Abstract

การควบรวมของกรมโยธาธิการและกรมการผังเมืองเป็นกรมโยธาธิการและผังเมือง ตามแผนการปฏิรูประบบราชการในปี พ.ศ.2545 นอกจากจะส่งผลต่อการเปลี่ยนแปลงกำลังคนแล้ว ยังส่งผลต่อการใช้พื้นที่อาคารของกรมโยธาธิการและผังเมือง พระราม 6 จึงมีวัตถุประสงค์ศึกษาสภาพปัญหาและหาแนวทางแก้ปัญหาโดยใช้วิธีการสำรวจ สังเกต สัมภาษณ์ และสืบค้นข้อมูลเอกสารที่เกี่ยวข้องกรมโยธาธิการและผังเมือง พระราม 6 มีพื้นที่ทั้งหมด 42,518 ตารางเมตร เป็นที่ตั้งของหน่วยงาน 17 หน่วยงาน มีพนักงานทั้งหมด 1,005 คน ประกอบด้วยอาคาร 6 อาคาร คือ อาคาร 10 ชั้น, อาคาร 20 ชั้น, อาคารทางเชื่อม 3 ชั้นและ 4 ชั้น, อาคารศูนย์ส่งเสริมคุณภาพชีวิต และอาคารที่จอดรถ สามารถแบ่งประเภทพื้นที่ออกเป็น 2 ส่วน คือ พื้นที่ทำงานและพื้นที่สนับสนุน เช่น ห้องประชุมรวม ศูนย์อาหารจากการศึกษาพบว่าการบริหารจัดการพื้นที่แบ่งเป็น 2 ส่วน คือ พื้นที่สนับสนุนอยู่ในความรับผิดชอบของหน่วยงานที่มีหน้าที่ดูแลอาคารสถานที่ ส่วนพื้นที่ทำงานเป็นการจัดการพื้นที่ของแต่ละหน่วยงาน ปัญหาหลักในการใช้พื้นที่ที่พบ คือ ปัญหาวัสดุและเอกสารไม่มีที่เก็บ มีสาเหตุมาจากการจัดเตรียมพื้นที่เก็บวัสดุและเอกสารไม่พอ และส่วนหนึ่งเป็นเพราะขาดการจัดการด้านเอกสาร นอกจากนี้ระเบียบพัสดุได้กำหนดอายุการเก็บเอกสารราชการต้องเก็บไว้เป็นระยะเวลา 10 ปี ทำให้ปริมาณเอกสารมีจำนวนมากขึ้น เมื่อพื้นที่ที่จัดเตรียมไว้ไม่สามารถรองรับได้ย่อมส่งผลต่อการใช้พื้นที่เก็บเอกสารที่ผิดที่ผิดทาง เช่น ใช้บันไดหนีไฟ ใช้ห้องประชุมเก็บแทน จึงสรุปได้ว่าปัญหาการใช้พื้นที่ของอาคารกรมโยธาธิการและผังเมืองพระราม 6 เกี่ยวข้องกับการบริหารจัดการพื้นที่ จึงมีข้อเสนอแนะให้ผู้เกี่ยวข้องคำนึงถึงการบริหารจัดการพื้นที่ ด้วยการปรับปรุงการใช้พื้นที่หน่วยงานใหม่ ใช้ระบบการจัดสำนักงานแบบยืดหยุ่น ร่วมกับการนำระบบสำนักงานอัตโนมัติเข้ามาใช้ในการปรับปรุงระบบการจัดเก็บเอกสาร การทำงาน เป็นการเพิ่มพื้นที่ว่างให้กับหน่วยงานและองค์กรและสามารถป้องกันไม่ให้เกิดปัญหาดังกล่าวขึ้นอีก

Other Abstract (Other language abstract of ETD)

According to the bureaucratic reform in the year 2002, Public Works Department and Department of Town& Country Planning have been merged under the name of Department of Public Works and Town& Country Planning (DPT). The reform brings not only the new transformation of manpower, but also office space (Rama6 office). The study is to find out problems and to suggest proposals by means of survey, observation, interview, and information searching.DPT headquarter ( Rama 6 office) occupies 42,518 sq. meters. with 17 office units. The number of government officers is 1,005. There are six buildings in the area; A 10-Storey Building, A 20-Storey Building, A 3-Storey Building, A 4-Storey Building, A Food & Sport center Building, and A Car Park Building; respectively. From the study, the management area can be divided into two parts. The first part is public area consisting of food and sport center and auditorium which is the responsibility of central unit. The latter is the office area which is managed by each unit of the agency itself.The author finds that insufficient storage for office equipment and document is a main problem of space utilization of DPT. The lack of storage is resulted by inadequate space provided by the authorities, inefficient documentation process within the organization, and the procurement regulation which requires at least 10-year maintenance of the official documents. Consequently, documents are piled up and some spaces such as fire exit and conference rooms, etc. are misused. Recognized that the problem of space utilization of DPT (Rama 6 office) office is due to the ineffective space management, in this study, the author recommends the new design of office space by applying flexible uses. In addition, this study suggests building automation technology in improving the documentation process as well as reducing the space usage such as employing computers instead of traditional paper works.
