Abstract

การวิจัยนี้มีวัตถุประสงค์ที่จะศึกษา สภาพทั่วไปและการเปลี่ยนแปลงพื้นที่เกษตรกรรมในพื้นที่สีเขียวฝั่งตะวันตก ซึ่งเป็นพื้นที่เกษตรกรรมชานเมืองที่ถูกกำหนดให้เป็นพื้นที่อนุรักษ์เกษตรกรรม ตามนโยบายของภาครัฐบาล เพื่อหารูปแบบที่เหมาะสมในการพัฒนาและอนุรักษ์พื้นที่ดังกล่าว การศึกษาพบว่าพื้นที่เกษตรกรรมในพื้นที่ศึกษามีการลดลงในอัตราที่สูง และประชากรในพื้นที่ศึกษาเพิ่มขึ้นอัตราที่สูงกว่าอัตราเฉลี่ยการเพิ่มขึ้นของประชากรในเขตพื้นที่เกษตรกรรมชานเมืองฝั่งตะวันตก พื้นที่เกษตรกรรมส่วนใหญ่เปลี่ยนแปลงไปเป็นพื้นที่หมู่บ้านจัดสรร และพื้นที่ว่างเปล่าไม่ได้ใช้ประโยชน์เพื่อการเก็งกำไร หรือรอโอกาสในการลงทุนด้านธุรกิจอสังหาริมทรัพย์ ซึ่งพื้นที่ว่างเปล่านี้เป็นพื้นที่ส่วนใหญ่ของพื้นที่ศึกษาในปัจจุบัน พื้นที่ที่กำหนดให้เป็นพื้นที่พัฒนาและอนุรักษ์เกษตรกรรม คือ พื้นที่เกษตรกรรมที่ยังเหลืออยู่ในปัจจุบัน และพื้นที่ว่างเปล่า แบ่งออกเป็น 2 ประเภท คือ พื้นที่เกษตรกรรมและพื้นที่ว่างเปล่าที่รวมตัวกันเป็นผืนใหญ่ และพื้นที่เกษตรกรรมและพื้นที่ว่างเปล่าซึ่งเป็นพื้นที่แปลงย่อยกระจายแทรกอยู่ตามพื้นที่เมืองในพื้นที่ประเภทแรก เสนอแนะให้ใช้มาตรการจำกัดการพัฒนาไม่ให้มีกรพัฒนาด้านอื่นนอกเหนือจากการเกษตร และเกี่ยวเนื่องกับการเกษตร เจ้าของที่ดินในบริเวณต้องทำการเกษตรหรือให้เช่าเพื่อการเกษตรในขณะเดียวกันให้มีการส่งเสริมสภาพพื้นที่ให้เหมาะสมกับการเกษตร และแก้ไขปัญหาด้านการเกษตรในพื้นที่อย่างจริงจัง ส่วนพื้นที่ประเภทที่สอง เสนอแนะให้ใช้มาตรการด้านต่าง ๆ เพื่อมิให้มีการปล่อยให้ที่ดินรกร้างว่างเปล่า สกัดกั้นการเพิ่มขึ้นของพื้นที่เมือง และส่งเสริมพื้นที่เกษตรกรรม

Other Abstract (Other language abstract of ETD)

The purposes of this research are to study the structure and changes in the Western Bangkok Greenbelt, conversion and problems of agricultural land and to identify suitable patterns for development and conservation of the area. It was found that the agricultural land in the study area had mostly decreased and the population had increased more than the average growth of other si suburban districts in the Western Bangkok. Most of the agricultural land was changed into residential area and vacant land which was the major land use of the study area. The agricultural conservation and development area into 2 types, that is large scale agricultural and vacant land which is suggested that should restrict the land use in the area for only agricultural use and should strengthen the agricultural infrastructure. Secondly, scattered parcels of agricultural and vacant land which is suggested that should have incentive strategies for agricultural land and disincentive strategies for non-agricultural land.
