Abstract

วิทยานิพนธ์ฉบับนี้ มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์วิวัฒนาการ การเปลี่ยนแปลงการใช้ที่ดินในพื้นที่ทุ่งรังสิต ปัจจัยก่อให้เกิดการเปลี่ยนแปลงการใช้ที่ดินและผลกระทบที่เกิดขึ้นจากการเปลี่ยนแปลงการใช้ที่ดินดังกล่าว และเสนอแนวทางการพัฒนาเมืองและพื้นที่เกษตรกรรมเพื่อสามารถรองรับการเปลี่ยนแปลงที่เกิดขึ้นได้อย่างเหมาะสม วิธีที่ใช้ในการศึกษา คือ วิเคราะห์การพัฒนาเมืองซึ่งเป็นสาเหตุหรือปัจจัยก่อให้เกิดการเปลี่ยนแปลงในบริเวณทุ่งรังสิต โดยเฉพาะต่อพื้นที่เกษตรกรรม โดยพิจารณาแบ่งการพัฒนาและการเปลี่ยนแปลงของพื้นที่ตามสถานการณ์สำคัญๆที่เกิดขึ้นจนถึงปัจจุบัน จากการศึกษา พบว่า ทุ่งรังสิตมีการเติบโตขึ้นมาพร้อมกับระบบเกษตรกรรมเพื่อการค้า แต่ในช่วงตั้งแต่ปี พ.ศ.2500 เป็นต้นมา วิถีชีวิตทางสังคมเกษตรกรรมทุ่งรังสิตได้มีการขยายตัวและเปลี่ยนแปลงอย่างรวดเร็ว มีการเปลี่ยนแปลงกิจกรรมการใช้ที่ดินเป็นกิจกรรมนอกภาคเกษตรมากขึ้น เนื่องจากทุ่งรังสิตมีศักยภาพที่มีความพร้อมทั้งต่อการพัฒนาเป็นเมืองและพื้นที่เกษตรกรรม ได้แก่ โครงข่ายคลองชลประทาน ความสะดวกในการเช้าถึง โครงข่ายการคมนาคม ทำให้เกิดกลุ่มกิจกรรมการใช้ที่ดินที่มีความหลากหลาย จากผลการวิเคราะห์ปัจจัยที่ก่อให้เกิดการเปลี่ยนแปลงใช้ที่ดินทุ่งรังสิต และผลกระทบของการเปลี่ยน แปลงการใช้ที่ดินส่วนใหญ่ พบว่า การขยายตัวของชุมชนเมืองที่ขาดระเบียบ ทำให้ไม่สามารถพัฒนา สาธารณูปโภคและสาธารณูปการได้ ซึ่งไม่ได้ส่งผลต่อการประกอบอาชีพเกษตรกรรมโดยตรง แต่แนวโน้มของ ความเป็นเมืองที่มีมากขึ้นก็เป็นส่วนหนึ่งที่เชื่อมโยงไปสู่ปัญหาทางด้านเศรษฐกิจและสังคมของเกษตรกร ดังนั้น แนวทางการใช้ที่ดินในบริเวณทุ่งรังสิต คือ การกำหนดขอบเขตการใช้ที่ดิน(Zoning) โดยกำหนดให้พื้นที่เมืองมีการพัฒนาในพื้นที่เมืองเดิมและในพื้นที่ที่มีสาธารณูปโภครองรับ และพื้นที่นอกเหนือจากพื้นที่เมืองก็พัฒนาเป็นพื้นที่เกษตรกรรมที่มีปัจจัยสนับสนุนต่อการทำเกษตรกรรม เพื่อให้เกิดการพัฒนาที่ยั่งยืนในบริเวณทุ่งรังสิตต่อไป

Other Abstract (Other language abstract of ETD)

The objectives of this thesis are to study the Rangsit Fields in term of landuse evolution and changes, factors influencing such changes and their impacts on the inhabitants. It aims to propose the development guidelines for the appropriate changes as well. The study finds that the Rangsit Field was developed with the introduction of commercial agricultural system. Since 1957, agricultural social way of life in the Rangsit Field have been rapidly changed. Land was changed to nonagricultural activities. The main reason was that the potential of the Rangsit Field was suitable for both the urban and agricultural development. They are fed by the canal networks that could be used for irrigation and transportation. The study also reveals that the unplanned expansion of urban communities caused the insufficiency of the infrastructure services by the government. Eventhough this situation did not directly affect the agricultural occupation but it led to the socio-economic problems of Rangsit Field farmers. Therefore, the recommended solution was the landuse zoning. The urban area should be zoned to be used only in the already urban development land where the urban infrastructure was provided. The rest of the area was suggested to be used for agricultural purpose with the supporting factors for the sustainable development of the Rangsit Field.
