Abstract

วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาโครงสร้างของการบริหารภายในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา กระทรวงศึกษาธิการ ในเขตการศึกษา 5 2. เพื่อศึกษางานบริหารการศึกษาภายในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา โดยเฉพาะงานด้านวิชาการ งานบุคคล งานกิจการนักเรียน งานธุรการ การเงิน บริการอื่นในประเภทเดียวกัน และงานด้านความสัมพันธ์กับชุมชน 3. เพื่อศึกษาเกี่ยวกับปัญหาโครงสร้างของระบบบริหารภายในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา ในเขตการศึกษา 5 และปัญหาการปฏิบัติงานบริหารการศึกษาทั้ง 5 ประเภทในโรงเรียนดังกล่าว วิธีดำเนินการวิจัย ประชากรที่ใช้ในทำการวิจัยครั้งนี้ ประกอบด้วยโรงเรียนมัธยมศึกษาสังกัดกรมสามัญศึกษาในเขตการศึกษา 5 รวมทั้งสิ้น 6 จังหวัด ได้ถือเอาจังหวัดเป็นกลุ่มตัวอย่าง โดยเลือกมาร้อยละ 50 ของจังหวัดที่อยู่ในเขตการศึกษา 5 ทั้งหมด วิธีเลือกจังหวัดใช้วิธีสุ่มตัวอย่าง ( Simple random sampling ) เมื่อได้จังหวัดกลุ่มตัวอย่างแล้ว ได้ใช้วิธีเดียวกันนี้สุ่มตัวอย่างเลือกโรงเรียนมาใช้ในการวิจัยร้อยละ 50 ของโรงเรียนมัธยมศึกษาที่สังกัดกรมสามัญศึกษาในเขตการศึกษา 5 ได้เก็บรวบรวมข้อมูลแบบสอบถามจากกลุ่มผู้บริหาร กลุ่มนักวิชาการและกลุ่มประชาชนและนำข้อมูลที่ได้มามาวิเคราะห์หาค่าร้อยละในการเปรียบเทียบ ผลการวิจัย 1. โรงเรียนมัธยมศึกษาสังกัดกรมสามัญศึกษาในเขตการศึกษา 5 ส่วนใหญ่จะมีลักษณะโครงสร้างของระบบบริหารงานและการจัดองค์การต่างๆ ภายในโรงเรียนที่คล้ายคลึงกัน โดยมีอาจารย์ใหญ่เป็นผู้รับผิดชอบสูงสุดในโรงเรียน มีการแต่งตั้งผู้ช่วยอาจารย์ใหญ่ฝ่ายธุรการ ฝ่ายวิชาการและฝ่ายปกครอง นอกนั้นเป็นครูหัวหน้าสายและครูมีทำหน้าที่อื่นๆ ตามแต่โรงเรียนจะจัดให้มีขึ้น ครูที่รับผิดชอบงานในหน้าที่แต่ละฝ่ายอยู่ภายใต้การประสานงานของหัวหน้าฝ่าย และขึ้นตรงต่อครูใหญ่ 2. หัวหน้าฝ่ายทุกฝ่ายต่างก็มีการประสานสัมพันธ์กัน ส่วนใหญ่หัวหน้าฝ่ายทำงานไม่เหมาะสมกับตำแหน่งหน้าที่ที่รับผิดชอบ ผลการวิจัยงาน 5 ประเภทซึ่งได้แก่ งานบริหารด้านวิชาการ งานบุคคล งานกิจการนักเรียน งานธุรการ การเงิน บริการอื่นๆ ประเภทเดียวกัน และงานด้านความสัมพันธ์กับชุมชน สรุปได้ดังนี้ 2.1 งานด้านธุรการและบริการ มีความสำคัญเป็นลำดับที่ 1 2.2 งานด้านวิชาการ มีความสำคัญเป็นลำดับที่ 2 2.3 งานบุคล มีความสำคัญเป็นลำดับที่ 3 2.4 งานกิจการนักเรียน มีความสำคัญเป็นลำดับที่ 4 2.5 งานด้านความสัมพันธ์กับชุมชน มีความสำคัญเป็นลำดับที่ 5 3. เกี่ยวกับปัญหาโครงสร้างของระบบริหารภายในโรงเรียน และปัญหางานบริหารงานการศึกษาทั้ง 5 ด้าน ของโรงเรียนดังกล่าวแล้ว ปรากฏว่าโรงเรียนมัธยมศึกษาประสบปัญหาในส่วนที่เกี่ยวกับโครงสร้างของระบบบริหารและปัญหาทั้ง 5 ด้าน คล้ายคลึงกัน

Other Abstract (Other language abstract of ETD)

1.To study the organization and administrative structure in Secondary schools under the jurisdiction of the Department of General Education, Ministry of Education, in the Fifth Educational Region. 2. To study the educational administrative tasks in such secondary schools, academic affairs and personnel management, activities of students, administrative functions, finance, and services with emphasis on school-community relations. 3. To study the organization problems of the administrative structure and problems in the educational administrative responsibi¬lities in the secondary schools. Procedures Data used in this research was gathered from school of the General Education Department in the Fifth Educational Region in 6 provinces. Fifty percent of the schools in the Fifth Educational Region were selected by simple random sampling. Questionnaires were collected from the administrators, educational personnel and certain other group. Data were then processed into percentages. Findings 1. Most of the secondary schools of the General Education Department in the Fifth Educational Region have similar administra¬tive and organizational structures. The principal has the greatest responsibility in the school. The vice-principal handles routine tasks, including education affairs and the student affairs. Teachers serve as the heads academic departments. Teachers are occasionally appointed for special tasks. Teachers acting as department heads are directly responsible to the principal. 2. There is good cooperation among department heads. The majority of these people do not realize the responsibilities of the positions they hold. This research project, with studied academic affairs, personnel administration, students affairs, budgeting and general administration, the relationship between the school and community, produced the following conclusion : 2.1The most important aspects of education adminis¬tration is budgeting general administration. 2.2 The second most important is academic affairs. 2.3 The third most important is personnel administration 2.4 The forth most important is student affairs. 2.5 The last and least important is the relationships between the school and the community. 3. Each school faces similar problems because their organizational structures are similar.
