Abstract
วิทยานิพนธ์นี้มีวัตถุประสงค์เพื่อตรวจสอบและวิเคราะห์กลไกในการสร้างและรักษาฐานเสียงในจังหวัดเชียงรายของพรรคไทยรักไทย พรรคพลังประชาชน และพรรคเพื่อไทย โดยใช้วิธีการศึกษาวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากการลงภาคสนาม การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลในพื้นที่ ตลอดจนการค้นคว้าข้อมูลจากเอกสารงานวิจัย และสถิติการเลือกตั้งที่เกี่ยวข้อง ผลการศึกษาพบว่า พรรคไทยรักไทย พรรคพลังประชาชน และพรรคเพื่อไทย มีกลไกสำคัญในการสร้างและรักษาฐานเสียงในจังหวัดเชียงราย 4 กลไก คือ 1) นโยบายพรรค 2) ศูนย์ประสานงานพรรคการเมือง 3) ผู้สมัครสังกัดพรรค และ 4) หัวคะแนน พรรคไทยรักไทยมีความพยายามในการจัดตั้งกลไกทั้ง 4 ด้านเพื่อสร้างระบบการจัดการฐานเสียงรูปแบบใหม่ที่ยึดโยงกับพรรคโดยตรง ซึ่งเป็นกลไกสำคัญที่ให้ทำพรรคสามารถครองที่นั่งส.ส.ในทุกเขตของจังหวัดเชียงราย ตั้งแต่ปีพ.ศ. 2544 - 2554 แต่ทั้งสามพรรคประสบความท้าทายในการสร้างและรักษาฐานเสียงจากปัจจัยภายในและปัจจัยภายนอก ปัจจัยภายใน คือ การยึดติดตัวผู้นำพรรค และอิทธิพลของกลุ่มมุ้งภายในพรรค ทำให้การคัดเลือกผู้สมัครรับเลือกตั้งถูกผูกขาดโดยคนใกล้ชิดแกนนำ และบทบาทของศูนย์ประสานงานพรรคยังถูกจำกัด เนื่องจากส.ส.หรือผู้สมัครมีบทบาทในการบริหารจัดการศูนย์ประสานงาน ทำให้ศูนย์ประสานงานขึ้นตรงกับส.ส.หรือผู้สมัครมากกว่าพรรค ปัจจัยภายนอก คือ การยุบพรรค และการรัฐประหาร ซึ่งเป็นเงื่อนไขสำคัญที่ทำให้พรรคมีอุปสรรคในการพัฒนากลไกในการสร้างและรักษาฐานเสียงให้มั่งคง นอกจากนี้ ผลการศึกษายังพบว่า พรรคมุ่งเน้นชัยชนะในการเลือกตั้งเฉพาะหน้ามากกว่าการปรับโครงสร้างองค์กรเพื่อส่งเสริมการสร้างฐานเสียงระยะยาวของพรรค ตามทฤษฎีการสร้างความเข้มแข็งและประชาธิปไตยภายในพรรคการเมืองอย่างแนวคิดตะวันตก
Other Abstract (Other language abstract of ETD)
This research examined and analyzed the mechanisms used to build and maintain electoral bases of the Thai Rak Thai Party, the People’s Power Party, and the Pheu Thai Party in Chiang Rai Province. The study employed a qualitative methodology in collecting field data, conducting in-depth interviews with local key informants, and reviewing relevant literature and electoral statistic information. The research findings illustrated that the Thai Rak Thai Party, the People’s Power Party, and the Pheu Thai Party have established and retained their respective electoral bases in Chiang Rai Province through four main mechanisms, namely party policies, party coordination centers, party candidates, and electoral canvassers. Attempts by the Thai Rak Thai Party in instituting these mechanisms with the purpose of devising a more directly connected, novel electoral base management system enabled them to secure seats in each electoral district of Chiang Rai Province from 2001 to 2011; nevertheless, each of the three parties had been faced with internal and external challenges. The internal challenges consist of idolization of party leaders and the influence of interest groups within the party, compromising candidate selection processes with partisanship among acquaintances of key figures, as well as limiting the role of party coordination centers by redirecting direct authority from the party towards specific candidates and MPs. The external challenges comprise party dissolution and coup d'états, both significantly hindering each party’s development of their electoral base formation and maintenance mechanisms. In addition, the result also showed that the Pheu Thai Party choose to focus more on the immediate electoral victory rather than revamping the structure of party organization to promote inclusiveness and long-term political parties’ bases according to the Western concept of internal party democracy.
