept for plastic waste management. The research results showed that 1) personnel at both the policy and operational levels were aware of the circular economy in the same direction. Recognizing that the circular economy has the same operating principles as the 3Rs, which have been brought in as part of the planning policy following the rules and procedures prescribed by the Ministry of Interior. Community solid waste management action plan for clean province focuses on participation at all levels, encouraging the implementation of the 3Rs principle in all areas to facilitate the waste collection. Waste Collecting and Buying Business in municipal areas are other important mechanisms that turn waste into resources or income. It is an important factor in the distribution of revenue in the recycling industry. 2) Proposals for driving the circular economy concept in the municipality's plastic waste management system. It consists of pushing and creating awareness among personnel, bringing ideas into the planning policy, formulating strategies or measures to manage waste to be reused as raw materials, making a memorandum of understanding among relevant agencies to drive the development of plastic waste management systems with circular economy principles. To promote the recycling of plastic waste, starting with supporting the private sector's operations which are supporting responsible operations, participating in the development of a packaging waste collection system, supporting the development of innovative product design and production processes to minimize waste, supporting the development of the CE Platform to create circular economy entrepreneurs and support a digital platform for recycling waste management to create a waste database that can be used for business extension.
