Abstract
งานวิจัยเรื่องการดำเนินงานในรูปแบบบริษัทเพื่อสนับสนุนการอนุรักษ์ย่านเมืองเก่า กรณีศึกษาชุมชนริมน้ำจันทบูร จ.จันทบุรี มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์กลไกการดำเนินงานในรูปแบบบริษัทเพื่อสนับสนุนการอนุรักษ์ในย่านเมืองเก่า พร้อมกับถอดบทเรียนของการดำเนินงาน โดยเลือกกรณีศึกษาชุมชนริมน้ำจันทบูร ซึ่งมีการดำเนินงานในการสนับสนุนการอนุรักษ์ ของบริษัท จันทบูรรักษ์ดี จำกัด ที่เป็นกิจการเพื่อสังคม (Social Enterprise) ที่จัดตั้งขึ้นมาด้วยการระดมทุนของชาวชุมชนและผู้สนับสนุนภายนอกพื้นที่ เพื่อทำหน้าที่บริหารจัดการอาคารที่ได้รับการอนุรักษ์ฟื้นฟู โดยงานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ ซึ่งมีการเก็บข้อมูลจากการทบทวนวรรณกรรมและเอกสารที่เกี่ยวข้อง การสำรวจพื้นที่ การสังเกตการณ์ รวมถึงการสัมภาษณ์ผู้มีส่วนได้เสียแบบมีโครงสร้าง ผลการศึกษาพบว่า ข้อดีของการดำเนินงานในรูปแบบบริษัทคือ มีความคล่องตัวในการดำเนินงานเพราะมีงบประมาณที่ได้รับการสนับสนุนและงบประมาณของบริษัทที่ได้จากการร่วมระดมทุนของผู้ถือหุ้น รวมถึงรูปแบบบริษัทเป็นการบริหารงานที่สามารถตรวจสอบได้ง่าย แต่ข้อจำกัดของการดำเนินงานในรูปแบบบริษัทคือ ไม่สามารถเข้าไปดำเนินการในส่วนอื่นได้นอกจากตัวอาคารที่อยู่ในความรับผิดชอบของบริษัทเท่านั้น อีกทั้งยังพบว่าการดำเนินงานของบริษัท จันทบูรรักษ์ดี จำกัด ประสบความสำเร็จในด้านการเป็นธุรกิจสามารถดำเนินงานได้ด้วยตัวเองในเชิงการบริหารธุรกิจมาตลอด 5 ปี แต่ยังไม่ประสบความสำเร็จในการเป็นกิจการเพื่อสังคม เนื่องจากยังไม่สามารถปันผลและคืนกำไรบางส่วนสู่สังคมได้ ข้อค้นพบอื่นๆ ได้แก่ การดำเนินงานในพื้นที่ชุมชนริมน้ำจันทบูรประสบความสำเร็จจากการดำเนินงานตามขั้นตอนการอนุรักษ์อย่างค่อยเป็นค่อยไป มีระยะเวลาในการพัฒนาการมีส่วนร่วมและความสัมพันธ์ขององค์กรที่เกี่ยวข้องต่างๆ ตั้งแต่เริ่มกระบวนการการสร้างความตระหนักรู้ ในเชิงการเงินพบว่า การระดมทุนน่าจะสามารถทำซ้ำได้ในพื้นที่ที่มีบริบทใกล้เคียงกับชุมชนริมน้ำจันทบูร ภายใต้เงื่อนไขที่เหมาะสม เช่น ความร่วมมือของชุมชน และความเข้าใจของผู้ร่วมทุน นอกจากนั้นแล้ว บริษัท จันทบูรรักษ์ดี จำกัด ยังแสดงให้เห็นความเป็นไปได้ของกิจการเพื่อสังคมที่มีวัตถุประสงค์เพื่อการอนุรักษ์ย่านเมืองเก่า ซึ่งในปัจจุบันพระราชบัญญัติส่งเสริมวิสาหกิจเพื่อสังคม พ.ศ. 2562 มีผลบังคับใช้แล้ว ซึ่งจะช่วยส่งเสริมให้ผู้ประกอบการมีแรงจูงใจในการประกอบธุรกิจเพื่อสังคมมากขึ้น

The research on Application of Business Enterprise in Urban Conservation: a case study of the Chanthaboon Waterfront Community has purposes to study and analyze the operation mechanism in the form of a company as a social enterprise for support urban conservation in the old town, and to conclude the lesson learned through the case study of Chanthaboon Waterfront Community. In the community there is an operation of the company named Chanthaboon Rakdee Co., Ltd., which was established by crown-funding from local people and outside supporters to manage buildings restored and renovated. This study is a qualitative research which received information from documents, surveys, observation and structured interviews with stakeholders. From the case study, it is found that advantages of the operation as a business enterprise are flexibility because the company budget comes from crowd-funding and stakeholders support, and the business model can be easily managed and audited. But the limitation of such operation is that responsible area is limited only in buildings under management of the company. And it is also found that the Chanthaboon Rakdee Co., Ltd. has succeeded as a business, has been able to support itself for 5 years but has not yet succeeded as a social enterprise because it is still unable to give dividend to supporters and return profits to society. For other findings, the conservation movement in Chanthaboon Waterfront Community has been successfully implemented gradually following theoretical conservation process. There were periods to develop relationships and build participation of various stakeholders and related organizations, started with the process of awareness raising. In term of funding, it is found that crowd-funding campaign may be repeated in a place with similar context to Chanthaboon Waterfront Community, under appropriate conditions, e.g. communitys cooperation and supporters understandings. Besides, Chanthaboon Rakdee Co., Ltd. also shows the possibility of social enterprise working in old town conservation. At present, the Social Enterprise Promotion Act BE 2562 is enforced, and it will help encourage enterprises with more incentives to do good business for society.
