Abstract

การดูแลชุมชนเป็นปัจจัยให้ชุมชนมีสภาพแวดล้อมของการอยู่อาศัยเหมาะสมและคุณภาพชีวิตของประชากรดี โดยทั่วไปจะมีการเตรียมสิ่งอำนวยความสะดวกและบริการสำหรับชุมชน แต่สิ่งที่ตามมาคือค่าใช้จ่ายในการดูแลชุมชน ดังนั้นการศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาหาค่าใช้จ่ายในการดูแลชุมชน โดยศึกษาจากข้อมูล สัมภาษณ์ผู้มีส่วนเกี่ยวข้อง โดยเลือกเทศบาลตำบลบางเสาธงเป็นกรณีศึกษา เนื่องจากพื้นที่ของเทศบาลตำบลบางเสาธงครอบคลุมโครงการเมืองใหม่บางพลี ซึ่งมีการวางผังการใช้ที่ดินเพื่อการอยู่อาศัยและมีพื้นที่อุตสาหกรรมเพื่อเป็นแหล่งงาน รวมทั้งมีการกำหนดระบบสาธารณูปโภคและระบบสาธารณูปการโดยการเคหะแห่งชาติ และมีการจัดเก็บค่าดูแลชุมชนอยู่บางส่วนแล้ว โดยการศึกษาครั้งนี้อาศัยฐานข้อมูลปี พ.ศ. 2543 จากการศึกษาพบว่า ค่าใช้จ่ายการดูแลชุมชนในเขตเทศบาลตำบลบางเสาธงมาจาก 3 หน่วยงานคือ สำนักงานเทศบาลตำบลบางเสาธง สำนักงานดูแลเคหะชุมขนเมืองใหม่บางพลี และสำนักงานนิคมอุตสาหกรรมบางพลี รวมทั้งสิ้น 32,046,744.51 บาท และคิดเป็นร้อยละ 29.04 ของค่าใช้จ่ายทั้งหมด ค่าใช้จ่ายดังกล่าว แบ่งเป็น ค่าใช้จ่ายด้านการบริหารงานสูงที่สุดจำนวน 12,265,966.02 บาท หรือร้อยละ 38.28 รองลงมาคือค่าใช้จ่ายบริการเก็บขยะและการรักษาความสะอาดจำนวน 5,280,641.97 หรือร้อยละ 16.48 ค่าใช้จ่ายบริการด้านการรักษาความปลอดภัยจำนวน 3,306,707.93 บาท หรือร้อยละ 10.32 ค่าใช้จ่ายระบบบำบัดน้ำเสียจำนวน 2,741,645.23 บาท หรือร้อยละ 8.56 ค่าใช้จ่ายการดูแลถนน สะพานและทางเท้าจำนวน 2,431,374.39 บาท หรือร้อยละ 7.59 ค่าใช้จ่ายระบบป้องกันน้ำท่วมจำนวน 2,379,654.18 บาท หรือร้อยละ 7.41 ค่าใช้จ่ายระบบไฟฟ้าแสงสว่างจำนวน 2,047,978.40 บาท หรือร้อยละ 6.39 และค่าใช้จ่ายการดูแลสวนสาธารณะและพื้นที่ว่างน้อยที่สุดจำนวน 1,592,776.39 บาท หรือร้อยละ 4.97 ถ้าคิดค่าใช้จ่ายการดูแลชุมชนรวมต่อพื้นที่จะเท่ากับ 5,341.12 บาท/ไร่ หากจำแนกตามลักษณะการใช้พื้นที่ ค่าใช้จ่ายในพื้นที่อุตสาหกรรมจะมากกว่าค่าใช้จ่ายในพื้นที่อยู่อาศัย 1.76:1 การศึกษาเรื่องค่าใช้จ่ายการดูแลชุมชนในเขตเทศบาลตำบลบางเสาธงครั้งนี้จะเป็นข้อมูลพื้นฐานสำคัญนำไปสู่การเก็บค่าใช้จ่ายการดูแลชุมชนในรูปแบบต่างๆ และการจัดเก็บภาษีที่เหมาะสม รวมทั้งการกำหนดอัตราค่าใช้จ่ายที่แตกต่างระหว่างการใช้ประโยชน์พื้นที่แต่ละประเภท การศึกษาครั้งนี้ เนื่องจากมีข้อจำกัดในด้านระยะเวลาและข้อมูล ดังนั้นควรที่จะมีการศึกษาในทางลึกต่อไปรวมทั้งเรื่องค่าใช้จ่ายในการดูแลชุมชนจะต้องคำนึงถึงค่าใช้จ่ายด้านการลงทุนเกี่ยวกับการก่อสร้าง ปรับปรุง เช่นเดียวกันค่าใช้จ่ายการดูแลชุมชนที่ต่ำอาจมาจากการดูแลสิ่งอำนวยความสะดวกและบริการที่ไม่เหมาะสม และนอกจากนี้หน่วยงานที่มีหน้าที่ในการดูแลชุมชนควรมีการเก็บข้อมูลให้เป็นระบบเพื่อใช้ประโยชน์พิจารณาต่อไปในอนาคต

Community management today is based on creating a good environment that will ensure a quality life by providing the necessary facilities and service. This causes operating costs. Therefore, this study aimed to study the operating costs in community management by studying relevant documents and interviewing involved persons. Bang Sao Thong municipality was selected for this research because community is involved in the New Town Bang Plee project, which was planned with land allocation for both domiciles and industries. It has also been constructed, or installed, whti complete utilities infrastructure by the National Housing Authority. There were also database of operating expenditures of year 2000. The study found that Bang Sao Thong municipality expenditures fell under three agencies, the Bang Sao Thong municipal office, New Town Bang Plee community management office and Bang Plee Industrial Estate Authority Office. From total expenditures for the three agencies is 32,046,744.51 baht, or 29.04% of the total, were spent on community management. Community management costs can be broken down into management services of 12,265,966.02 baht or 38.28% followed by trash collection and cleaning services at 5,280,641.97 baht of 16.48% security at 3,306,707.93 baht or 10.32% wastewater treatment at 2,379,654.18 baht or 8.56%, electricity for lighting at 2,047,978.40 baht or 6.39% and last, public areas maintenance at 1,592,776.39 baht or 4.97% of the total. It also found that the cost of community management for Bang Sao Thong municipality equaled 5,341.12 baht per rai. The operating costs of industrial land use is higher than that of residential area at 1.76 : 1. These results could be used as a database calculating future property taxes and to assign different operating expense rate of land use in each type. Nonetheless, the study was constrained by information and time limitation. A further study should explore more in dept as well as capital investment cost, the study noticed that the low operating cost may be a result of inappropriate practices. Finally, the agencies responsible for community management should be collecting data in different classification in order to use for future planning.
