Abstract
การศึกษา “กลไกการขับเคลื่อนนโยบายการปรับปรุงภูมิทัศน์คลองโอ่งอ่าง” มีวัตถุประสงค์หลักเพื่อศึกษากระบวนการขับเคลื่อนนโยบายการปรับปรุงภูมิทัศน์และพัฒนาสภาพแวดล้อมคลองของกรุงเทพมหานคร ผ่านโครงการปรับปรุงภูมิทัศน์คลองโอ่งอ่าง รวมไปถึงศึกษาอุปสรรคและปัญหาที่เกิดขึ้นระหว่างดำเนินการ และเพื่อนำผลการศึกษามาใช้กำหนดแนวทางการดำเนินนโยบายการปรับปรุงภูมิทัศน์และพัฒนาเมืองกรุงเทพมหานครต่อไป โดยใช้วิธีระเบียบวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากเอกสารที่เกี่ยวข้อง และจากการสัมภาษณ์เชิงลึกแบบกึ่งโครงสร้างกับผู้ที่มีส่วนเกี่ยวข้องทั้งในระดับปฏิบัติการไปจนถึงระดับผู้บริหารของกรุงเทพมหานคร จากการศึกษาพบว่า การขับเคลื่อนนโยบายการปรับปรุงภูมิทัศน์คลองโอ่งอ่าง มีจุดเริ่มต้นจากแผนแม่บทเพื่อการอนุรักษ์และพัฒนากรุงรัตนโกสินทร์ โดยแบ่งการดำเนินนโยบายออกเป็น 2 ระยะ ได้แก่ ระยะที่ 1 เป็นระยะของการดำเนินการรื้อย้ายแผงค้าที่มีการรุกล้ำปากคลองโอ่งอ่าง เพื่อคืนพื้นที่สาธารณะ และระยะที่ 2 เป็นระยะของการปรับปรุงภูมิทัศน์ เพื่อความเป็นระเบียบเรียบร้อยและสร้างพื้นที่เศรษฐกิจคืนสู่ชุมชน กระบวนการขับเคลื่อนนโยบายดังกล่าว มีความชัดเจนของลักษณะการทำงานในสองทิศทางผสานกันระหว่างกระบวนการกำหนดนโยบายแบบบนลงล่าง (Top-down planning) และแบบล่างขึ้นบน (Bottom-up planning) โดยภาครัฐจะเป็นผู้กำหนดยุทธศาสตร์และแผนงานสำหรับการปรับปรุงฟื้นฟูเมืองให้แก่ประชาชน ซึ่งมีปัจจัยความสำเร็จแรกเริ่มมุ่งเน้นไปที่การบังคับใช้กฎหมาย และมีบริบททางการเมืองเข้ามาเป็นตัวช่วยผลักดันให้การบังคับใช้กฎหมายนั้นเป็นไปอย่างมีประสิทธิผล ในขณะเดียวกันกรุงเทพมหานครก็ได้พิจารณากำหนดนโยบายต่อยอดจากสิ่งที่ได้ดำเนินการไปแล้ว โดยมุ่งเน้นไปที่การขับเคลื่อนกระบวนการมีส่วนร่วมของทุกภาคส่วน ทำให้เกิดพลังแห่งการขับเคลื่อนในทางสร้างสรรค์ เกิดความรู้สึกถึงการมีส่วนร่วมในการเป็นเจ้าของเมืองร่วมกัน นำไปสู่ความร่วมมือในการปรับปรุงภูมิทัศน์เมืองและการบริหารจัดการได้อย่างเป็นรูปธรรมและมีความยั่งยืน

This study, “Mechanism for Driving the Khlong Ong Ang Canal Landscape Improvement Policy”, aims to examine the implementation, including the obstacles and difficulties during the process, of the policy on landscape improvement for Bangkok canals through Khlong Ong Ang's renovation project. The results will be prospectively utilized to set guidelines for Bangkok’s landscape improvement and urban development. In this study, qualitative research methods were performed in tandem with data collection from related documents and in-depth interviews of related people at the operational to executive level. Results found that the implementation of the policy on Khlong Ong Ang landscape improvement originated from the master plan for conservation and development of Krung Rattanakosin. The implementation is divided into two periods: (1) the expropriation of public space by dismantling the stalls that occupied the canal’s entrance, and (2) landscape improvement for neatness and creating economic space for local communities. It is distinct that this aforementioned implementation involved two adversarial policy-making approaches combined: top-down planning and bottom-up planning. The public sector outlined the strategies and plans for urban development for the populace; the initial success factor focused on effective law enforcement driven by political context. In the meantime, Bangkok Metropolitan Administration (BMA) also decided on further actions which focused on the collaboration between various sectors. This would lead to a positive driving force and mutual sense of ownership, leading to the cooperation for landscape improvement, as well as sustainable and substantial management.
