Abstract
การส่งเสริมการเข้าถึงบริการทางการเงินให้แก่คนมีรายได้น้อยผ่านสถาบันการเงินเฉพาะกิจและสหกรณ์ในรูปแบบของการให้การอุดหนุนทางการเงิน ทำให้เกิดภาระทางการคลังที่สำคัญต่อรัฐบาล ดังนั้น งานวิจัยชิ้นนี้จึงมีวัตถุประสงค์เพื่อประมาณการต้นทุนการคลังที่เกิดขึ้นจากการอุดหนุนสถาบันการเงินเฉพาะกิจและสหกรณ์ เพื่อวิเคราะห์ลักษณะการกระจายเงินอุดหนุนสู่ภาคครัวเรือนผ่านทั้งสองสถาบันการเงินดังกล่าว และเพื่อวิเคราะห์อิทธิพลของเงินอุดหนุนต่อการลดความไม่เท่าเทียมทางเศรษฐกิจของภาคครัวเรือน โดยที่ งานวิจัยชิ้นนี้จะมุ่งเน้นวิเคราะห์เฉพาะต้นทุนที่มาจากการอุดหนุนโดยนัยเป็นสำคัญ ได้แก่ การอุดหนุนด้านการลดหย่อนหรือยกเว้นภาษีให้แก่สถาบันการเงินเฉพาะกิจและสหกรณ์ และการอุดหนุนด้านการคุ้มครองเงินฝากให้แก่สถาบันการเงินเฉพาะกิจ สำหรับการวิเคราะห์ต้นทุนจากการอุดหนุนที่เกิดขึ้นนั้น ผู้วิจัยจะนำแนวคิด Funding advantage models มาปรับใช้ในการประมาณต้นทุนที่เป็นไปได้ ประกอบกับการใช้ข้อมูลใช้ข้อมูลการสำรวจภาวะเศรษฐกิจและสังคมของครัวเรือน (Household Socio - Economic Survey: SES) ในการศึกษา โดยจะศึกษาการอุดหนุนเฉพาะในกลุ่มสถาบันการเงินเฉพาะกิจ 3 แห่ง ได้แก่ ธนาคารออมสิน (ธ.ออมสิน) ธนาคารอาคารสงเคราะห์ (ธอส.) และธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธกส.) รวมถึงสหกรณ์ได้ศึกษาเพียงสหกรณ์ออมทรัพย์ ตั้งแต่ปี 2547-2556 ผลการศึกษาพบว่า ประการแรก ต้นทุนการคลังจากการอุดหนุนด้านการลดหย่อนหรือยกเว้นภาษีมีแนวโน้มสูงขึ้นตามลำดับ ขณะที่ต้นทุนการคลังจากการอุดหนุนด้านการคุ้มครองเงินฝากลดลงเนื่องจากการจัดตั้งกองทุนพัฒนาระบบสถาบันการเงินเฉพาะกิจจะช่วยแบ่งเบาภาระทางการคลังได้ ประการที่สองลักษณะการกระจายเงินอุดหนุนไปสู่ภาคครัวเรือนจะพบว่า ในภาพรวมของเงินอุดหนุนทั้งหมด ครัวเรือนรายได้มากจะได้รับสัดส่วนเงินอุดหนุนมากที่สุด ขณะที่ ในมิติเงินอุดหนุนต่อรายได้ครัวเรือน ไม่มีความแตกต่างกันมากนักระหว่างครัวเรือนรายได้มากและครัวเรือนรายได้น้อย และประการสุดท้าย การอุดหนุนด้านการลดหย่อนหรือยกเว้นภาษีมีอิทธิพลต่อการลดความไม่เท่าเทียมในภาคครัวเรือน ขณะที่ การอุดหนุนด้านการคุ้มครองเงินฝากไม่สามารถลดความไม่เท่าเทียมที่เกิดขึ้นได้

Promoting financial inclusion to low income household through government subsidies on specialized financial institutions and cooperatives can result in a large fiscal burden. This paper aims to: 1) estimate fiscal costs arising from subsidies on specialized financial institutions and cooperatives; 2) analyze the distribution of subsidies to households through both financial institutions; and 3) analyze the influence of government subsidies to reduce the economic inequalities among Thai households. This research focuses on the implicit subsidies, including tax exemptions and a deposit protection, using data from household socio-economic survey 2006 - 2013 of three financial institutions, including Government Savings Bank, Government Housing Bank, Bank for Agriculture and Agricultural Cooperatives, and Savings Cooperatives, to analyze fiscal costs based on the Funding advantage models. The results show that 1) fiscal costs on tax subsidies tend to increase continuously, in the other hand, the establishment of a specialized financial institution development fund can reduce the fiscal burden on the deposit protection; 2) an overview study shows that beneficiaries from government subsidies is high - income households, however, the benefits are not different between low and high - income households in terms of subsidies to household incomes; and 3) tax subsidies can reduce economic inequality but subsidies in the deposit protection cannot.
