Abstract
วัตถุประสงค์ของงานวิจัย คือ เพื่อศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของเด็กและเยาวชนในสภาเด็กและเยาวชนเขตบางคอแหลม และเพื่อศึกษาหาแนวทางในการส่งเสริมให้เด็กและเยาวชนในเขตบางคอแหลมให้มีความสนใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน จากผลการวิจัยพบว่า ปัจจัยที่มีผลต่อการมีส่วนร่วมของเด็กและเยาวชนในสภาเด็กและเยาวชน ประกอบด้วย 5 ปัจจัย ดังนี้ 1. ปัจจัยด้านการรับรู้ถึงการมีตัวตนของสภาเด็กและเยาวชน เป็นปัจจัยที่มีผลมากที่สุด เนื่องจากการที่เด็ก เยาวชน และผู้ปกครองได้รับรู้ถึงการมีตัวตนของสภาเด็กและเยาวชนมาก่อน จะทำให้เด็กและเยาวชนเหล่านี้ตัดสินใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชนได้ง่ายขึ้น 2. ปัจจัยด้านเวลา เด็กและเยาวชนที่มีภาระรับผิดชอบมากมาย ก็จะมีโอกาสน้อยลงที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน 3. ปัจจัยด้านฐานะทางการเงินของครอบครัว ถ้าครอบครัวมีฐานะทางการเงินไม่ค่อยดี เด็กและเยาวชนต้องช่วยครอบครัวทำงานจนอาจไม่มีเวลาเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน 4. ปัจจัยผลักดันจากผู้นำ ได้แก่ ผู้ปกครอง คุณครู และหน่วยงานที่รับผิดชอบ 5. ปัจจัยด้านการออกแบบนโยบาย โดยพบว่าหน่วยงานที่รับผิดชอบสภาเด็กและเยาวชน และวาระการดำรงตำแหน่งของคณะบริหารสภาเด็กและเยาวชน ยังไม่เอื้อให้เด็กและเยาวชนอยากมีส่วนร่วมในสภาเด็กและเยาวชนเท่าที่ควร สำหรับแนวทางในการส่งเสริมให้เด็กและเยาวชนในเขตบางคอแหลมมีความสนใจที่จะเข้ามามีส่วนร่วมกับสภาเด็กและเยาวชน มีดังนี้ 1. หน่วยงานที่รับผิดชอบ ช่วยกันประชาสัมพันธ์สภาเด็กและเยาวชน 2. ควรมีที่ปรึกษา(คุณครู) ที่คอยให้ความช่วยเหลือในการสื่อสารกันของคณะบริหารสภาเด็กฯที่มีช่วงอายุที่แตกต่างกัน 3. วาระการดำรงตำแหน่งของคณะบริหารสภาเด็กและเยาวชนควรเป็น 2 ปี เหมือนกันทั้งทีม 4. ควรให้ฝ่ายการศึกษารับผิดชอบสภาเด็กและเยาวชนระดับเขตที่โดยตรง 5. ปลุกจิตสำนึกให้ผู้บริหารสภาเด็กและเยาวชนตระหนักถึงหน้าที่และความสำคัญของตำแหน่งผู้บริหารสภาเด็กและเยาวชน
Other Abstract (Other language abstract of ETD)
The purposes of the study were to investigate factors that affect the participation of children and youth in the Children and Youth Council of Bangkholeam district and to explore ways to motivate children and youth in Bangkholeam district to be interested in participating in the Children and Youth Council. The major results of this research are as follows. 1) The perceived existence of the council. 2) Time: The children and youth have a lot of responsibilities so they do not have any time to participate in the council. 3) Family financial status: If the children and youth need support for their families to earn more money, they will not have any time to participate in the council. 4) The support from leaders: The leaders included parents, teachers, and relevant organizations. 5) Policymaking: The relevant organizations and the term of the committee do not encourage the children and youth to participate in the council as it could be. The findings in the study to support and encourage the children and youth to participate in the Children and Youth Council are as follows. 1) The relevant organizations regularly promote the council. 2) A consultant to assist in communication in the council committee. 3) A 2-year-committee term for the whole team.4) The educational division of district is responsible directly to the council in the district. 5) The council committee raises awareness of the importance of the council.
