Abstract

การศึกษาวิจัยนี้เป็นการศึกษาเพื่อหาปัจจัยที่พึงพิจารณาในการเก็บรักษาและขนส่งสารเคมีอันตรายในมุมมองของความปลอดภัยเป็นหลัก โดยผู้วิจัยได้ทำการเก็บรวบรวมข้อมูลด้วยการส่งแบบสอบถามและสัมภาษณ์ผู้ประกอบการที่เกี่ยวข้องกับการเก็บรักษาและขนส่งสารเคมีโดยตรง ได้แก่ ผู้ผลิต ผู้นำเข้าและตัวแทนจำหน่าย ผู้ใช้ บริษัทให้บริการเก็บรักษาอย่างเดียว บริษัทให้บริการขนส่งอย่างเดียวและบริษัทที่ให้บริการเก็บรักษาและขนส่ง ในขอบเขตพื้นที่การศึกษาคือ เขตพื้นที่จังหวัดกรุงเทพมหานครและปริมณฑล ผลที่ได้จากการศึกษาวิจัยครั้งนี้สามารถแบ่งเป็น 2 ส่วน ได้แก่ ส่วนที่ 1 คือปัจจัยที่พึงพิจารณาในการเก็บรักษาและขนส่งสารเคมีอันตราย และส่วนที่ 2 คือปัญหาที่พบในการเก็บรักษาและขนส่งสารเคมีอันตรายในปัจจุบัน โดยสามารถสรุปผลได้ดังนี้ ส่วนที่ 1 ปัจจัยที่พึงพิจารณาในการเก็บรักษาสารเคมีอันตรายที่มีความสำคัญเป็นอันดับที่ 1 คือ คน รองลงมาอันดับที่ 2 คือ สถานที่ รองลงมาอันดับที่ 3 คือ บรรจุภัณฑ์ รองลงมาอันดับที่ 4 คือ การจัดวาง รองลงมาอันดับที่ 5 คือ แผนป้องกัน รองลงมาอันดับที่ 6 คือ การสื่อสารข้อมูลและการบ่งชี้ รองลงมาอันดับที่ 7 คือ แผนฉุกเฉิน รองลงมาอันดับที่ 8 คือ เครื่องมือและอุปกรณ์ และอันดับสุดท้ายคือ เทคโนโลยีและระบบสารสนเทศ สำหรับปัจจัยที่พึงพิจารณาในการขนส่งสารเคมีอันตรายอันดับที่ 1 คือ คน รองลงมาอันดับที่ 2 คือ รถ เครื่องมือและอุปกรณ์ อันดับที่ 3 คือ บรรจุภัณฑ์ รองลงมาอันดับที่ 4 คือ การจัดวาง รองลงมาอันดับที่ 5 คือ การสื่อสารข้อมูลและการบ่งชี้ รองลงมาอันดับที่ 6 คือ แผนป้องกันรองลงมาอันดับที่ 7 คือ แผนฉุกเฉิน และอันดับสุดท้ายคือ เทคโนโลยีและระบบสารสนเทศ สำหรับส่วนที่ 2 ปัญหาที่พบในการเก็บรักษาสารเคมีอันตราย 3 อันดับแรก ได้แก่ คน เป็นอันดับที่ 1 รองลงมาอันดับที่ 2 คือ เทคโนโลยีและระบบสารสนเทศ และอันดับที่ 3 ประกอบด้วย 2 ปัญหาที่มีความสำคัญระดับเท่ากันคือ เครื่องมือและอุปกรณ์ และสถานที่ สำหรับปัญหาที่พบในการขนส่งสารเคมีอันตราย 3 อันดับแรก ได้แก่ คน เป็นอันดับที่ 1 อันดับที่ 2 คือ รถ เครื่องมือและอุปกรณ์ และอันดับที่ 3 คือ บรรจุภัณฑ์

Other Abstract (Other language abstract of ETD)

Nowadays, the growth of industrial production drives the demand of dangerous chemicals which are main raw materials in production increasing so fast. In order to save all from the danger, this research intends to study the factors need to be considered in the storage and transport of dangerous chemicals. The research's population is from manufacturers, import and distributors, warehousing and transportation company of dangerous chemicals located in Bangkok Metropolitan and perimeter only. The result of this study is concluded into 2 parts. Firstly, the factors to be considered in the storage and transport of dangerous chemicals. For the factors to be considered in the storage can be ranked orderly from the most importance from man, place, package, disposition, preventive plan, hazard communication, emergency plan, equipments and finally is technology and information system. For the factors to be considered in the transport can be ranked orderly from the most importance from man, truck and equipments, package, disposition, hazard communication, preventive plan, emergency plan and finally is technology and information system. Secondly, the present problems found in the storage and transport of dangerous chemicals. The study finds the top 3 problems in the storage are man, technology and information system and final two equal problems are equipments and place.
