Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาระบบการประกันคุณภาพภายใน ตามแนวการบริหารงานแบบ มุ่งคุณภาพทั้งองค์การ สำหรับโรงเรียนอนุบาลเอกชน กลุ่มตัวอย่างที่ใช้ในการวิจัยคือ โรงเรียนอนุบาลเอกชน ขนาดใหญ่ ในเขตกรุงเทพมหานคร และปริมณฑล ที่ผ่านเกณฑ์การประเมินจาก สมศ. จำนวน 5 โรงเรียน ขั้นตอน ในการวิจัยแบ่งเป็น 3 ขั้นตอน คือ 1) การวิเคราะห์ระบบ 2) การออกแบบ และพัฒนาระบบ และ 3) การตรวจสอบ และประเมินระบบ ผลการศึกษาสภาพปัจจุบัน และปัญหา ของการประกันคุณภาพภายในของโรงเรียนอนุบาลเอกชน สรุปว่า โรงเรียนมีการดำเนินการประกันคุณภาพภายในได้ เป็นไปตามเกณฑ์มาตรฐานของการประกันคุณภาพ ภายใน ในทุกองค์ประกอบ และปัญหาส่วนใหญ่ที่พบ คือการที่โรงเรียนไม่สามารถดำเนินงานตามมาตรฐานการ ประเมินคุณภาพด้านการสนับสนุนจากชุมชน และท้องถิ่นได้อย่างมีคุณภาพ ผลการวิจัยสรุปว่า ระบบการประกันคุณภาพภายใน ตามแนวการบริหารงานแบบมุ่งคุณภาพทั้งองค์การ สำหรับโรงเรียนอนุบาล เอกชน ประกอบด้วยองค์ประกอบ 5 องค์ประกอบ มีรายละเอียดดังนี้ 1.องค์ประกอบด้านปัจจัยนำเข้า ได้แก่ ผู้บริหาร ครู นโยบาย งบประมาณ ระบบการคัดเลือกนักเรียน และ สภาพแวดล้อมภายใน 2.องค์ประกอบด้านกระบวนการ ได้แก่ การบริหารและจัดการศึกษา การจัดองค์การ การพัฒนา หลักสูตร การเรียนการสอน และการประเมินผล การจัดกิจกรรมส่งเสริมคุณภาพผู้เรียน การสนับสนุนจากชุมชน และการร่วมมือกันระหว่างบ้านกับสถานศึกษา 3.องค์ประกอบด้านปัจจัยส่งออก ได้แก่ คุณภาพผู้เรียน และความพึงพอใจของผู้รับบริการ 4.องค์ประกอบด้านข้อมูลป้อนกลับ ได้แก่ การประเมินองค์การ และข้อมูลจากการควบคุมดูแล และ การประเมินผล 5.องค์ประกอบด้านสภาพแวดล้อมของระบบ ได้แก่ นโยบายของชาติ และสภาพของชุมชน เศรษฐกิจ สังคม การเมือง และเทคโนโลยี

Other Abstract (Other language abstract of ETD)

This research is a research for development and an assurance of internal quality followed the executive policy focusing on the overall quality of management of private kindergarten schools. This will be done by the study on environment and problems on assuring the internal quality of private kindergarten schools. Subsequently, this data will be designed and developed into the internal assurance system. This research will be using a descriptive methodology. The main concepts of this research come from analyzing ideas by using the idea about factors of the system from Lunenberg and Ornstein (1996). Moreover, the researcher will analyze the operation which focuses on the overall quality of the organization of Edward Sallis (1993). An example group is a group of 5 selected private kindergarten schools. The researcher will collect the data by interviewing their executives and teachers who are relevant to a making of an internal assurance. Moreover, the researcher will also study documents, analyze the data and use that data to design a new system. Subsequently, such new system will be tested by savants and quality assurance specialists. In this research, it will illustrate the assurance of internal quality following the total quality management of private kindergarten schools. The 5 factors are as followed: 1. importing factor 2. procedure 3. exporting factor 4. reverse input and 5. the environment of the system.
